El siguiente artículo tiene como objetivo reflexionar sobre el punto de en-cuentro de dos discusiones teóricas en torno a la dicotomía entre sociedad civil y Estado. Hay una importante discusión según la cual, en la actuali-dad, estamos frente a un "resurgimiento de la sociedad civil", caracteriza-do por la reafirmación de los valores del autogobierno, la expansión de la subjetividad, del comunitarismo y de las organizaciones autónomas de los intereses y los modos de vida. El artículo se elabora mediante una búsque-da y un uso de teorías que permitieron una discusión teórica sobre el tema y los conceptos desarrollados. De lo anterior se obtiene que el discurso solidario, hoy, crea tendencias en la economía, la política y la filosofía. Estas tendencias ya no son simples discursos al margen, sino que se mues-tran como dominantes y van más allá de las sencillas relaciones humanas, buscando la conservación del medio ambiente y la creación de unos lazos de armonía con otros seres vivos que habitan con nosotros este planeta. La solidaridad, hoy más que nunca, se torna importante y es fundamental abordarla, estudiar-la, darle al discurso que la contiene toda la difusión necesaria, a través de las tendencias económicas, políticas y filosóficas; pero, más importante aún que su difusión en este tiem-po, es realmente esencial entender los motivos por los cuales actualmente la solidaridad tiene tanta trascendencia. Por ende, la discusión se da en torno a la preocupación de que actualmente existe una sociedad en búsqueda de encerrarse en su esfera privada para no ser molestados; el problema que surge de ahí, y por el cual los griegos no sufrían, es cómo hacer posible que ese Estado adquiera legitimidad y no se atomice, no se desarticule. ; The following article aims to reflect on the meeting point of two theoretical discussions on the dichotomy between civil society and the State. There is an important discussion according to which, at present, we are facing a "resurgence of civil society," characterized by the reaffirmation of the values of self-government, the expansion of subjectivity, com-munitarianism and autonomous organizations of interests and ways of life. The article is written by means of a search and use of theories that allowed a theoretical discussion on the topic and the developed concepts. It follows from what was previously stated that, to-day, solidarity discourse creates trends in economics, politics, and philosophy. These ten-dencies are no longer simple isolated discourses but seem to be dominant and go beyond simple human relationships, seeking the preservation of the environment and the creation of bonds of harmony with other living beings that live with us on this planet. Solidarity, today more than ever, becomes important and it is fundamental to approach it, to study it, to give to the speech that contains it all the necessary diffusion, through the economic, political and philosophical tendencies; but, even more important than its diffusion in this time, it is really essential to understand the reasons why nowadays solidarity has so much transcendence. Therefore, the discussion revolves around the concern that today there is a society seeking to lock itself into its private sphere so as not to be disturbed. У статті проаналізовано поняття ТНК та надано його визначення, зроблений висновок, що найбільш вдалим та доречним є визначення, яке надає конференція з торгівлі та розвитку. Названі головна мета, ознаки та головні причини активного розвитку транснаціональних корпорацій. Доведений всеосяжний вплив ТНК на національні економіки завдяки наведеним даним журналу Fоrtиnе та проаналізованій сфери діяльності світових транснаціональних корпорацій в світі. Наданий перелік найбілших світових ТНК та сфери їх спеціалізації. Зазначено, що діяльність ТНК зусереджена в основному у сферах виробництва та послуг. Виявлено, що для України найбільш привабливими галузями для ТНК є професійна та науково-технічна діяльність, фінансова, страхова та торговельна сфери й переробна промисловість. Проаналізована географічна специфіка діяльності ТНК на території України та виявлено, що найбільший приток прямих іноземних інвестицій в економіку України йде з країн Європи. Досліджені позитивні та негативні моменти діяльності ТНК на території України та зроблений висновок, що українському уряду необхідно зосередитись на політиці, яка б була спрямована на використання усіх позитивних можливостей від діяльності ТНК, а також на нейтралізацію негативних наслідків їх діяльності. ; The paper analyzes the concept of «multinational corporation» and its determination. It has been concluded that the most successful and appropriate determination is given conference on trade and development. A primary objective, signs and main reasons of active development of multinational corporations is adopted. It has been proven that multinational corporations have all-embracing influence to the national economies due to data over of Fоrtunе magazine. The spheres of activity of multinational corporations in the world have been analyzed. The list of the most world multinational corporations and sphere of their specialization has been given. It is marked that еру activity of multinational corporations focus to the spheres of production and services. It is educed that for Ukraine the most attractive industries for multinational corporations are professional and scientific and technical activity, financial, insurance and trade spheresand processing industry. The geographical specific of activity of multinational corporations on the territory of Ukraine has been analyzed and it has been educed that the most investment inflow of direct foreign investments to Ukraine`s economy goes from Europe. It has been determined that the multinational corporations' activity has the positive and negative moments at the territories of Ukraine. It has been concluded that Ukrainian government have to concentrate at the politics which would be sent to the use of all positive possibilities from multinational corporations' activities and also neutralization of negative consequences of their activity. ; В статье проанализированы понятия ТНК и даны его определения, сделан вывод, что наиболее удачным и уместным является определение, которое предоставляет конференция по торговле и развитию. Названы главная цель, признаки и основные причины активного развития транснациональных корпораций. Доказано всеобъемлющее влияние ТНК на национальные экономики благодаря приведенным данным журнала Fоrtиnе и проанализированной сферы деятельности мировых транснациональных корпораций в мире. Предоставлен перечень саміх больших мировых ТНК и сферы их специализации. Отмечено, что деятельность ТНК сосредоточена в основном в сферах производства и услуг. Выявлено, что для Украины наиболее привлекательными отраслями для ТНК есть профессиональная и научно-техническая деятельность, финансовая, страховая и торговая сферы и перерабатывающая промышленность. Проанализирована географическая специфика деятельности ТНК на территории Украины и выявлено, что наибольший приток прямых иностранных инвестиций в экономику Украины идет из стран Европы. Исследованы положительные и отрицательные моменты деятельности ТНК на территории Украины и сделан вывод, что украинскому правительству необходимо сосредоточиться на политике, которая была направлена на использование всех позитивных возможностей от деятельности ТНК, а также на нейтрализацию негативных последствий их деятельности.

