This qualitative study examined the Self-efficacy perceptions of preservice economics teachers regarding teaching with graphs. Understanding graphs have a major role in future teaching practices however learners find it challenging understanding economics graphs. Using a structured interview of 55 pre-service secondary school teachers, economics self-efficacy items by Bandura self-efficacy framework was used to analyze the data. The study found that student teachers are not confident to teach using graphs but have positive attitude to learn how to plot and interpret graphs. The teaching practices of high school teachers were found to have influenced the low-self-efficacy of most of the participants though they look forward to teaching using graphs. Most participants agreed that plotting, understanding, and interpreting data from graphs as well as presenting information graphically are key skills that all economics teachers and students should master. The research concludes that both high school economics teachers and preservice teachers should be equipped with the necessary skills to understand graph presentation because they both grapple with interpreting and plotting graphs. The research contributes to improving the way graphs are taught because economics teachers must be comfortable with graph presentations. Higher education institutions should increase their effectiveness when teaching introductory economics courses by finding creative ways to help students understand graphical representations of economics content. It is recommended that Teacher Education programs should emphasize the importance of graphs in the teaching of economics and empower student teachers with the necessary skills.

Over the past two decades, cybercrime and cybercriminals have had a great impact on the safety, security and protection of the public sector's confidential data and information assets. The increased usage of the internet and new, advanced 4IR technologies, and the digitisation of government's public sector goods and services have become a growing concern to the government and its public sector institutions. In the South African context, as a developing country, it unfortunately lags behind advanced and developed nations in terms of fully counteracting cybercrime and cybercriminal operations. Despite this challenge, the South African government has been making tremendous efforts in combatting cybercrime. The aim of this article is to contextualise the study and practice of cyber threat intelligence at the national sphere of government in the South African public sector, namely, the former Department of Energy (DoE), former Department of Science and Technology (DST) and the former Department of Environmental Affairs (DEA) a qualitative research approach was followed using a case study approach. Primary data was collected through semi-structured interviews with senior departmental management. The findings are presented according to the Threat Intelligence Lifecycle analysis which serves as an analytical framework. The study concludes that in order to achieve effective cybersecurity practices and principles in the public sector , the government must identify the top trends commonly associated with cybersecurity to be able to develop and implement counteractive strategies and approaches, as well as to improve security systems and programs to ensure that an organisation is sufficiently prepared for and protected against cybercriminals and cyberattacks.

Background:Elected members of the US Congress rely on staff, including fellows with scientific and engineering expertise, to find and interpret information for use in policymaking. Factors that impede, or facilitate, the communication of scientific information within the institution thus can play a critical role in legislative capacity, but there is a limited understanding of these dynamics in the hyper-partisan body.
Aims and objectives:This study presents and tests a four-dimensional model describing how the obstacles to science communication in Congress change depending on whether information is sought for use in support of established policy positions ('strategic use') or to inform decision making ('substantive use').
Methods:Data were collected between November 2017 and February 2019 through interviews with 58 congressional staff members in personal offices assigned to energy, natural resources, and science issue portfolios, and through surveys with 68 science and engineering fellows who completed their year in Congress between 2015 and 2019.
Findings:Placing scientists and engineers in Congress as fellows augments staffing and institutional expertise. Yet we find that both staff and fellows experience communication-related impediments in using scientific information. Staff report more challenges in using science to substantively make policy decisions, due not only to lack of time, but also factors such as contacts, access, and information presentation. Fellows report fewer barriers and use science for policy in largely identical ways to staff.
Discussion and conclusion:These findings support the proposed model and highlight the importance of staff scientific fluency and the decision-making context for science communication in Congress.

AbstractIntense debate surrounds the effects of trade on voting, yet less attention has been paid to how fluctuations in the real exchange rate may influence elections. A moderately overvalued currency enhances consumers' purchasing power, yet extreme overvaluation threatens exports and economic growth. We therefore expect exchange rates to have a conditional effect on elections: when a currency is undervalued, voters will punish incumbents for further depreciations; yet when it is highly overvalued, they may reward incumbents for depreciation. We empirically explore our argument in three steps. First, we examine up to 412 elections in up to 59 democratic countries and show that voters generally punish depreciation in the real exchange rate when the currency is undervalued. We also find that at extremely high levels of currency overvaluation, voters sometimes reward incumbents for depreciation. A currency peg, especially in the eurozone, appears to insulate incumbents from these effects. In a second step, we explore the microfoundations of the election results through survey experiments in three advanced industrialized and two emerging market nations with different monetary and exchange rate policies and institutions. Respondents in countries with undervalued to mildly overvalued currencies disapprove of currency depreciations, whereas those facing a very highly overvalued currency favor depreciation. Third, we examine the mechanism of political competition in exchange rate policymaking and demonstrate that sustained undervaluation is rare in countries with strong political competition. Democratic governments have electoral incentives to avoid using undervalued currencies as a means of shielding workers from import competition.

