The force and coherency with which Margaret Thatcher and her inner circle outlined their vision for 'enterprise culture', like so many aspects of Thatcherism, have masked the complexity of its origins and the histories of alternative responses. This article provides a history of an alternative vision for enterprise culture by examining the community business movement in Scotland, the largest experiment of its kind in the UK in the 1980s and a forerunner of social enterprise. Working across Scotland, but with a hub of activity in the Strathclyde region, practitioners worked with local people to find ways to develop their neighbourhood economy while improving their environment, creating jobs, and developing services needed in their area. This article outlines the origins of the movement, the shared values of its founding members, and how their training in community development informed the community business model. It analyses how practitioners put their ideas into practice and the reasons behind the fragmentation of the movement in the 1990s. It argues that although at face value the concept of community business may appear to chime with the dominant political rhetoric of Thatcher's 'enterprise culture', the history of the movement provides a signpost to an alternative, if unrealised, vision for Scotland's recovery from social and economic depression. Where previous historical research has focused on the political consequences of Thatcher's policies in Scotland, this research connects this discussion to the transformation of Scotland's civic society in the wake of deindustrialization.

Philip Powell is Professor of Creative Business and Director of the Business School for the Creative Industries. Philip was previously Executive Dean, Pro Vice-Chancellor (Enterprise and Innovation), and Professor of Management at Birkbeck, University of London and Dean of the Faculty of Business, Law and Politics at the University of Hull. His research has resulted in over 350 published outputs in information systems, management, operations, and higher education management. He was Editor-in-Chief of the Information Systems Journal. He has served on a variety of public bodies concerned with skills development, enterprise and entrepreneurship and currently sits on the Institute for Apprenticeships Business and Management Route Panel.

The purposes of the study were: 1) to study the implementation of the corporate social and environmental responsibility of factories in Tha Pra sub-district, Muang district, KhonKaen province; 2) to investigate the strategies of community synergy application for moving forward corporate social and environmental responsibility of factories; 3) to apply the strategies of community synergy application for moving forward corporate social and environmental responsibility of factories. Both quantitative and qualitative approaches were applied in the study. The samples were 390 people in Tha Pra sub-district. The target groups were 48 managers, executive staff, the officers that were responsible of corporate social responsibility and factory workers and 51 village headmen, community leaders and members of administration organization. The instruments were questionnaires and interview schedules. Data was quantitatively analyzed using frequency, percentage, mean, standard deviation, and content analysis was used for qualitative analysis.The results of the study were as follows: 1. The implementation of the corporate social and environmental responsibility of factories stated that most were female between 51-60 years old, with secondary education, working as hired employees and gained 9,001-12,000 baht per month. Most got the information from the broadcast of village headmen. Most participated incommunity development on social and environmental of factories on communityenvironmental conservation campaign once a year. The opinion level of the corporate social responsibility on every aspect at moderate level, on community aspect ( = 3.10, S.D. = 0.820, health and welfare aspect ( = 3.15, S.D. = 0.864), education aspect ( = 3.17, S.D. = 0.932) , human rights aspect ( = 3.12, S.D. = 0.831), natural environmental aspect ( = 3.10, S.D. = 0.900), consumers' rights aspect ( = 3.18, S.D. = 0.903) and the cultural aspect ( = 3.19, S.D. = 1.030). And the overall opinions of corporate socialresponsibility of all 7 aspects were at moderate level ( = 3.14, S.D. = 0.897). 2. The strategies of community synergy application for moving forward corporate social and environmental responsibility of factories were found as follows: (1) community leaders' potentials development for thinking and planning abilities, (2) information system and data base development for being updating, accurate and planning coverage,(3) community planning development for moving forward social and environmentalresponsibilities which needed the participation of all sectors, (4) promotion on people's awareness of moving forward corporate social and environmental responsibility offactories, (5) knowledge management promotion on moving forward corporate social and environmental responsibility of factories, (6) network building at all village, sub-district, district and province levels for promotion on moving forward corporate social andenvironmental responsibility of factories, (7) monitoring and evaluating system development focusing on the participation of community and factories, and (8) promotion on providing the monitoring and evaluation results for improving the management of moving forward corporate social and environmental responsibility of factories. 3. The application of the strategies of community synergy application for moving forward corporate social and environmental responsibility of factories stated that all strategies needed the following categories for support as follows: (1) providing activities for leaders for thinking and planning creation, (2) the local government sector should establish the public information center, (3) the tangible objectives of community plan should support community needs, (4) the understanding should be provided clearly for the involved sectors and make community love and preserve environment, (5) the identity knowledge should be provided for sustainable competition, (6) the organization of group of leaders, members, regulations, management and resources should be provided, (7) the people who monitor and evaluate should understand the traits of the projects, and (8) the monitoring and evaluation should concern with the clear and accurate information. ; Existing research suggests that individuals assign responsibility for policy problems based on prior biases like partisanship. However, what remains speculation is whether institutions that blur lines of responsibility elicit more biased responsibility-assignment when compared to institutions with clearer lines of responsibility. European Union enlargement provides an opportunity to examine responsibility-assignment for policy problems within multiple countries, where the EU triggers biases (pro- and anti-EU membership) when it works to export the policies required for membership. In surveys of Albania, Bosnia and Herzegovina, and Kosovo, we examine responsibility-assignment to governments for inequality in pay between women and men, which the EU asks prospective members to address. We find that biased attributions of blame for pay inequality are strongest in the Bosnian regions where multilevel governance is the most pronounced, while the unitary governments of Albania, Bosnia's Republika Srpska, and Kosovo do not yield biased responsibility-assignment. Our results are consequential for multilevel governance.

PurposeThis paper presents M-PoP, a method to model large, complex, and dynamic business processes. These processes have sometimes resulted from alliances of organizations (i.e. joint ventures and mergers and acquisitions) and are referred to as Processes-of-Business Processes (PoP). Due to the difficulty of modeling these dynamic processes, alliances of organizations have often lost opportunities, competitiveness, and profitability, so requiring suitable modeling methods.Design/methodology/approachThe authors proposed M-PoP that can model PoP through three views in different abstraction levels and using well-known techniques in industry and academia, mainly those from Business Process Model and Notation (BPMN). For this, M-PoP presents three main steps: identification of PoP elements, modeling of PoP, and verification of PoP models. To evaluate M-PoP, we applied it in a real-world business process in the health domain.FindingsThe evaluation results point out the capability and viability of M-PoP to deal with dynamic business processes.Research limitations/implicationsM-PoP still needs to be applied in various real-world scenarios to gather evidence of its productivity, efficiency, and scalability.Practical implicationsThis novel method could change the way organizations model their business processes and, as a consequence, it could leverage strategic business opportunities.Originality/valueM-PoP is the first method that makes it possible to model large and complex business processes and, most importantly, dynamic processes.

The destruction of man in the Shoah or Holocaust did not mean that Levinas argues in favor of turning away from the socio-historical reality to cultivate his own little garden. The deepest truth of subjectivity can be found in an alterity that calls for a socio-political responsibility. The political implications are rooted in different layers of Levinas's thought. In his Talmudic comments, Levinas questions the reality of war as the truth of politics. But his explorations of subjectivity, ethical relationality and society allow to understand different political options such as contract theory (responsibility in the first person), liberation philosophy and human rights (responsibility in the second person) and the necessity of building a just society (ethics in the third person). Paradoxically, a just and equitable society ignores the uniqueness of the unique other. While organized responsibility is necessary, it introduces a new form of violence. In this article, we bring together the different layers in Levinas's political vision and we explore its limits.