Гиокаса к пониманию философско-правовых и политических идей В.С. Соловьева заключается в исследовании связи этих идей с представлениями, развивающимися в традициях православной патристики и иконографии. Важным положением рецензируемой книги является тезис о возможности рассмотрения теоретических основ концепции прав человека в контексте христианского учения о человеческом достоинстве. Эту возможность А. Гиокас обосновывает через философскую концепцию Богочеловечества, развитую В.С. Соловьевым. Другим существенным аспектом исследования А. Гиокаса является стремление предложить междисциплинарный подход, который бы интегрировал в себя религиозную, позитивно-научную и метафизическую перспективы правовой действительности. А. Гиокас доказывает важность такого подхода на современных примерах и подчеркивает значимость критики В.С. Соловьевым отвлеченных начал и сформулированной русским мыслителем необходимости целостного знания, а также отражающей эту целостность его концепции всеединства. Рецензируемая монография не является очередным комментарием идей В.С. Соловьева; своей задачей автор видит включение этих идей в более широкую перспективу конституционных, теологических и антропологических вопросов, которые на протяжении веков обсуждались в рамках православной теологической и философской традиций. ; The review was prepared within the framework of the Academic Fund Program at the National Research University Higher School of Economics (HSE) in 2016-2017 (grant No 16-01-0119) and supported within the framework of a subsidy granted to the HSE by the Government of the Russian Federation for the implementation of the Global Competitiveness Program. The book by the Canadian researcher Athanase Giocas is devoted to the intellectual heritage of Vladimir S. Soloviev and the pertinence of this heritage for the contemporary philosophical discussions about the law. The review underscores the originality of Giocas' approach to the philosophical ideas of Soloviev on the law and politics, and especially the examination of these ideas in the light of the traditions of the Orthodox patristic and iconography. This book is evaluated as to its relevance in the trove of the previous research works about Soloviev and his conceptions both in the Russian and Western scholarship. One of the important theses of this book is the examination of the theoretical foundations of the conception of human rights in the context of the Christian dogma of human dignity. Giocas justifies these foundations in the aspect of the philosophical conception of God-Humanity elaborated by Soloviev. Another important inspiration of the reviewed book is the project of an inter-disciplinary approach that would integrate religious, scientific and metaphysical perspectives of the legal reality. The author affirms the possibility of such an approach basing on the examples taken from our days and points out at the relevance of Soloviev's critic against the abstract principles. As well, Giocas argues about the potential of Soloviev's insights about an integral knowledge and about his conception of the all-inclusiveness that reflects the integrality of human knowledge. As one of the remarkable qualities of the reviewed book can be mentioned the fact that this monograph is not simply one more commentary on Soloviev's ideas. The author formulates a more comprehensive task of intertwining these ideas into a broader perspective of the constitutional, theological and anthropological questions that since the ages have been discussed in the Orthodox theology and philosophy.
