As the practice of Community Based Adaptation (CBA) to climate change in countries like Nepal is growing, the literature has pointed out the need for more research in order to test the effectiveness of CBA in reaching the most vulnerable households and its wider applicability. This paper reviews a Community Adaptation Plan (CAP) piloted and implemented in Nepal. The study involved interviews and interaction with a wide range of relevant stakeholders, in order to map their perceptions on the effectiveness of CAP. The findings show that the CAP process and implementation provided for recognition of the role of local communities in climate change adaptation, and ensured their participation and leadership in the planning process. However, due to issues related to the local structure and governance of community-based organizations, the benefits of climate change adaptation support were enjoyed mostly by elites and powerful individuals. The paper suggests that more inclusive approaches are needed, so as to ensure the planning and governance of local institutions is more accountable and responsive to vulnerable households. This could be achieved by devolving decision-making power to the vulnerable households and ensuring inclusive provisions in membership, representation and resource allocation that encourage more equitable sharing of benefits.
Abstract This paper provides insights into the handling of climate change issues related to cultural heritage at different government decision levels dealing with physical planning, and in particular roads. Data are derived from a qualitative analysis of official reports and interviews with local and regional planners in three Swedish regions with contrasting climates. The theoretical lens of Institutional Interplay is applied to an analysis grouped into six themes: Climate threats to cultural heritage, Adaptation measures, Preparedness, Institutional preconditions, Institutional interplay, and Challenges. The results suggest that despite a strong environmental reputation internationally, Sweden is not particularly well prepared for dealing with future climate change impacts on cultural heritage and landscape. The lack of national standards and standardised methods risks regional and sectoral variation in the treatment of similar tasks, a problem which deficiencies in knowledge and continuing education are perpetuating. The degree to which discussions and cooperation occur between divisions within the same authority, between authorities, and in national networks varies considerably. Routines and criteria for prioritisation of cultural heritage mitigation, essential under conditions of limited resources, have yet to have been implemented. We conclude with five recommendations for improving the planning process with respect to climate change risks to cultural heritage.
The retreat of urban populations as an adaptation strategy has the potential to protect people, businesses, and infrastructure from the severe impacts of climate change. However, it can also lead to the unjust dislocation of the urban poor whose contributions to climate change are negligible but whose exposure to climatic risk is high. These groups of people also have little say in the decision-making about whether to retreat, when and how, thus raising concerns about equity and justice. In this paper, I examine the policy and practice of managed retreat and its environmental justice dimensions in Manila (Philippines) and Lagos (Nigeria) from 2010 to 2018. Expert interviews, focus group discussions, and policy documents were collected and analyzed for both cities. Findings reveal a complex picture of contradictions. In Lagos, retreat was stated in climate change policy but in practice only the urban poor were forcibly removed from waterfront areas and in their place new urban development projects are being constructed. In Manila, retreat was not mentioned in policy but evidence indicates informal settlers and national government offices were the target of planned retreat. Unlike Lagos, the urban poor in Manila were offered a mortgaged pathway to homeownership outside the city. However, the lack of livelihood opportunities in relocation sites engendered a cycle of retreat and return. This study further discusses how climatic uncertainties, property values, government distrust, utopian imaginaries, and environmental injustices served as barriers to managed retreat in both cities. The paper concludes with a call for an environmentally and socially just approach to retreat. It argues that the rights of the urban poor to the city must be taken into consideration even under complex climatic and socio-ecological disruptions.
Not Available ; The present study investigated the challenges faced by women in coastal villages in selected districts of Tamil Nadu due to impact of climatic changes. One hundred coastal women beneficiaries from coastal districts of Tiruvallur, Kancheepuram, Cuddalore and Nagapattinam were selected for the study. Descriptive statistics and SWOT (strengths, weaknesses, opportunities and threats) analysis were used to examine the data. Results of the study revealed that gender, age and community of the respondents had influence over the access to different sets of resources and livelihood assets. Drudgery of women increased after migration of men to urban areas in search of job. It is understood that livelihood patterns of women have changed considerably. Strengths expressed were knowledge, leadership qualities, self confidence and group cohesiveness, while the weaknesses identified were lack of knowledge, lack of technical knowledge, male migration, social taboos and beliefs as well as poor health status. The opportunities were government institutional support as well as research organisation support The threats identified were unusual rainfall, floods, cyclone and change in water quality. It is understood that women need access to training, credit and skillsdevelopment programmes to ensure their full participation in climate change initiatives. Participation of women in negotiations, policy actions and initiatives towards environmental change will help governments and coastal communities to maintain and build adaptive measures towards the effects of climate driven environmental changes in the coastal villages. ; Not Available
Transformation as an adaptive response to climate change opens a range of novel policy options. Used to describe responses that produce non-linear changes in systems or their host social and ecological environments, transformation also raises distinct ethical and procedural questions for decision-makers. Expanding adaptation to include transformation foregrounds questions of power and preference that have so far been underdeveloped in adaptation theory and practice. We build on David Harvey's notion of activity space to derive a framework and research agenda for climate change adaptation seen as a political decision-point and as an opportunity for transformation, incremental adjustment or resistance to change in development pathway. Decision-making is unpacked through the notion of the activity space into seven coevolving sites: the individual, technology, livelihoods, discourse, behaviour, the environment and institutions. The framework is tested against practitioner priorities to define an agenda that can make coherent advances in research and practice on climate change adaptation.
