In the summer of 1976 Kuwait, after more than thirteen years of legislative experience, suspended its constitution, abolished the legislature, and embarked on what it called an "evaluation" of its democratic experience. After the Iranian revolution of 1979 and the downfall of the shah, Kuwait set up a special advisory committee to study, evaluate, and recommend the political system most appropriate for Kuwait. In 1980 the committee recommended a return to representative institutions. In March 1981, a legislative assembly was elected and was entrusted with the responsibility of drafting a new constitution and ratifying the basic statutes of the country.

As polarization and gridlock continues to grip national politics, Americans are increasingly looking to states to remedy the nation's most significant challenges. But this was not always the case. In the 1960s, state governments—particularly their legislatures—were in crisis. Few legislatures had the capacity to address the daunting issues that were creating massive political, social, and economic unrest in American states and cities. After decades of reforms to address these issues, and the studies of legislative reform that followed, we can make some conclusions about the consequences of legislative professionalization. The purpose of this paper is to present the key findings from work dedicated to the study of these consequences.

How do term limits affect the electoral changes caused by state legislative redistricting? To answer this question, we compare the successes of majority parties in the redistricting process in legislatures with & without term limits. We hypothesize that majority parties use the districts of term-limited members to redistribute supporters from safe districts to more competitive ones. We find that, indeed, the majority party changes district lines more in districts with term-limited legislators. Furthermore, the majority party is more strategic in reallocating voters for partisan gain in term-limited districts. Thus, our findings suggest that term limits make the redistricting process more partisan & that a reform intended to remove incumbents from the legislature actually strengthens the majority party. 4 Tables, 1 Figure, 1 Appendix, 35 References. AbstractQuotas to promote women's representation in the world's legislatures have spread to more than one hundred countries. The diffusion of gender quotas poses a puzzle since they have often been adopted in countries where women have low status. International influence and inducements best explain quota adoption in developing countries. Promoting gender equality, including through gender quotas, has become a key part of international democracy promotion. The international legitimacy of gender quotas leads them to be adopted through two causal pathways: directly, through postconflict peace operations, and indirectly, by encouraging countries, especially those that depend on foreign aid, to signal their commitment to democracy by adopting quotas. An event history analysis, which controls for other relevant factors, shows that the hypothesized relationships exist. Further support comes from a process-tracing analysis of Afghanistan's 2004 quota.