Tuloa kaikille? Tutkimus perustulon politiikasta Viimevuosien aikana ehdotus perustulosta on saanut osakseen lisääntyvää huomiota niin poliittisissa kuin akateemisissa piireissä. Idea siitä, että jokaiselle kansalaiselle myönnettäisiin henkilökohtainen vastikkeeton tulo, on herättänyt vakavaa keskustelua yhteiskunnallisissa liikkeissä, eturyhmissä, työmarkkinajärjestöissä, puolueissa ja tutkijoiden keskuudessa. Idea on saanut kannatusta jopa joidenkin Euroopan maiden hallituksilta, mukaan lukien Suomen hallituksen ehdotus testata perustuloa ensimmäisenä kansallisella tasolla. Samalla kun perustulo on hiljalleen saavuttamassa hyväksyttyä asemaa poliittisissa piireissä, myös akateeminen kiinnostus perustulon politiikkaa kohtaan on kasvanut. Tutkijat ovat keskustelleet perustulon etiikasta, taloudellisista ja sosiaalisista vaikutuksista jo useita vuosia, mutta vasta nyt on herätty niihin vaikeisiin poliittisiin kysymyksiin jotka liittyvät perustulon ideaan ja sen toteuttamiseen. Jurgen De Wispelaere tutkii väitöskirjassaan perustulon politiikkaa. Hänen mukaansa niin tutkijat kuin perustuloaktivistit usein puhuvat perustulosta ikään kuin se olisi yksi yhtenäinen idea. Todellisuudessa perustulon politiikka muodostuu useista erilaisista ehdotuksista. Perustuloon liittyvät odotukset ja ennen muuta politiikkaratkaisut voivat erota radikaalistikin toisistaan, ja tällä on merkittävä vaikutus perustulon kannatusperustaan, perustuloa kannattavien liittoumien muodostumiseen ja liittoutumien poliittisiin strategioihin. De Wispelaere paljastaa miten vasemmistolaisten ja oikeistolaisten perustulon versioiden välinen kilpailu tuottaa erilaisia ratkaisuja ja seurausvaikutuksia. Tutkimuksen mukaan perustulon kannattajat ja tutkijat ovat väärillä raiteilla sivuuttaessaan hallinnon tärkeän roolin perustulosta käytävässä keskustelussa. ; In the last five years the basic income proposal has become more prominent in social policy and research circles. The idea to grant each citizen an individual and unconditional grant is being seriously discussed in social movements, advocacy groups, trade unions and employer organisations, political parties and academic researchers. The idea has even gained traction amongst various governments in Europe, including of course the Finnish government's proposal to conduct the first national basic income pilot study. With basic income slowly gaining legitimate standing in policy and political circles, academic interest in the political analysis of basic income too is growing. Scholars have been discussing the ethics and economics of basic income for many years, but are only recently waking up to the difficult political questions that surround the basic income idea. In his doctoral dissertation, Jurgen De Wispelaere examines the politics of universal basic income. He observes that scholars as well as activists typically talk about basic income as if it constitutes a single idea. In reality, however, basic income policy is made up of different proposals. Practical basic income policies may differ quite radically from one another, and this will have a major impact on the political strategies for building allegiances and coalitions in support of basic income. De Wispelaere shows how competition between left- and right-wing versions of basic income will produce different practical effects. The dissertation argues that political differences between basic income models are most visible when we consider the practical implementation of basic income. Political coalitions can compromise on the general basic income idea, but once the proposal needs to be implemented political differences will reemerge in the practical details. De Wispelaere argues that examining the link between basic income and administration may hold the key to understanding the political battle between different basic income models and their political allies. Basic income advocates and scholars are wrong to ignore the importance of administration in the basic income debate.

Este trabajo analiza la Iglesia católica española (ICE) como un grupo de interés que persigue mantener y/o aumentar su influencia política mediante la adopción de decisiones racionalmente calculadas que afectan a su statu quo y a sus objetivos declarados. El perfil político de las iglesias puede, sin embargo, ser bajo o alto. El segundo se plasma generalmente en estrategias de adversario político, como la escogida por la ICE para oponerse a dos reformas políticas del gobierno socialista de Zapatero: la del matrimonio para personas del mismo sexo y la de ampliación del aborto. Mientras que otras iglesias católicas en distintos países europeos se han abstenido de ejercer un protagonismo político similar, la ICE se ha implicado con gran intensidad en esta lucha política a través del desarrollo de campañas y la movilización social. Las teorías de la oferta del mercado religioso (basadas en la rational choice), que ponen el énfasis en la importancia de los distintos tipos de iglesia y de liderazgo religioso existentes en diversos países, pueden explicar el activismo político de inspiración religiosa en España. La ICE no solo cuenta con importantísimos recursos de todo tipo, sino que, además, opera en un mercado religioso cuasi monopolista que facilita su discurso como «la institución que representa a la gran mayoría de los españoles». Por otro lado, la aprobación de «políticas altamente sensibles» de contenido ético ha coaligado a determinados sectores sociales y partidos políticos opuestos a las mismas. Para defender los objetivos pro familia y pro vida, la ICE ha escogido una estrategia conflictiva que abarca desde la presión política y el lobby, la organización de conferencias de prensa y la publicación de comunicados, hasta el apoyo (y, en ocasiones, promoción directa) a manifestaciones organizadas primordialmente por grupos sociales de inspiración cristiana y, subsidiariamente, por partidos políticos de corte conservador ; This article analyzes the Spanish Catholic church (SCC) as an interest group which pursues to maintain and/or enhance its political influence through the adoption of rationally- calculated decisions that will impinge upon its status quo and