Crown governments, the conservation sector, academics, and some Indigenous governments, communities, and organizations are framing Indigenous Protected and Conserved Areas (IPCAs)—a newly recognized form of Indigenous-led conservation in Canada—as advancing reconciliation with Indigenous Peoples. Yet it is often unclear what is being, or could be, reconciled through IPCAs. While highly diverse, IPCAs are advanced by Indigenous Nations, governments, and communities who protect them, with or without partners, according to their Indigenous knowledge, legal, and governance systems. IPCAs may be expressions of "generative refusal," visions of Indigenous futures, and commitments to uphold responsibilities to the lands, waters, and past and future generations. IPCAs refuse settler colonial ontologies including the expectation of ongoing white settler privilege, which relies on the continued appropriation of lands and resources. By examining the practical, relational, and systemic challenges Indigenous Nations advancing IPCAs encounter, we discuss opportunities for Crown governments and the conservation sector to cultivate decolonial responses. Indigenous Nations advancing IPCAs may face challenges with resource extraction, laws and legislation, financing, relationships and capacity, and jurisdiction and governance. We contend that IPCAs could be pathways of reconciliation if Crown governments and the conservation sector support IPCAs in ways consistent with the recommendations of Indigenous leaders. This requires dismantling the roadblocks arising from settler ontologies and institutions that impede IPCA establishment and ongoing stewardship. Thus, not only could Indigenous futures be advanced, we might also cultivate decolonial futures in which all peoples and species can thrive.

The long-standing discussion of the politics-administration dichotomy is as relevant in contemporary public administration as at any time in the past. The significant changing context and persistence of the discussion on the practice of the politics-administration dichotomy calls for addressing what Overeem observes as the need to better describe the highly complex relations between politicians and administrators. Two implicit assumptions drive the continued relevance of the discussion of political-administrative interactions. First, the discussion matters because the actors in question fulfill various public leadership roles. Second, the political-administrative dialogue matters to questions of constitutionalism, values of representative government, and facilitating institutions of democracy. In this article, we offer a model of public managers' engagement in the "how" with a framework that explicitly outlines the range of relationships. We draw on empirical research to outline the current reality of at least five significant types of actors, often working collaboratively in multilateral relationships. The first section of the article discusses the genesis and implications of the politics-administration dichotomy. It then proceeds to establish its persistence over time, followed by an explanation of the logic of our approach. Next, the discussion shifts to the analytic advantage of a continuum model across five categories of actors within the governance process, each possessing the potential for public leadership, showing how this model illustrates paths for addressing the problem we have identified. Finally, we discuss the implications of our proposed model for future research design and practice.

For the last 20 years, Putnam's conceptualisations of bonding and bridging social capital have become a common reference for policies and programmes that seek to promote integration in and through sports. However, few researchers have looked beyond face-to-face interactions to how sports may develop migrants' relations to formal associations, institutions, and agencies in civil society. In this article, we aim to explore how young refugees accumulate diverse forms of social capital through participation in sports clubs and informal sports. Drawing on Lewandowski's conceptualisations of horizontal and vertical social capital, we analyse 10 young refugees' experiences with sports participation in Norway. The results show that informants found it challenging to participate in sports clubs due to conflicting views on how to 'do sports' as well as processes of 'othering'. As a result, their opportunities for accumulating vertical social capital (social connections and resources across vertical power differentials) were limited and only identified for the most highly skilled informants. Consequently, the informants dropped out of sports clubs and instead joined informal sports to experience a sense of community and belonging with peers similar to themselves. By doing so, the informants were able to accumulate horizontal social capital (resources within a specific socioeconomic or cultural stratum) as well as negotiating specific types of vertical social capital. Overall, our findings illustrate some of the challenges and limitations of Norwegian sports policy and clubs in facilitating social capital and, thus, social mobility for young refugees.

