Lara Douds examines the practical functioning and internal political culture of the early Soviet government cabinet, the Council of People's Commissars (Sovnarkom), under Lenin. This study elucidates the process by which Sovnarkom's governmental decision-making authority was transferred to Communist Party bodies in the early years of Soviet power and traces the day-to-day operation of the supreme state organ. The book argues that Sovnarkom was the principal executive body of the early Soviet government until the Politburo gradually usurped this role during the Civil War. Using a range of archival source material, Lara Douds re-interprets early Soviet political history as a period where fledging `Soviet' rather than simply `Communist Party' power was attempted, but ultimately failed when pressures of Civil War and socio-economic dislocation encouraged the centralising and authoritarian rather than democratic strand of Bolshevism to predominate. Inside Lenin's Government explores the basic mechanics of governance by looking at the frequency of meetings, types of business discussed, processes of decision-making and the administrative backdrop, as well as the key personalities of Sovnarkom. It then considers the reasons behind the shift in executive power from state to party in this period, which resulted in an abnormal situation where, as Leon Trotsky commented in 1923, 'leadership by the party gives way to administration by its organs'

ABSTRACTThis article reviews the history of factor markets in pre-colonial West Africa, both during and after the Atlantic slave trade. The forms and volume of these markets strongly reflected the natural and technological environment, and a horizontally and vertically uneven distribution of coercive and purchasing power. The general abundance of land and absence of economies of scale in production militated against contracting for land and free labour. Hence the most widespread and large-scale factor market was in slaves. Capital and credit were transacted mostly within networks of trust and/or on the security of human pawns. With considerable social costs, variously reinforced and restricted by states, pawning and (especially) the intra-West-African slave trade channelled labour into the production of commodities for sale, contributing to the nineteenth-century growth of certain coastal and interior economies. It was only in the latter era that land rights began to be commercialized. This was not a response to a general shift in factor ratios, but rather to demand for specific kinds of land in specific places, stimulated by the growth of export markets for agricultural commodities.

Katarzyna Person behandelt das Schicksal polnischer Juden in Nachkriegsdeutschland. Dabei untersucht sie vor allem deren Verhältnis zu ihrem Umfeld: den polnischen Displaced Persons (DP), den einheimischen Deutschen, der Verwaltung und den Soldaten der Besatzungsmächte sowie den Vertretern der Hilfsorganisationen in den DP-Lagern. Es ist das Bild einer Gemeinschaft, deren Wurzeln in der jüdischen Bevölkerung im Polen der Vorkriegszeit liegen. Ihre Mitglieder waren nach wie vor Teil von Netzwerken aus der Vorkriegs- und Kriegszeit, während sie zugleich etwas Neues verkörperten - eine Gruppe, die ihr altes Heimatland ablehnte und sich eine neue Identität schuf, die Identität der Scher'it Hapleitah (hebr.