objectives. However churches can exhibit a high or a low political profile, the former generally adopting the shape of a political adversary strategy. This role has been chosen by the SCC in order to oppose two political reforms advocated by the Socialist government of Zapatero: same-sex marriage and the liberalization of abortion. Unlike other Catholic churches in different European countries which have refrained themselves from entering politics, the SCC has decisively involved itself in this political fight by means of campaigns and social mobilization against these reforms. Supply-based and rational choice theories, which emphasize the importance of different types of existing church and religious leadership in various countries account for this religiously-inspired political activism in Spain: the SCC not only counts on important resources but it also operates in a quasi-monopolist religious market that paves the way for its discourse as «the institution which represents the great majority of Spaniards». Further, the passing of these «highly sensitive policies» has united certain social sectors and political parties which do not approve them. In the quest to defend pro-family and pro-life objectives, the SCC has opted for a conflictive strategy which goes from political pressure and lobbying, press conferences and the publication of documents, to the support (and direct promotion at times) of demonstrations, primarily organized by Christian social groups and, less visibly, conservative political parties
Die zentralen Fragestellungen der Studie betreffen das Entstehen, die Durchsetzung und Rezeption der Minimal art, die sich in den 1960er Jahren als eine der wichtigsten "neuen Kunstströmungen" etablierte. Der Fokus liegt dabei auf der Vermittlungsarbeit von Personen und Institutionen im US-amerikanischen Kunstbetrieb, die die neue Kunst in einer Art "konzertierten Aktion" zum Erfolg führten. Damit wurde der Weg in eine internationale Karriere geebnet wie das Beispiel Westdeutschland zeigt, wo die Minimal art frühzeitig positiv aufgenommen wurde. Methodisch ist die Studie als Diskursanalyse, Ausstellungs- und Rezeptionsgeschichte angelegt. Dabei wird gezeigt, wie sich die neue Strömung in der zeitgenössischen amerikanischen Kunst und innerhalb tradierter Diskursstrategien positionierte, und wie die Interessen von Ausstellungsinstitutionen, Kritikern und Künstlern ihre weitere Rezeption formten und förderten. Denn obwohl die Mechanismen des Kunstbetriebes die Wahrnehmung von Kunst entscheidend prägen, blieben sie bisher, wie auch in diesem Fall, weitgehend unbeachtet. Wie die Studie belegt, waren die späteren Minimalisten zu Beginn ihrer Laufbahn fast alle vom Abstrakten Expressionismus beeinflußt. Mit dem Niedergang der gestischen Abstraktion mußten sie sich neu orientieren - kamen allerdings zu spät, um noch mit Farbfeld- und Hard edge-Malerei oder Assemblage zu reüssieren, da diese Anfang der 60er Jahre bereits Massenstile waren. Als plastisches Pendant zur Hard edge Malerei verfügte sie, anders als Pop oder die als unseriöse ausländische Konkurrenz geltende Op-art, zudem über Hochkunstweihen und qualifizierte sich somit als ernsthafter Kandidat für die Nachfolge der "New York School". Die Kunstzeitschriften beteiligten sich an dem aufregenden "Neuen Tendenzen" Spiel, indem sie ausführlich über die aktuelle Szene berichteten und junge Künstler und Kunsthistoriker als Kritiker anheuerten. Zwei von ihnen, Barbara Rose und Lucy Lippard, wurden die wichtigsten publizistischen Verbündeten der Minimalisten. Wie Galeristen und Kuratoren strebten sie danach, sich als "Entdecker" neuer Trends zu profilieren und damit Kunstgeschichte zu schreiben. Mit Kunstkritiken, Manifesten und Essays suchten sie die Rezeption ihrer Werke zu lenken, deren Interpretation sie im Verein mit den beiden Kritikerinnen stets den aktuellen Gegebenheiten anpaßten. Deshalb wurde die Minimal art nicht wie andere Kunst vor ihr von nachfolgenden Strömungen überrollt, sondern galt bald als Ausgangspunkt der neuen, "postminimalistischen" Entwicklungen Process, Concept und Earth art. Als Beginn eines revolutionär neuen Kunstverständnisses wurde sie auch in Westdeutschland rezipiert, einer der wichtigsten Stationen ihres Transfers nach Europa. Dort bemühten sich junge Galeristen und Museumskuratoren um ihre Verbreitung, um selbst Zugang zur internationalen Szene zu bekommen. Als international geltende Kunst war die Minimal art somit unangreifbar geworden und ist heute Teil des kunstgeschichtlichen Kanons. ; Minimal art - Establishing and Promoting Modern Art in the 1960s The constitution, emergence, and reception of the minimal art movement as one of the most important "new tendencies" in 60s' art is the topic of the following study. It will focus on the combined efforts of persons and institutions in the US-art world, who communicated the goals and intentions of this new art and made it a nearly immediate success. This process paved the way for minimal art's international career as is demonstrated by its early positive reception in Western-Germany. Discourse analysis and investigation of Minimal art's exhibition and reception history will show how the new art established itself in the contemporary art scene and how the concerns of institutions, critics, and artists formed and fostered its further acceptance. The mechanisms of the institutional art system, though rarely considered, play an important part in the perception of art as becomes evident by the present investigation. In their beginnings most of the minimalists were influenced by gestural abstract-expressionist painting. After the decline of gestural abstraction the young artists were forced to alter their style and find a new perspective. But they came too late to participate in the success of colourfield and hard edge painting or the art of assemblage, which were already overcrowded mainstream-styles at the beginning of the sixties. They solved this problem by fusing the three-dimensional impulses of neo-dadaist assemblage with hard edge-painting's geometric forms into the geometric-reducionist sculpture, which achieved a hitherto unique position. The exhibition history gives