There has been a lot of theoretical discussion about triple helix and quadruple helix methodologies for innovation and knowledge transfer in the context of local development and even smart cities. The goal of this paper is to describe specific barriers related to ICT uptake, usage and development related to knowledge based capital and their role in Croatia, especially in the context of passing from triple helix (academia, business, government) to quadruple helix (academia, business, government, NGOs/citizens) model. Specific barriers exist in each country, and they may be divided into technological, organisational, human, societal and/or cultural barriers. The case of Croatia is specifically analysed and compared to other countries in the region and in the EU. The lack of participative culture and other criteria influencing social dynamics are particularly addressed in order to reach a conclusion about country specific barriers and provide policy advice for decision makers. This work is proposed as a phenomenological analysis of critical organizational management which examines gender participation in local production in two regions of neighboring countries: the province of Santa Fe in Argentina and the Central Region of Chile. Both cases develop the vision of risk that exists on economic and social capital investment results when local productive sectors are affected by public policy interventions and initiatives, specially when they are implemented with a focus on women and the phenomenon of gender participation. An heuristic qualitative study is developed as a methodology to analyze the phenomenon of gender to understand what kind of initiatives to encourage participation on this aspect of organization may be implemented and under what conditions they occur. ; Este trabajo es un análisis crítico de la gestión organizacional que estudia la participación de la mujer en formatos productivos locales en dos regiones: la provincia de Santa Fe en Argentina y en las regiones rurales de la Zona Central de Chile. Ambos análisis exponen una visión acerca del riesgo del retorno de la inversión del capital socio-económico en formatos productivos de desarrollo local que son afectados por intervenciones de la administración de políticas públicas en el ámbito de la mujer. Este trabajo constituye un análisis cualitativo descriptivo y de proceso heurístico sobre la visión que se tiene del género, y particularmente de la mujer, para entender qué tipos iniciativas estimulan la participación hacia esa forma de organización de trabajo de coproducción y bajo qué condiciones estas ocurren. ; Este trabalho é uma análise crítica da gestão organizacional que estuda a participação da mulher nos arranjos produtivos locais em duas regiões: a província de Santa Fe, Argentina, e os setores rurais na Zona Central do Chile. Ambos os casos expõem uma visão do risco do retorno da inversão do capital econômico e social em arranjos produtivos locais que são afetados por intervenções da gestão das políticas públicas no âmbito da mulher. Este trabalho constitui uma análise qualitativa descritiva e de processo heurístico sobre a visão que se tem do gênero, e particularmente da mulher, para compreender que tipos de iniciativas incentivam a participação nessa forma de organização do trabalho de coprodução e sob que condições estas ocorrem.

The article presents a review, analysis, and an attempt of methodological adaptation of relevant social and psychological research to the problems and realities of stressful situations of the Russian-Ukrainian war. In particular, it is about the role and functions of mediative resources in overcoming and buffering stressful situations caused by war, adaptation and formation of social psychological resilience. The specificity of stressful situation during the war is analyzed. It is noted that war is an emergency situation and a traumatic event, which is not aimed at individuals, but at the population as a whole. In such conditions, the population experiences continuous traumatic stress (CTS). Within the framework of the sociological approach to the study of stress and resources to overcome it, the Stress Process Model elaborated by L. Pearlin is characterized. The main theoretical conceptualizations of the resource approach to stress by S. Hobfoll are outlined and analyzed, in particular key resource theories, integrated resource models and the conservation of resources theory (COR). Resource mechanisms and mediating function of resources in adaptation and coping with stress are studied. In the sociological perspective of further studies of the stressful conditions of the Russian-Ukrainian war, the special role of social relations as a psychological resource and social capital that contribute to stress buffering is noted. The authors conclude that in the perspective of a long war and its consequences, the important tasks of society and of the state are to preserve and increase the resources of internal cohesion, solidarity and resilience, along with the support of various forms of self-organization of national resistance.