Abstract International assessments of evidence on climate change (e.g. Intergovernmental Panel on Climate Change, IPCC) or national climate change risk assessments (e.g. UK Climate Change Risk Assessment, CCRA) do not offer a sufficiently granular perspective on climate impacts to adequately inform governance of resilience to climate risks at the local level. Using an analysis of UK decision-makers managing and responding to heatwaves and flood risks, this paper argues how more robust local evidence is needed to inform decision-making regarding adaptation options for enhancing local resilience. We identify evidence gaps and issues relating to local climate change impacts, including sources and quality of evidence used, adequacy and accessibility of evidence available, ill-communicated evidence and conflicting or misused evidence. A lack of appreciation regarding how scientific evidence and personal judgement can mutually enhance the quality of decision-making underpins all of these gaps. Additionally, we find that the majority of evidence currently used is reductively based upon socio-economic and physical characteristics of climate risks. We argue that a step change is needed in local climate resilience that moves beyond current physical and socio-economic risk characterisation to a more inclusive co-constitution of social and politically defined climate risks at the local scale that are better aligned with the local impacts felt and needs of stakeholders.
Abstract With global action being outpaced by climate change impacts, communities in climate-vulnerable countries are at increased risk of incurring climate-induced losses and damages. In the last few years, disasters from extreme weather events such as typhoons have increased and have breached records, with typhoon Haiyan being the strongest ever typhoon to make landfall. Such an event solicited global compassion and altruism where Canada and the USA, apart from doling out traditional humanitarian aid, also offered immigration relief opportunities to typhoon Haiyan victims who have familial connections to their residents. Drawing from these immigration relief interventions, this paper uses a sociopolitical approach in proposing a climate humanitarian visa that would be offered to climate change victims on the basis of transnational family networks and skilled labor. Noting that several countries such as in Europe have demographic deficits and labor shortages, such a scheme would benefit both climate change victims and receiving countries. To counter the risk of selective compassion against economically trapped populations, potential receiving countries could provide skills upgrading geared toward addressing their labor shortages through their existing development programs. While migration is only one strategy in a spectrum of responses to climate change impacts, a climate humanitarian visa could provide climate change victims a legal choice for mobility while invoking altruism, hospitality, and compassion from potential receiving countries, whether or not they historically cause climate change.
For society to effectively manage climate change impacts, the need to adapt must be recognized. At the same time there is a disconnect between knowledge and action on climate change. The salience of adaptation to climate change may be a precondition for action, but this issue has so far been neglected in the adaptation literature. This indicates a missing link between perception, values and world-views, on one side, and policy formation on the other. The article analyses how actors in three occupational groups in a natural resource dependent community in northern Norway perceive and respond to changes in weather and resource conditions, as well as projections for future climate. The results indicate that the need to adapt is perceived differently, if at all, amongst different actors. By drawing on concepts from governance literatures and cultural theory of risks (CTR), the paper seeks to explain this divergence in perceptions and responses amongst different actors, which can help policy-makers understand when and why autonomous actors are willing to adapt. We find that adaptation to climate change cannot readily be expected among actors who fit the individualist category of CTR, who do not directly utilize scientific knowledge when in their work.
Abstract As one of the world's major coal-producing and exporting states, Russia is central to discussions on the future of the industry in the context of global climate change. This is a question that has become particularly salient in light of Russia's invasion of Ukraine in February 2022. Yet despite this, Russia remains understudied in the literature. As a result, we know little about the extent to which Russia is likely to contribute to the alleviation of coal-driven climate change or to its exacerbation. This analysis seeks to examine this question from the perspective of the coal industry, by exploring whether and how Russia's coal companies incorporate the vulnerabilities and risks around climate change into their corporate presence and behaviour, and how this aligns with broader government policy on the coal industry. Drawing on a range of primary and secondary sources, including corporate reporting, government documents, and media commentary, this analysis identifies two central narratives emerging from coal companies. The first is focused on the risks around climate change, primarily in relation to reputation, increased regulation, and access to markets that a climate-driven global shift away from coal might entail. The second narrative acknowledges the potential opportunities around technology and 'green coal'. Within government, both the pro-coal and coal-sceptic lobby recognise the significance of climate change; however, it is used purely instrumentally in policy debates. The coal sceptics employ climate to highlight risks around global reductions in coal demand but are unable to challenge government support for the industry. Ultimately, our findings suggest that both company behaviour and government policy in Russia remain strongly pro-coal, and that it will take a significant drop in global demand for that to change. We conclude that, before the invasion of Ukraine, selling as much coal as possible was a greater government priority than climate change policy, and the invasion is unlikely to shift the balance the other way.
Addressing questions of loss and damage from climate change in courts is limited by many scientific, legal and political challenges. However, modifying existing extreme event attribution frameworks to resolve the evolution of the impacts of climate change over time will improve our understanding of the largest scientific uncertainties.
The fact of a carbon budget given commitment to limiting global-mean temperature increase to below 2 °C warming relative to pre-industrial levels makes CO2 emissions a scarce resource. This fact has significant consequences for the ethics of climate change. The paper highlights some of these consequences with respect to (a) applying principles of distributive justice to the allocation of rights to emissions and the costs of mitigation and adaptation, (b) compensation for the harms and risks of climate change, (c) radical new ideas about a place for criminal justice in tackling climate change, and (d) catastrophe ethics.