proof of the sucess of this strategy: after the first gallery displays in the beginning of 1963, the new sculpture started to invade Museum exhibitions the following year, even before the label minimal art became a common term. This could happen because the New York art scene at the end of the 1950s entered a phase of permanent acceleration after the decline of gestural abstract expressionism, when each new art trend quickly replaced its predecessor. Galleries, museums and the art press vied with each other to present novel tendencies to customers, audiences, and the media, responding to the desire for change and innovation. After colourfield, hard edge, assemblage and pop it was minimal art's turn to be displayed and launched as the latest innovation by galleries and museums. As formal counterpart of the new geometric painting it possessed high art status, unlike pop and op, which was not taken as serious art but as a foreign intrusion by most American art critics. Therefore minimal art was considered as natural heir to the "New York School", a point artists and sympathetic critics never failed to mention. The art press participated in the quest for the new by extending the review-section on the contemporary art scene and engaging young artists and art-historians as critics. Two of those, Barbara Rose und Lucy Lippard, became the most important allies of the minimal artists. Both were ambitious to increase their profile by discovering emerging trends and make their way into art history. They defined the new movement by stressing personal, stylistic, and semantic similarities between its members and separating them from their competitors. Their arguments varied according to the given situation as did their interpretation of the new art, which changed considerably in the face of new developments. Timing and tactics seemed to be more important than aesthetic persuasions or semantic coherence. The same is true for the young artists, who were their own public relation workers and sought to control the reception of their work by writing art criticism, manifestoes, and essays. Like their critical allies they adjusted its interpretation time after time conforming to circumstances and changes. That is why minimal art unlike its immediate predecessors hasn't been overthrown by subsequent movements, but was instead hailed as starting-point for the new, so-called "postminimalist" developments process, concept, and earth art. Minimal art was received as the origin of a revolutionary new understanding of art even in Western-Germany, one of the most important stages of its transfer to Europe, where young German dealers and museum curators, wanting to get access to the international scene, quickly built a support structure for it. As an internationally esteemed art it had passed a decisive stage in the development of its reputation and today is canonized as an important movement in 20th century art.

Over the course of the last century, and despite an ambiguous media towards her political empowerment, the first lady has managed to emancipate herself as a new actor on the public stage.This article studies the way in which the media became a key player in the creation, empowerment and definition of modern first ladyship in selected democratic countries: Poland, France and Spain. It does this through a mixed-methods approach: qualitative and quantitative content analysis of the press and extensive documentary research in the fields of political science, media and gender studies, political communication and first ladyship studies. This paper reviews the policy debate on development issues and examines the economic prospects for developing countries at the beginning of the twenty-first century. It is specifically concerned with the question of whether developing countries will be able to meet the employment and poverty reduction goals set by the World Summit for Social Development, held in Copenhagen in 1995. What policies at the national and international level will be most helpful in this respect? The introductory part of the paper notes that the Social Summit coincided with one of the worst financial crises up to that time in developing economies-Mexico's 'Tequila Crisis' in 1994 and 1995. It is suggested that, notwithstanding that crisis, the immediate economic prospects for developing countries in 1995 appeared much brighter than they do today in the wake of recent economic and financial crises in Asia, Latin America and Russia. The paper notes that, in contrast to the uneven economic performance of the economies of developing countries in the period since the Social Summit, the policy debate has in many ways taken a definite step forward. The main part of the paper provides a systematic investigation of the factors that determine whether or not developing countries will be able to eradicate poverty and achieve full employment with rising productivity and real wages. The paper looks specifically at the following aspects. First, it considers the economic record of developing countries and policy issues raised by this analysis. Second, it examines the complex interrelationships between economic growth, unemployment, poverty reduction and income inequality, both conceptually and empirically. This analysis gives attention to the notion of full employment, the relationship between technical change and unemployment, the economic significance of the information and communications technology revolution, and labour market theories of unemployment and inflation. Third, the paper looks at the changed historical conjuncture for economic development and for the development policy debate. The following themes and related analytical and policy questions are emphasized: Liberalization and globalization-Contrary to theoretical expectations, why has the actual experience of many developing countries with liberalization and globalization been negative rather than positive, i.e. why has it often resulted in crises rather than faster growth? Also, are these failures simply a matter of incorrect policies, or are there more fundamental flaws from the perspective of developing countries, with respect to the institutional arrangements of