PurposeThis paper develops a model of social vulnerability. Specifically, it aims to (1) determine the factors of social vulnerability to flood risks and (2) interrogate the discursive structure and framing of vulnerability within the local domain of disaster governance.Design/methodology/approachThis is a descriptive-survey research design mobilized through sequential exploratory mixed method.FindingsFor ordinary people, vulnerability is due to five factors: (1) government inaction, (2) age-based frailty, (3) disability-based social exclusion, (4) weak social capital and (5) material susceptibility. Moreover, there are two patterns of discursive structure surrounding the risk of flooding in Davao del Norte: (1) where Cavendish banana is a favored export commodity of those who are in power, the Pressure-and-Release Model fits within the narrative of land-use changes in the province, and (2) where the local domain of disaster governance frames the DRR as a "hero-villain" normative duality.Practical implicationsAt the policy level, the findings should inform the current government practices in development planning to mitigate flood risks, specifically the proposed Philippine National Land-use Act and the pending Bill to create the Philippine Disaster Risk Reduction and Management (DRRM) Department. Operationally, the "hero-villain" finding challenges the self-awareness of disaster managers and functionaries whose technical trainings inculcated a one-size-fits-all approach to disaster response.Social implicationsThe findings support the theory that disaster and disaster risks are socially constructed realities.Originality/valueThis paper teased out the gap between the people's risks perceptions in Davao del Norte and the government's DRR episteme, and it points to power relations that impede its closing.

July 17, 2019, Jadavpur University Digital society and mental health have a complex relationship globally. India hosts approximately 462 million internet users (Statista, 2017), making the world's second-largest consumer nation immediately after China. On the other hand, according to India Today (2018), "[T], the average suicide rate in India is 10.9 for every lakh people and the majority of people who commit suicide are below 44 years of age". WHO report (2016) confirms India to be the most depressed country in the world. The last census (2011) report of the India government mentions 73% literacy rate. Ian Jack (Guardian, 2018) claimed in an article that India is home to 600 million young people, under the age of 25. All of these statistics certainly direct us to rethink on the future potential of India's human and social capital and the inevitable global impact. Although there are reports that evidence the impact of social media on young adults, still there is a dearth of empirical research into how the young adults (18-35years), particularly students at the university level, experience and engage with social media. This work in progress paper examines some of the preliminary findings from the data collection that started in July 2019, although, the initial project started in February 2019. Based on the initial findings from the data collected through ethnographic focus group interviews with 60 postgraduate students, the project (phase I) proposes to expand the investigation on how digital society is perceived by young adults in India and proposes to investigate the impact of digital media, particularly social media, on mental health.

This database presents the results of the MOVE Project Survey (Work Package 4) that has received funding from the European Union's Horizon 2020 research and innovation programme under Grant Agreement No. 649263. The consortium of MOVE comprises nine partners in six countries: Luxembourg, Germany, Hungary, Norway, Romania, and Spain. The central aim of MOVE is to provide evidence-based knowledge on mobility of young people in Europe as a prerequisite to improve mobility conditions, and to identify fostering and hindering factors of "beneficial" mobility. This aim is pursued using a multilevel interdisciplinary research approach, aiming at a comprehensive and systematic analysis of the mobility of young people in Europe. Objectives of the Survey: –To find out about the role and value of information and support services for young people and their decision making process to go abroad. –To explore the role of transnational networks for support and as a potential "pull factor" for mobility. –To examine the agency of young people with mobility experience and without it. –To study the formation of social capital and the dimensions of social inequality of mobile young people and their effects on future perspectives as well as the reproduction of social inequalities. –To carry out research on the formation of identity by those mobile young people compared to non- mobile ones. –To examine the career-plans of young people and their personal attachments related to their commitments in their home country (e.g. sending money home, supporting the family, etc.) –To gain insights into the (re)production of social inequality concerning mobility and non- mobility.

