Investigates the feasibility of two hypotheses concerning the relationship between democratization & environmental nongovernmental organizations (NGOs), using field research data on tropical deforestation in democratic India & nondemocratic Indonesia, 1993-1995. According to the first hypothesis, there will be more environmental NGOs providing opposition to policies that adversely affect the environment in democratic regimes, while the second hypothesis states that environmental NGOs will be more influential in democratic than in nondemocratic regimes. A comparison of the situation in democratic Karnataka, India, & nondemocratic North Sumatra, Indonesia, shows roughly the same number of NGOs. Further, accounts of the efforts of two particular NGOs to influence forest policy, one in each country, reveals that these organizations are less influential in the making of forest policy choice than in the area of policy implementation. Thus, the two hypotheses do not accurately describe the relationship between democratization & environmental organizations. 2 Figures, 87 References. D. M. Smith