the world economy under liberalization and globalization? Washington Consensus-Has the Washington Consensus failed? What lessons should be learned from the implementation of that policy programme? Asian financial and economic crisis-A very important and influential thesis concerning the Asian crisis suggests that the failure of Asian countries during 1997-1999 can be ascribed mainly to the dirigiste and corporatist model of capitalism that many of these countries were following. The paper examines this thesis critically. A central policy implication of these analyses is that developing countries need to attain a trend increase in their growth rates, possibly to their pre-1980 long-term rates of about 6 per cent per year. This would enable them to achieve and maintain meaningful 'full employment' in the spirit of the Social Summit, with rising real wages and increasing standards of living. Although faster growth will help to reduce poverty, the latter is affected by other important variables as well-notably inflation, inequality of income and asset distribution, instability of economic growth and government fiscal policies. Women, in particular, are adversely affected by macro-economic instability. In the absence of adequate social security systems, the burden of women's paid as well as unpaid work increases during economic downturns. What is required, therefore, to meet the employment and poverty reduction goals of the Social Summit is not only fast growth, but also better quality growth. The last part of the paper highlights the shortcomings of the present institutional arrangement of liberalization and globalization. It indicates why and how these arrangements make it difficult for developing countries to achieve high rates of economic growth. Indeed, it is suggested that this regime is sub-optimal for both developing and developed countries. It is argued that, today, the main constraints on faster long-term economic growth in both developing and developed countries do not lie on the supply side but on the demand side. In principle, the world has the technological and intellectual capacity, as well as the human and material resources, to achieve the fast growth required to fulfil the aims of the Social Summit. The paper suggests that such growth will, however, only be realized in practice if the alternative strategy outlined is adopted. This involves the pursuit of faster growth of real world demand through co-ordinated expansion by industrialized countries and the introduction of special and differential treatment for developing countries in a number of key spheres. In brief, an essential argument of this paper is that, instead of the present organization of the world economy, a global Keynesian regime of managed world trade and controlled global capital movements is more likely to benefit both developed and developing countries. Together with genuine international co-operation as well as more harmonious relations between employers, employees and governments nationally, this would deliver both fast growth and high quality growth. Such growth would help bring full employment and rising wages in both groups of countries. In analytical terms, the paper stresses the significance of co-ordination failures on the demand side as the main obstacles to economic progress, rather than supply-side deficiencies. In order for the rate of growth of real world demand to be compatible with production possibilities on the supply side, new institutions are required to resolve the co-ordination problems on a sustained, long-term basis.
Die Diskussion um die Patientenverfügung in der Bundesrepublik Deutschland geht bis in die 1970er Jahre zurück, seit Mitte der 90er Jahre nahm sie an Intensität zu. Meilensteine ihrer Entwicklung waren die Entscheidungen des BGH im Kempten-Fall (1994), im Frankfurter Fall (1998) und im Lübeck-Fall (2003). Nach dem Lübeck-Fall mehrten sich die Stimmen, wonach der Gesetzgeber das Betreuungsrecht ändern und die Patientenverfügung gesetzlich verankern sollte. Ein Entwurf des Bundesjustizministeriums aus dem Jahr 2004 erreichte jedoch nicht den Deutschen Bundestag, er wurde dem Gesetzesentwurf unter der Leitung von Joachim Stünker angegliedert. Erst Anfang des Jahres 2007 erhielt die Diskussion mit einer Orientierungsdebatte Einzug in das Deutsche Parlament. In den Jahren 2007 bis 2008 wurden dann drei Gesetzesentwürfe zum Thema Patientenverfügung in den Bundestag eingebracht. Der erste Entwurf wurde im Mai 2007 unter Federführung von Wolfgang Bosbach (CDU) veröffentlicht. In ihm waren Formvorschriften für die Patientenverfügung verankert. Diese müsse in schriftlicher Form vorliegen sowie eine Unterschrift oder ein notariell beglaubigtes Handzeichen enthalten. Ein Widerruf der Patientenverfügung wäre jederzeit und ohne weiteres sowohl mündlich als auch zum Beispiel durch Gesten möglich gewesen. Der Gesetzesentwurf beinhaltete eine Reichweitenbegrenzung. Eine lebensverlängernde Maßnahme hätte demnach nur abgebrochen beziehungsweise nicht eingeleitet werden dürfen, wenn der Patient ein irreversibel zum Tode führendes Grundleiden gehabt hätte oder mit an Sicherheit grenzender Wahrscheinlichkeit das Bewusstsein nicht wiedererlangen würde. Eine unmittelbare Todesnähe wäre nicht notwendig gewesen. Ende 2008 wurde dieser Entwurf basierend auf einem Änderungsantrag unter Federführung von Katrin Göring-Eckardt (Bündnis90/Die Grünen) modifiziert. Es sollte ein zweistufiges Modell geben. Für eine Patientenverfügung mit Reichweitenbegrenzung sollten die gleichen Formvoraussetzungen wie im bisherigen Entwurf gelten, es sollte jedoch auch eine Patientenverfügung ohne Reichweitenbegrenzung möglich sein, für die schärfere Voraussetzungen gelten sollten, zum Beispiel eine regelmäßige Aktualisierungs- und Beratungspflicht. Ein zweiter Gesetzesentwurf entstand unter Federführung von Wolfgang Zöller (CSU) im Jahre 2007. Dieser Entwurf sah keine Reichweitenbegrenzung vor. Die Patientenverfügung sollte unabhängig von Art und Stadium der Erkrankung gelten. Weiterhin wären nicht nur schriftliche Verfügungen möglich gewesen, auch Tonträger oder Videos wären zu berücksichtigen gewesen, wenn sie eindeutig den Willen