AbstractSince the adoption of the first United Nations Security Council (UNSC) counterterrorism resolution after the 9/11 attacks, the UNSC has increasingly required the domestic criminalization of "terrorism" acts and ancillary activities. Without the inclusion of an explicit international humanitarian law (IHL) or humanitarian exception, the UNSC has – so far – failed to harmonize the counterterrorism legal framework with IHL, leaving it up to States to define the interaction between the two. In their national legislation and courts, States' interpretations have varied but counterterrorism legislations have been used to adjudicate conducts in armed conflicts, regardless of their legality under IHL. As the domestication of UNSC offences is ongoing, good practices are highlighted in this paper and recommendations are offered to ensure the development of international customary law in accordance with IHL.
The International Network for the Demographic Evaluation of Populations and Their Health (INDEPTH) is a global network of research centers that conduct longitudinal health and demographic evaluation of populations in low- and middle-income countries (LMICs) currently in 52 health and demographic surveillance system (HDSS) field sites situated in sub-Saharan Africa (14 countries), Asia (India, Bangladesh, Thailand, Vietnam, and Indonesia), and Oceania (Papua New Guinea). Through this network of HDSS field sites, INDEPTH is capable of producing reliable longitudinal data about the lives of people in the research communities as well as how development policies and programs affect those lives. The aim of the INDEPTH Data Repository is to enable INDEPTH member centers and associated researchers to contribute and share fully documented, high-quality datasets with the scientific community and health policy makers.
In the aftermath of the Second World War, which took place from 1939 to 1945, African countries began to claim their independence from their respective metropolises in turn. In 1945, the United Nations (UN) had to play a very important role on the international scene. Its objective was to develop friendly relations between nations, based on respect of the principles of equality, the rights of peoples to self-determination. This approach has not left the Republic of Congo indifferent, which continues to cooperate with friendly countries and international organizations in order to ensure its development and to join the concert of nations. In this momentum it is a question of reviewing the presentation of the theory present, following a critical analysis of the theory, then retaining only the theoretical substrate that has survived the critical analysis and which will therefore guide our study. This article, which began with 1981, is justified by Congo's accession to the OIF and 2016, the date of the 2016 presidential election. Keywords: Cooperation, theories in the presence, OIF, partnership development
