PurposeGovernment primary schools in Australia increasingly take up the International Baccalaureate's Primary Years Programme (IB-PYP) to supplement government-mandated curriculum and governance expectations. The purpose of this paper is to explore how teachers navigate and contest dual policy-practice expectations in the Victorian Government IB-PYP context.Design/methodology/approachThis study used a narrative inquiry approach. The narratives of two teachers were generated through a narrative interview and then re-storied with participants through a set of conceptual lenses drawn out of the policy assemblage and affect studies theoretical spaces.FindingsThe stories participants told show that competing mandatory local policy expressions are experienced and contested both to stabilize a technocratic rationality and produce alternative critical-political educational futures.Originality/valueThere a few accounts of teachers' policy experience in government school settings implementing the IB-PYP. In addressing this gap, this paper directly responds to prior claims of the IB's failure to promote an emancipatory pedagogy, showing instead that when teachers who bring a more critical understanding of educational purpose to their work take up the IB-PYP policy to support the enactment of that purpose.
"National Cultural Elements" and Advertising the International Tourism in the Soviet Tourist Agencies During the Brezhnev Era, 1964–1984Using the archival documents and personal interviews as historical sources, this essay analyzes the ideological problems of advertising international tourism in the main travel agencies of the Soviet Union during the Brezhnev era, 1964–1984. These agencies, Inturist, a Tourist Department of the Soviet Trade Unions and a Communist Youth League's organization Sputnik, encountered problems with advertising from the very beginning of their history. In the 1960s and 70s they created special departments responsible for propaganda and advertising or advertising and mass media in Inturist. On the one hand, these tourist agencies had to provide interesting information to attract more Soviet and foreign tourists and more financial sources. On the other hand, the most attractive elements in advertising Soviet tourism were various national elements of different Soviet nationalities, including their costumes, music and handicrafts. As a result, such efforts exposed the limits of Soviet cultural homogenization project during the stage of developed socialism. In practice, this led to serious problems for the representatives of the Soviet tourist agencies in foreign countries. The most dangerous problem was nationalism.The essay explores how the problems of national identity were tied to advertising Soviet Union travel to foreign tourists as a new strategy of the Soviet tourist agencies during late socialism before perestroika. Despite strict KGB and ideological regulations, new "national" forms of advertising such as folk music survived after 1984 and contributed to expansion of tourism, which brought increased profits and influence to the leaders of the local tourist agencies. Owe biura podróży, Inturist, Wydział Turystyki Związków Zawodowych ZSSR oraz organizacja Ligi Młodzieży Komunistycznej "Sputnik" od samego początku swej działalności napotykały trudności w reklamowaniu swoich usług. W latach sześćdziesiątych i siedemdziesiątych XX wieku powstały specjalne wydziały odpowiedzialne za propagandę i reklamę bądź, jak w Inturiście, za reklamę i środki masowego przekazu. Z jednej strony biura podróży zobligowane były do podawania interesujących informacji, aby zwrócić uwagę większej liczby turystów krajowych i zagranicznych, jak też zwiększyć wpływy finansowe z turystyki. Z drugiej strony te najatrakcyjniejsze elementy w materiałach reklamujących podróże do ZSRR to były rozmaite elementy kultury poszczególnych narodowości zamieszkujących ZSRR, takie jak strój, muzyka i rzemiosło ludowe. W rezultacie podejmowane w zakresie reklamy wysiłki obnażały granice kulturowej homogenizacji dokonującej się na sposób sowiecki na etapie rozwiniętego socjalizmu. Stąd też w swej codziennej praktyce przedstawiciele radzieckich biur podróży za granicą borykali się z poważnymi trudnościami. Najbardziej niebezpieczny stał się problem nacjonalizmu.Autor artykułu docieka, w jaki sposób kwestia tożsamości narodowej została powiązana z reklamowaniem podróży do ZSRR jako nowa strategia radzieckich biur podróży w schyłkowym okresie socjalizmu, przed pierestrojką. Pomimo ścisłych wymogów ideologicznych i działań podejmowanych przez KGB, nowe formy reklamy o treściach "narodowych", takie jak muzyka ludowa, przetrwały w okresie po roku 1984, przyczyniając się do rozwoju turystyki i przynosząc szefom lokalnych biur podróży coraz większe dochody i wpływy.
At the beginning of the 20th century, very ambitious goals were set for the production and consumption of biofuels. However, these predictions faced widespread public, political and scientific controversy about the negative impacts of energy crops, which completely changed the prospect of their global expansion. In the European Union, sustainability's concerns were incorporated into the guideline of political and regulatory interests after the impulse of reports from research institutes and critical notes from non-governmental organizations. Thereby, Directive 2009/28/EC emerged as a pioneering international governance instrument of the sustainability of biofuels, with the imposition of binding criteria to guarantee a production standard both in Member States and in third countries. Given the potential effects of this requirement on international trade, in order to avoid discrimination between similar products, the Directive must be applied in accordance with the agreements of the World Trade Organization (WTO). Therefore, using the hypothetical-deductive method, this article uses the case of the advanced regulation offered by Directive 2009/28/EC to analyze the interpretation's evolution of the General Agreement on Tariffs and Trade and the Technical Barriers to Trade (TBT) Agreement in the sense of allowing the adoption, by WTO member countries, of measures related to sustainability as a restriction of free trade. ; A principios del siglo XX, se fijaron metas muy ambiciosas para la producción y el consumo de biocarburantes. Sin embargo, estas predicciones chocaron con una amplia controversia en ámbito público, político y científico acerca de los impactos negativos de los cultivos energéticos, lo que cambió por completo la perspectiva de su expansión global. En la Unión Europea, el tema de la sostenibilidad empezó a formar parte de la pauta de interés político y normativo tras el impulso dado por informes de institutos de investigación y notas críticas provenientes de organismos no gubernamentales. A tal efecto, la Directiva 2009/28/CE se alzó como un instrumento pionero de la gobernanza internacional de la sostenibilidad de los biocarburantes, con la imposición de criterios vinculantes para garantizar un estándar de producción tanto en los Estados miembros como en terceros países. Dados los potenciales efectos de esta exigencia en el comercio internacional, para evitar la discriminación entre productos similares, la Directiva debe aplicarse de conformidad con los acuerdos de la Organización Mundial del Comercio (OMC). Por ello, con base en el método hipotético-deductivo, el presente artículo utiliza el caso de la avanzada regulación ofrecida por la Directiva 2009/28/CE para analizar la evolución de la interpretación del Acuerdo General sobre Aranceles Aduaneros y Comercio y el Acuerdo sobre Obstáculos Técnicos al Comercio en el sentido de permitir la adopción, por parte de los países miembros, de medidas relacionadas con la sostenibilidad como restricción al libre comercio.