des Patienten gespiegelt hätten. Das Vormundschaftsgericht hätte nur bei Dissens zwischen Arzt und Betreuer eingeschaltet werden müssen, allerdings hätte es in diesem Fall das Gutachten eines Sachverständigen einholen müssen. Ein dritter Antrag wurde 2007 unter Federführung von Joachim Stünker (SPD) erarbeitet und im Jahre 2008 veröffentlicht. Auch dieser Gesetzesentwurf sah keine Reichweitenbegrenzung vor, eine Patientenverfügung sollte unabhängig von Art und Stadium der Erkrankung gelten können mit der formalen Voraussetzung der Schriftform. Das Vormundschaftsgericht sollte lediglich bei einem Dissens zwischen Arzt und Betreuer eingeschaltet werden, es müsste jedoch im Gegensatz zum Zöller-Entwurf vor seiner Entscheidung kein Gutachten einholen. In allen drei Entwürfen sollten jeweils §§ 1901 und 1904 BGB geändert werden. Am 29.05.2009 wurde unter der Leitung von Hubert Hüppe (CDU) zusätzlich ein Antrag auf Verzicht auf ein Gesetz eingebracht. Am 18.06.2009 entschied sich die Mehrheit des Bundestages für den Gesetzesentwurf der Gruppe um Joachim Stünker. Die anwesenden Abgeordneten der SPD, der FDP und der Partei Die Linke stimmten zum großen Teil für den Stünker-Entwurf und sicherten so die Mehrheit, die Vertreter der CDU/CSU stimmten mit nur einer Ausnahme gegen diesen Entwurf, fünf Abgeordnete enthielten sich bei dieser Abstimmung. Die Rolle des Betreuers gewann mit der Verabschiedung des Gesetzes an Bedeutung. Das Gesetz sieht vor, dass der Betreuer anhand der Patientenverfügung (bei Nichtvorliegen anhand des mutmaßlichen Willens des Betreuten) prüfen muss, ob " diese Festlegungen auf die aktuelle Lebens- und Behandlungssituation zutreffen"297. Das Vormundschaftsgericht muss nur eingeschaltet werden, wenn zwischen behandelndem Arzt und Betreuer ein Dissens über die Behandlung des Betreuten beziehungsweise den Abbruch einer lebensverlängernden Maßnahme herrscht. ; The discussion about advanced health care directives (Patientenverfügungen) in the Federal Republic of Germany dates back to the seventies of the 20th century. The intensity of the debate began increasing significantly in the mid nineties. Defining milestones were the rulings of the Federal Court of Justice in the "Kempten-case" (1994), the "Frankfurt-case (1998) and the "Lübeckcase" (2003). After the "Lübeck-case" public pressure increased for legislative action to change the law concerning the guardianship of persons of full age (Betreuungsrecht) protecting advanced health care directives by law. A draft by the federal ministry of justice from 2004 did not reach the german parliament. This bill was later integrated in the draft-bill introduced by Joachim Stünker. Only in 2007 was the discussion over advanced health care directives introduced to German Parliament (Deutscher Bundestag) with a first debate. From 2007 to 2008 three proposed bills concerning advance health care directives were presented to the German Parliament. The first bill introduced by Wolfgang Bosbach (CDU) was made public in May 2007. The bill laid out formal requirements for advanced health care directives. It required advanced health care directives to be in written form and should contain a signature or a notarized power of attorney. It may be cancelled at any time and without further ado, for example verbally or by gesture. The bill included a defined scope of limitations. Life prolonging procedures could herein only be terminated or may not be initiated if the patient had an ailment which was irreversibly lethal or it was deemed impossible the patient would regain consciousness. An immediate proximity of death was not required. At the end of 2008 the bill was modified based on an amendment introduced by Katrin Göring-Eckardt (Bündnis90/Die Grünen). It proposed a two-tier model. For advance health care directives with a defined scope of limitations the same formal requirements applied as in the previous bill. In addition it would allow advance health care directives without these limitations. This option would be tightly regulated requiring routine evaluations and counselling. Another bill was introduced by Wolfgang Zöller (CSU) in the year 2007. This bill didn't include a defined scope of limitations. The advance health care directive would be valid independently of the kind and stage of the disease. Furthermore not only written directives but also sound recording mediums or videos would be honoured if they clearly reflected the will of the patient. The guardianship court (Vormundschaftsgericht) should solely intervene if there was dissent between the doctor and the custodian. In this case the guardianship court had to obtain an expert opinion. A third bill was introduced under the direction of Joachim Stünker (SPD) in 2007 and made public in 2008. This bill similarly did not set a scope of limitations. The advanced health care directives would be valid independent of the kind and stage of the disease, but a written form would be required. The guardianship court should also solely intervene if there was a dissent between the doctor and the custodian. In contrast to the proposal by Zöller an expert opinion would not be necessary. All three bills required changing paragraph 1901 and 1904 of the German Civil Code (Bürgerliches Gesetzbuch). On May 29th 2009 an application for the relinquishment of a law under the direction of Hubert Hüppe (CDU) was filed. On June 18th 2009 the majority of the German Parliament decided on the bill proposed by Joachim Stünker. The members of the SPD and Die Linke voted in favor of the bill, assuring the majority of the votes. The members of the CDU/CSU voted with a sole exception against this bill. The new legislature has increased the responsibility held by the custodian. As described in the bill the custodian has to evaluate if the path set in the directive applies to the current situation of treatment and the patient's life. If there is no advanced health care directive the custodian must consider the presumable will of the patient. The guardianship court shall solely intervene if there is a dissent between the doctor and the custodian regarding the treatment of the patient or the termination of a life prolonging procedure.