Abstract
A search of the Irish State Administration Database (ISAD, www.isad.ie), which records the origins, life cycle, policy domain and functions of all central public organisations since the foundation of the Irish state over a century ago, reveals that, following the formative and turbulent year of 1922, the Office of the Comptroller and Auditor General was the first new agency formally established in 1923. The primacy given to what we might now refer to as a supreme audit institution (SAI) for the public sector reflects the importance of financial control to the effective functioning and legitimacy of the executive organs of the nascent state. In this paper we analyse the changing range and scope of functions undertaken by the Comptroller and Auditor General in its first century. We examine first the sustained growth in the number and type of public bodies subject to Comptroller and Auditor General scrutiny. Second, we look at the broadening in scope of audit functions beyond the traditional concerns of regularity, ensuring the money was spent for the purposes for which it was given (financial and compliance audit), to encompass wider values such as efficiency, economy and effectiveness and even performance, more broadly conceived. Finally, as well as the instrumental perspective on the role of the Comptroller and Auditor General's Office, we reflect on the key relationships and cultural and symbolic dimensions of the Office's work across time. From this analysis we draw some conclusions about the nature of financial control in the contemporary state, as compared with the early Irish state.

Using a critical legal geography approach that incorporates theories of law, space, and power, this paper explores how the public health surveillance of dengue fever is utilised by the state in an ongoing 'war against the mosquito' in Singapore. Here, the state deploys biopower as a form of spatio-legal 'lawscaping' – consisting of and implicating a host of actors, institutions, and objects – in order to seek and eradicate sources of stagnant water (and the mosquitoes that breed in them) in spaces across the city. The paper demonstrates how, in combating dengue fever this way, the public health surveillance and regulation of dengue fever in Singapore informs four distinct yet interconnected forms of spatio-legal materiality and normativity: a) the inspection of space; b) the invisibilisation of death; c) the implementation of self-regulatory objects; and d) the illegality of uncleanliness. Therefore, in tracing the public health surveillance of dengue fever as it relates to the biopolitical regulation of stagnant water, this paper is also able to evince how the state uses spatio-legal means to govern a range of sites as well as a host of human and non-human bodies, and in doing so reveal how state biopower can be exerted across different species. At the same time, these acts of biopolitical lawscaping serve to flatten different typologies of urban space – be they public, private, or even transient (or under construction). In its desire to eradicate mosquito breeding grounds, the state reduces urban space to that which is clean and unclean – even if unwittingly.

Abstract
The rapid adoption of glyphosate-resistant crops at the end of the 20th century caused a simplification of weed management that relied heavily on glyphosate for weed control. However, the effectiveness of glyphosate has diminished. A greater understanding of trends related to glyphosate use will shed new light on weed adaptation to a product that transformed global agriculture. Objectives were to (1) quantify the change in weed control efficacy from postemergence (POST) glyphosate use on troublesome weeds in corn and soybean and (2) determine the extent to which glyphosate preceded by a preemergence (PRE) improved the efficacy and consistency of weed control compared to glyphosate alone. Herbicide evaluation trials from 24 institutions across the United States of America and Canada from 1996 to 2021 were compiled into a single database. Two subsets were created; one with glyphosate applied POST, and the other with a PRE herbicide followed by glyphosate applied POST. Within each subset, mean and variance of control ratings for seven problem weed species were regressed over time for nine US states and one Canadian province. Mean control with POST glyphosate alone decreased over time while variability in control increased. Glyphosate preceded by a labeled PRE herbicide showed little change in mean control or variability in control over time. These results illustrate the rapid adaptation of agronomically important weed species to the paradigm-shifting product glyphosate. Including more diversity in weed management systems is essential to slowing weed adaptation and prolonging the usefulness of existing and future technologies.

Universities are an integral part of the communities in which they are located and linked by the practices of implementing various activities. Medical universities, whose mission is to contribute to public health, have especially tight connections with society. This paper discusses the specifics and perspectives of the third mission of the medical university in peacetime and during war using a specially designed survey.
It was determined that the social image of the medical university is provided by various socially oriented policies, primarily by providing medical aid to the population and conducting educational activities. The medical university is also a place for the continuous professional development of doctors and provides expert evaluation at the request of local authorities. Such a system of interaction has been established for years, and the process of collecting actual requests from the community needs to be adjusted and improved. Prospects for cooperation between the medical university and the community include the need to provide aid to the population that suffered as a result of russia's armed aggression. Therefore, medical educational institutions, providing their main activity, will most likely become important centers for the rehabilitation of the wounded and providing them with psychological help. Thus, although the medical university has a lot of experience in cooperation with the community, this process could be improved by establishing a more constructive cooperation with society through the use of mechanisms developed and based on the appropriate regulatory framework that should meet the challenges of the time.

