What makes bureaucracy work for the least advantaged? Across the world, countries have adopted policies for universal primary education. Yet, policy implementation is uneven and not well understood. Making Bureaucracy Work investigates when and how public agencies deliver primary education across rural India. Through a multi-level comparative analysis and more than two years of ethnographic field research, Mangla opens the 'black box' of Indian bureaucracy to demonstrate how differences in bureaucratic norms - informal rules that guide public officials and their everyday relations with citizens - generate divergent implementation patterns and outcomes. While some public agencies operate in a legalistic manner and promote compliance with policy rules, others engage in deliberation and encourage flexible problem-solving with local communities, thereby enhancing the quality of education services. This book reveals the complex ways bureaucratic norms interact with socioeconomic inequalities on the ground, illuminating the possibilities and obstacles for bureaucracy to promote inclusive development.

This book endeavours to outline case studies that promote sustainable Local Economic Development (LED) initiatives. It is generally believed that local governments are the foot soldiers of LED. However, this seems to be a myth, as local governments in South Africa and elsewhere have not yet fulfilled this mandate and have been struggling for several years to implement LED initiatives. The distinctive merit of this book lies in the way it combines the South African context with the wider international development context in ways that there is a flow of information and ideas both ways. The book is an essential part of this sequence of ideas development and action at a critical time for strategic action directed at a sustainable future. This book takes an interest in the collapse and formation of the state and is primarily concerned with exploring and comparing the emergence of Kosovo and South Sudan. It contends that both have emerged in the stateness problem experienced by Serbia and Sudan. It demonstrates that the collection of the following three variables has determined their emergence: The occurrence of violence in Serbia and Sudan; The external involvement in this circumstance; and The regional and global support for their emergence. "Counseling Practice During Phases of a Pandemic Virus was inspired by over 30 years' experience as a mental health and rehabilitation practitioner, counselor educator, clinical supervisor, and researcher. My specialty areas of interest are serving persons with chronic illnesses and disabilities, disaster mental health response, and traumatic stress. My work has guided me to provide mental health and rehabilitation services to active-duty service members, veterans, veterans with disabilities, and military families. I have worked in hospitals, a physician's office, nursing homes, outpatient clinics, and a variety of rehabilitation programs. My interest in disaster mental health response were accelerated in communities where I have lived and worked and have been at the epicenter of school shootings, workplace violence, hurricanes, floods, tornadoes, and earthquakes. Despite all these experiences I am a student all over again studying, practicing, and researching a new type of natural disaster- a pandemic virus. So now I am chasing plagues"--

This open access book provides a concise introduction to a critical development in memory studies. A global memory formation has emerged since the 1990s, in which memories of traumatic histories in different parts of the world, often articulated in the terms established by Holocaust memory, have become entangled, reconciled, contested, conflicted and negotiated across borders. As historical actors and events across time and space become connected in new ways, new grounds for contest and competition arise; claims to the past that appeared de-territorialized in the global memory formation become re-territorialized – deployed in the service of nationalist projects. This poses challenges to scholarship but also to practice: How can we ensure that shared or comparable memories of past injustice continue to be grounds for solidarity between different memory communities? In chapters focusing on Europe, East Asia and Africa, five scholars respond to these challenges from a range of disciplinary perspectives in the humanities.

To achieve this goal, the authors approach ""the material"" through four themes - glass, feathers, gold paints, and veils - in relation to specific individuals, material milieus, and interpretative communities. In examining these four types of materialities and object groups, which were attached to different sensory regimes and valorizations, this book charts how each underwent significant changes during this period."

"Rural America is economically, socially, culturally, geographically, and demographically diverse. This multidimensional diversity presents complex challenges and unique opportunities related to delivering health care and improving health outcomes and health equity in rural communities. To explore issues related to population health in rural America, the Roundtable on Population Health Improvement of the Board on Population Health and Public Health Practice of the National Academies of Sciences, Engineering, and Medicine convened a public virtual workshop, "Population Health in Rural America in 2020" on June 24-25, 2020. The workshop planning committee was composed of rural health experts representing public health, health care, and tribal health. Presentations and discussions focused on rural America in context, rural health vital signs, rural health care in action, assessment and implementation strategies for improving the health and health equity in rural populations, and rural health policy. This Proceedings of a Workshop summarizes the presentations and discussions from the workshop."

Reflecting on seven decades of the Iranian Kurdish movement, this book offers a comprehensive and critical analysis of the politicisation of national sentiments within Iran, and the connections the movement made and developed with Kurdish groups in Iraq. Looking at Kurdish-state relations through events taking place across remote, rural and urban areas in Kurdistan, Allan Hassaniyan analyses nationalist as well as non-nationalist aspects of Kurdish politics and history, reading the evolution of Kurdish nationalism through analysing crossborder Kurdish interaction. Paying particular attention to movement mobilisation and different aspects of the collective actions and insurgency deployed by actors, civil society organisations and the political parties of Iranian Kurds during different phases of the movement, Hassaniyan demonstrates how the ethnonationalist movement of the Iranian Kurds was a product of a discriminatory policy pursued by changing Iranian regimes toward non-Persian and non-Shiite communities in the country, particularly in the second half of the twentieth century.

In communities plagued by conflict along ethnic, racial, and religious lines, how does the representation of previously-marginalized groups in the police affect crime and security? Drawing on new evidence from policing in Iraq and Israel, Policing for Peace shows that an inclusive police force provides better services and reduces conflict, but not in the ways we might assume. Including members of marginalized groups in the police improves civilians' expectations of how the police and government will treat them, both now and in the future. These expectations are enhanced when officers are organized into mixed rather than homogeneous patrols. Iraqis indicate feeling most secure when policed by mixed officers, even more secure than they feel when policed by members of their own group. In Israel, increases in police officer diversity are associated with lower crime victimization for both Arab and Jewish citizens. In many cases, inclusive policing benefits all citizens, not just those from marginalized groups