Regional media is an important segment of the socio-communicative model of the information space of Ukraine, which clearly identifies the vectors of ethnically and culturally identified journalism, works hard to preserve historical memory, national consciousness and civic activity of society. Their study is especially relevant in the period of modern socio-political changes associated with the development of democratization, decentralization and local self-government, which will make new adjustments to the typology, content and functions of local media.Currently, there is a growing scholars interest to the problems of regional journalism, but the culturological and axiological aspects of their study are still insufficiently investigated. This explains the choice of the research object, which were the regional media reviews, reflected in the memoirs and publicistics of the famous Ukrainian writer and public figure Oles Honchar. Recourse to such methods as content analysis, historical, systemic, biographical, axiological, statistical, made it possible to carry out a multifaceted interpretation of journalistic assessments by the writer of the spiritual potential of regional and district newspapers, through which to cover certain periods of Ukrainian journalism development of the twentieth century and reveal the writer's personal involvement in its history.Oles Honchar cooperation with the mass media lasted for more than sixty years. It was widely disclosed in his diary entries, epistolary and journalistic works of various genres. The writer's connections with the regional press are reproduced in chronological order, starting from the 1930s, the journalistic activity of young Oles Honchar in district and regional newspapers in Poltava and Kharkiv regions and ending with observations of an already experienced publicist and master of the word on the activities of local media during the years of independent Ukraine.An analysis of the congratulation-letters texts addressed to local newspapers and magazines offices indicates the broad geography of the writer's connections with the print media, reveals his vision of this type of publications concept, based on democratic and humanistic principles. Welcoming the appearance of new literary and artistic publications in the East and West of Ukraine and in the Crimea at the beginning of 90's, Oles Honchar focused his attention on their role in uniting the community around the pressing problems: preservation of historical memory and ethnic culture, functioning of Ukrainian language and respect for literary classics. ; Крайові ЗМІ є важливим сегментом соціокомунікативної моделі інформаційного простору України, що увиразнює вектори розвитку етнічно й культурно ідентифікованої журналістики, потужно працює на збереження історичної пам'яті, формування національної свідомості й громадянської активності соціуму. Вивчення їх є особливо актуальним у період сучасних суспільно-політичних змін, пов'язаних з розвитком процесів демократизації, децентралізації та місцевого самоврядування, які внесуть нові корективи в типологію, зміст і функції місцевих медій.Нині відзначається зростання інтересу науковців до проблем крайової журналістики, проте культурологічний та аксіологічний аспекти ще недостатньо досліджені. Цим пояснюється вибір об'єкта розвідки, яким стали відгуки про діяльність крайових ЗМІ, відображені в мемуаристиці та публіцистиці відомого українського письменника й громадського діяча Олеся Гончара. Звернення до таких методів, як контент-аналіз, історичний, системний, біографічний, аксіологічний, статистичний, дало змогу здійснити багатоаспектну інтерпретацію публіцистичних оцінок письменником духовного потенціалу обласних та районних газет, висвітлити окремі періоди розвитку української журналістики ХХ ст. і розкрити особисту причетність письменника до її історії.Співпраця Олеся Гончара із засобами масової інформації тривала понад шістдесят років. Вона досить широко розкривалась у його щоденникових записах, епістолярії та публіцистичних творах різних жанрів. У хронологічній послідовності відтворено зв'язки письменника з крайовою пресою, починаючи з 30-х років, журналістську діяльність юного Олеся Гончара в районній і обласній газетах на Полтавщині та Харківщині й закінчуючи спостереженнями уже досвідченого публіциста й майстра слова над діяльністю місцевих ЗМІ в роки незалежної України.Аналіз текстів листів-привітань, спрямованих до місцевих редакцій газет і журналів, указує на широку географію зв'язків письменника з друкованими ЗМІ, розкриває його бачення концепції діяльності видань цього типу, що ґрунтується на демократичних та гуманістичних засадах. Вітаючи появу на поч. 90-х рр. нових літературно-мистецьких видань на Сході і Заході України та в Криму, Олесь Гончар зосереджує увагу на їх ролі в об'єднанні спільноти навколо насущних проблем: збереження історичної пам'яті й етнічної культури, функціонування української мови й шанобливого ставлення до літературної класики.
