This study examined Internally Generated Revenue (IGR) in Ibarapa East Local Government of Oyo State with a view to looking at the problems being encountered while generating these revenues. This study was necessitated by the need to ensure improved revenue generation at the third tier of government in Nigeria. In the course of carrying out the study, data were collected primarily through questionnaires and oral interview. Respondents were drawn across the seven departments of the local government, thus 50 respondents were employed representing 10.86 percent of the 460 staff strength of the local government. The questionnaires were administered using stratified random sampling technique and later analyzed by the use of simple techniques such as frequency distribution and percentage. The study revealed that the collections of the paltry revenues were not but bedeviled by myriad of difficulties which made people at the grassroots not to see the dividends of democracy. The study concluded that local government should intensify her efforts on increased revenue generation in order to withstand the challenges posed by global economic meltdown and ensure that the little hard earned resources are prudently spent so that the tax payers feel the impact of the taxes paid and this will also encourage them to pay all necessary taxes and rates as at when due.

Over 10 to 15 years, an organizational fragmentation of Scandinavian local government has come about by the introduction of neighbourhood councils, user-governed public service institutions, contracting out of services and experimental, particularized state grants to the localities. Consequently, users come into focus, territorial democracy is challenged, and new forms of inter-governmental relations abound. This calls for alternatives to the traditional analysis of local government with less emphasis on formal organizational analysis and more on governance and inter-organizational links. There are indications that contrary to aspirations, the influence of professionals is not reduced by the changes and consequently increased user influence is not given, but there is a need for more analysis along the lines suggested. Local government electoral system reforms have been implemented in many countries across Europe during the past two decades. These reforms have, by and large, shifted power from the local councils to the mayors, primarily through adoption of a system of direct election of mayors. The reforms are promoted with the aim of making decision-makers more accountable, and improving the effectiveness of policymaking. Governance by directly elected mayors differs from that of their predecessors, with greater power and increased interaction with a variety of other actors. Although there has been a good deal of research on the effect of a shift to direct elections on mayors, surprisingly little attention has been paid to the impact of this kind of reform on local councils. While these reforms are relatively new in Europe, Israel enacted similar reforms more than three decades ago. This research examines the effect of the adoption of direct election of mayors in Israel and the way in which it affected voting behaviour and the roles of local councils. The research shows that the move to directly elected mayors led to greater political fragmentation by reducing the incentive to vote for the larger national parties, which virtually disappeared from local councils. The consequences of this type of reform in Israel raise important considerations in terms of local decision-making, governance and pluralism for similar local government reforms in other countries. When it comes to identifying and accessing government information sources, publications from local government offices and departments can be one of the toughest areas out there. Local or municipal governments are typically categorized based on the category of government subdivision they fit, such as counties, cities, towns, or districts, but they are more frequently requested and accessed based on the surrounding geography. Some functions can be carried out in partnership with other government entities, as when a water or parks district works in concert with a county government; or when agencies at the regional level work directly under the mandate of a state or provincial government.
