Die nationalen und internationalen Energie- und Klimaziele erfordern tiefgreifende Veränderungen, einen strukturellen Wandel und rechtzeitiges politisches Handeln. Eine Vielzahl an Studien beschreibt Szenarien, in denen diese Ziele und eine weitreichende Dekarbonisierung erreicht werden können. Im Rahmen dieses Projekts wurden daher 36 Studien und insgesamt 57 Szenarien untersucht und entlang eines Katalogs an Kriterien systematisch ausgewertet. Die gesammelten Daten wurden in einer Datenbank aufbereitet. Die zentralen Ergebnisse werden in der vorliegenden Analyse beleuchtet. Der Vergleich der Szenarien verdeutlicht die Handlungsfelder und Hemmnisse des Klimaschutzes und zeigt unterschiedliche Pfade und Strategien auf, die zur Zielerreichung führen könnten. Obwohl sich die Studien zum Teil in ihren Annahmen, der Methodik und den Ergebnissen unterscheiden, zeichnen sich auch einheitliche Trends, Handlungsschwerpunkte und Strategien ab. Die Gegenüberstellung zeigt, dass die Erreichung der vorgegebenen Ziele theoretisch möglich ist, auch wenn einige Autorinnen und Autoren viele Szenarien in Anbetracht der mangelnden Fortschritte für wenig wahrscheinlich halten. Auch unterstreichen die Zielverfehlungen in den Referenzszenarien und Trendfortschreibungen den akuten Handlungsbedarf. Zeitnahe Maßnahmen sind für die meisten Szenarien eine dringend erforderliche Voraussetzung und bringen zum Teil erhebliche Vorteile u. a. in Bezug auf die Erreichbarkeit und die Kosten der Dekarbonisierung. In fast allen Szenarien sind ambitionierte Fortschritte im Bereich Energieeffizienz ausschlaggebend für die Zielerreichung. Der Energieverbrauch muss so gering wie möglich gehalten werden, um die Anforderungen an den Ausbau der erneuerbaren Energien und damit auch die Kosten und Schwierigkeiten der Dekarbonisierung zu minimieren. Zentral ist in den meisten Szenarien die vollständige Dekarbonisierung des Stromsektors, wodurch auch die nachhaltige Elektrifizierung der Sektoren Verkehr und Wärme ermöglicht wird. Der Stromverbrauch nimmt in vielen Szenarien aufgrund des zusätzlichen Bedarfs beider Sektoren zu, obwohl der Energiebedarf insgesamt häufig sinkt. Die Dekarbonisierung setzt eine weitreichende Elektrifizierung voraus, die im Bereich Verkehr und Wärme aufgrund technischer und struktureller Hürden vor unterschiedlichen Herausforderungen steht.