Environmental problems occur where ecosystems and human social systems converge. As a result, they are not easily resolved by science or technology because they stem from the diversity in human perceptions, expectations, and values. A decisionmaking process known as collaboration offers a method of joint problem solving that is based upon an application of social learning theory. Collaboration is inspired by the concept of participatory democracy and advanced by the exchanges inherent in a civic discourse. It can involve individuals and representatives of agencies, organizations, and other groups in open discussions where the process participants share information and power as they take joint responsibility in attempting to make decisions, reach solutions, or resolve issues. This study identifies basic elements of collaborative environmental decisionmaking through an analysis of several collaborative processes. It then examines how these collaborative processes work and whether collaboration is an effective environmental decisionmaking process. Two case studies are examined: the Chesapeake Bay Program Community Watershed Initiative Workgroup, and the Elizabeth River Project Watershed Action Team. The case studies illustrate that the presence or absence of the identified elements of collaborative environmental decisionmaking affect the results of the process. They also illustrate that the participants in these processes incur changes in the manner in which they regard the issues. Collaborative environmental decisionmaking works by establishing a dialogue among people with disparate positions, concerns, and interests in an attempt to find common ground. The process can link formal, theoretical knowledge with informal, practical wisdom through face-to-face dialogue among contending parties. We examine the relationship between different dimensions of the political regime in place and human capital using a two-step structural equation model. In the first step, we employ factor analysis on 16 human capital indicators to construct two new human capital measures (basic and advanced human capital). In the second step, we estimate the impact of our political variables on human capital, using a cross-sectional structural model for some 100 countries. We conclude that democracy is positively related to basic human capital, while regime instability has a negative link with basic human capital. Governance has a positive relationship with advanced human capital, while government instability has a negative link with advanced human capital. Finally, we also find an indirect positive effect of governance and democracy on both types of human capital through their effect on income.

The Timor-Leste Government's 2011-2013 strategic development plan (SDP) outlines its plan for achieving upper-middle income country status, with a secure, well-educated, and healthy population, by 2030. It argues that the four key national attributes of political will, economic potential, national integration, and a dynamic population will underpin the achievement of this vision. The development of infrastructure is a core pillar of the SDP. Thus, the SDP outlines specific plans for a number of large construction projects for the development of roads and bridges, water and sanitation facilities, electrical power generation facilities, telecommunications, and ports. The SDP recognizes that Timor-Leste currently lacks the core infrastructure required to support a modern and productive economy. According to the SDP, government spending on infrastructure will drive high, double-digit rates of economic growth in the short and medium term, contributing to a rate of growth of 8 percent by 2020. The SDP also emphasizes the construction of infrastructure as a means to achieve its stated goals in the pillars of economic development, notably agriculture, and the development of social capital. The SDP commits the government to a significant school building program and to the expansion and rehabilitation of health facilities such as local clinics and hospitals.

The premise that globalization is a process in which capital limits, escapes, or overtakes the nation-state is challenged in terms of both historical accuracy (whether the nation-state was ever able to control capital) & authorship (whether nation-states are involved in or bypassed by this process of reorganization). The evidence indicates that the nature of state intervention has changed considerably, yet the role of the state has not necessarily diminished. In the case of the North American Free Trade Agreement (NAFTA), Canada, Mexico, & the US are the authors of a regime that defines & guarantees, via international treaties with constitutional effect, the global & domestic rights of capital. El crecimiento económico depende de los niveles de utilización de los factores productivos, capital físico y trabajo, así como de la tecnología que se incorpore, pero además puede estar relacionada de manera directa con el capital humano, elemento esencial para lograr tasas de crecimiento económico sostenidas, dada su capacidad para generar nuevo conocimiento creando retornos crecientes a escala. Este artículo tiene como objetivo analizar el crecimiento de la economía colombiana en el período 1975 – 2010 en el marco del modelo ampliado de Solow, mediante la estimación de un modelo que incorpora el capital humano como variable explicativa, utilizando para ello un esquema de vectores autorregresivos con su correspondiente modelo de corrección de errores. Teniendo en cuenta que la información que se utilizará es de corte longitudinal, se debe establecer inicialmente el orden de integración de las series de tiempo, así como la existencia de cointegración entre las variables objeto de análisis. Esta información proviene de fuentes secundarias de organismos oficiales colombianos e internacionales. Los resultados validan la significancia estadística de los coeficientes de la ecuación de cointegración así como del término de corrección de error, confirmando la incidencia del capital humano en el crecimiento económico colombiano en el periodo 1975-2010.

A crise atual do capital, com suas novas e antigas determinações, impõe metamorfoses ao mundo do trabalho, o que exige um perfil de profissional funcional a essa etapa do capitalismo. Parto da hipótese de que as atuais configurações do ensino respondem às exigências da atual fase do capitalismo e se orienta pelas demandas do mercado de trabalho. Nesta direção, a formação profissional tem um duplo desafio: desvelar e enfrentar a crise do capital e nela as diversas formas de precarização das relações e condições de trabalho, flexibilização dos direitos e focalização das políticas sociais, que, como parte da mesma racionalidade, se expressam e condicionam exercício e formação profissionais.
