International audience ; Lorsque le 18 juillet 1936 un coup d'État militaire frappa la jeune République espagnole, les partis de gauche et les organisations syndicales et révolutionnaires du monde entier annoncèrent leur solidarité avec le gouvernement espagnol de Front populaire. En France surtout, des militants et individus, Français ou immigrés, prirent spontanément la décision de partir, suivant parfois leurs camarades d'atelier immigrés espagnols qui rejoignaient les milices. Tout d'abord relativement hésitant quant à la politique à tenir face à ce vaste mouvement de solidarité marqué par l'engagement combattant et volontaire de milliers d'étrangers, différents partis communistes prirent la décision, en accord avec la direction de la III e Internationale (Komintern), d'organiser eux-mêmes des contingents de volontaires et même de les fédérer dans des formations séparées dont ils assumeraient la direction. Les Brigades internationales naquirent ainsi début octobre 1936 à Albacete avec l'arrivée en Espagne des premiers gros convois de volontaires organisés par le Parti communiste français (PCF) et sous la direction du Komintern représenté par le délégué l'Internationale communiste, le député français André Marty. Les volontaires communistes français et immigrés de France forment le gros des premiers bataillons d'infanterie et batteries d'artillerie. Selon les statistiques officielles des Brigades internationales, parmi les 32 165 volontaires étrangers venus en Espagne, il y eut 8 950 Français 1. Le PCF et ses cadres présents en Espagne ont joué un rôle de premier plan dans l'organisation et l'encadrement des Brigades internationales jusqu'à leur retrait du front en octobre 1938. L'appareil communiste s'organisa immédiatement dans l'ensemble des services et des unités combattantes des Brigades internationales

The recent backlash of the peacebuilding operation in Bosnia-Herzegovina has been explained by the local elites' political immaturity, communist background and electoral strategies. This article argues that it can be explained by the erosion of the informal agreement between local parties and interveners. In return for the local elites' cooperation, the external authorities used to contain radical factions, and had installed a "benevolent autocracy" that spared the elected officials from assuming the political costs of taking decisions. The international wavering on the exit strategy put an end to this understanding which led to the reorganisation of local political strategies. Adapted from the source document.

Demographic change has differential impacts on the welfare of current and future generations. In a simple closed economy, aging -- a relative scarcity of young workers -- increases wages, increasing the welfare of the young. At the same time, population aging will reduce rates of return to capital, thereby reducing the welfare of asset holders who are usually older than the population average. In a global world with pension systems, however, these effects are less straightforward, since international capital flows dampen the factor price changes. Moreover, pay-as-you-go pension systems financed by payroll taxes create a wedge between net and gross wages, and their intergenerational redistribution has important additional effects on the welfare of generations. To quantify these effects, we develop a large-scale multi-country overlapping generations model with uninsurable labor productivity and mortality risk. Due to the predicted relative abundance of the factor capital, the rate of return falls between 2005 and 2050 by roughly 90 basis points. Our simulations indicate that capital flows from rapidly ageing regions to the rest of the world will initially be substantial, but that trends are reversed when households de-cumulate savings. In terms of welfare, our model suggests that young individuals with little assets and currently low labor productivity indeed gain from higher wages associated with population aging. Older, asset-rich households tend to loose because of the predicted decline in real returns to capital.