Throughout human civilization's history, it has been known that the dynamics and movements of an organization to some extent depend on humans as the implementers in carrying out organizational activities. When examined in general, the success of an organization or a company in achieving its goals depends on the components within the organization itself, such as leadership, employees, programs, objectives, facilities, and infrastructure available. Performance is crucial in a company because it is closely related to the activities carried out by employees. Mangkunegara (2010) defines employee performance as the quality and quantity of work an employee achieves in carrying out their tasks by their responsibilities. Competence is a fundamental characteristic of an individual that influences how they think and act, make generalizations about all situations they encounter, and endure within a person for a considerable period (Ruky, 2006). Leadership style has a strong positive influence on performance. In an institution, organizational behavior factors also directly or indirectly affect performance. This study focuses on all SMEs (Small and Medium-sized Enterprises) near Badung Regency, using random sampling for testing variables with Smart PLS 4.0. From the research results, it can be concluded that leadership style does not have a significant influence on employee performance, competence has a significant positive relationship with employee performance. Job satisfaction does not have a significant influence on employee performance. Leadership style does not have an indirect influence on employee performance. Competence does not have an indirect influence on employee performance through job satisfaction.

Accountants, auditors, and other finance professionals have traditionally been well respected and held in high regard by the public. They are regarded as financial reporting overseers because they are responsible for ensuring that organisations follow relevant regulations and financial laws. Globally, accounting and finance professions have been tarnished by scandals involving intentional manipulation of financial information. The professional ethics of finance professionals are under scrutiny by the concerned public at large. This study is informed by the repercussions of these scandals and how they have influenced the public view of the profession. The quantitative approach was adopted, using systematic sampling. 165 accounting and finance professionals at government, corporate institutions and audit firms were considered. An anonymous online questionnaire was the instrument used for the collection of data. Majority of accountants and finance professionals agree are in consensus that they perceive themselves to have a strong knowledge of ethics. Further, also perceive their fellow accounting and finance professionals to be ethically responsible. Additionally, being a member of professional accounting body influences the ethical behaviour and professional conduct of accounting and finance professionals. Worth noting, considerable accountants and finance professionals face a substantial amount of pressure to compromise on ethics The study adds to the debate on the perception of accountants and finance professionals from their perspective. Further, ascertain the role that professional bodies play to nurture professionals be to inclined to ethical behavior so as to maintain positive perception about them and the profession.

In education, exams are used to asses students' acquired knowledge; however, the manual assessment of exams consumes a lot of teachers' time and effort. In addition, educational institutions recently leaned toward distance education and e-learning due the Coronavirus pandemic. Thus, they needed to conduct exams electronically, which requires an automated assessment system. Although it is easy to develop an automated assessment system for objective questions. However, subjective questions require answers comprised of free text and are harder to automatically assess since grading them needs to semantically compare the students' answers with the correct ones. In this paper, we present an automatic short answer grading method by measuring the semantic similarity between the students answer and the correct answer. A semantic network was built to represent the relationship between the words of the two texts to calculate semantic similarity. Representing a text as a semantic network is the best knowledge representation that comes closest to human comprehension of the text, where the semantic network reflects the sentence's semantic, syntactical, and structural knowledge. Several features were extracted from the semantic network and used as input to train the support vector machine (SVM) model to predict the degree of the targeted semantic similarity. The proposed method was tested on the Mohler dataset that is publicly available online. The obtained results were evaluated and reported in terms of Pearson correlation and root mean squared error (RMSE) where it achieved 0.63 and 0.83 respectively. The proposed method outperformed all previous methods on the used dataset.

Abstract
How is authority legitimated when global policy leads to the delegation of implementation and monitoring tasks to private actors? This paper shows that putting private actors at the forefront of compliance gives them significant interpretation autonomy, with knock-on effects for how rule-making authority is legitimated. I show that actors can mobilize to claim expertise based on their practice in, and input to, transnational administration and that professional associations are important arenas for establishing and legitimating these claims. The paper explores these dynamics through an empirical focus on the global anti-money laundering regime. Revolving around the Financial Action Task Force, the regime to tackle illicit finance has been a highly political process with a global reach. Yet it relies heavily on financial institutions to put systems in place that control the flow of money. This puts private compliance officers at the forefront of transnational administration. The paper shows that compliance officers have responded to the demands of this role by professionally organizing. Focusing on the largest professional association, the Association of Certified Anti-Money Laundering Specialists or ACAMS, a US-based association with a global program and membership, the paper explains that professionalization mechanisms have helped demarcate practice boundaries and support the expertise claims of private sector employees. By becoming the experts, these officers can claim pragmatic authority over what global policy rules and standards mean and how they can be implemented.
