Healthcare workers are an essential element in the functionality of the health system. However, the health workforce impact on health systems tends to be overlooked. Countries within the Sub-Saharan region such as the six in the East African Community (EAC) have weak and sub-optimally functioning health systems. As countries globally aim to attain Universal Health Coverage and the Sustainable Development Goal 3, it is crucial that the significant role of the health workforce in this achievement is recognized. In this systematic review, we aimed to synthesise the determinants of motivation as reported by healthcare workers in the EAC between 2009 and 2019. A systematic search was performed using four databases, namely Cochrane library, EBSCOhost, ProQuest and PubMed. The eligible articles were selected and reviewed based on the authors' selection criteria. A total of 30 studies were eligible for review. All six countries that are part of the EAC were represented in this systematic review. Determinants as reported by healthcare workers in six countries were synthesised. Individual-level-, organizational/structural- and societal-level determinants were reported, thus revealing the roles of the healthcare worker, health facilities and the government in terms of health systems and the community or society at large in promoting healthcare workers' motivation. This paper delves into the intricate challenges encountered by Tanzania in effectively implementing the East African Community (EAC) Common Market Protocol (CMP) pertaining to the seamless movement of goods to Kenya. The research adopts a case study design, employing qualitative and in-depth methods to gather data. The data collection process utilizes a purposeful sampling technique involving 30 participants, and thematic analysis is employed for data analysis. The findings highlight several tariff barriers that hinder the effective implementation of the EAC CMP, including customs duties, quantitative restrictions, measures with equivalent impact to customs duties, and those with equivalent impact to quantitative restrictions. Furthermore, the study uncovers non-tariff barriers (NTBs) that impede the free movement of goods from Tanzania to Kenya, such as political barriers, high transportation costs, food insecurity, discrepancies in standards, limited logistics and trade services, and restricted access to finance. The study concludes that the EAC Partner States bear the responsibility of eliminating existing tariff and non-tariff restrictions that obstruct trade, as well as refraining from imposing new ones. This research significantly contributes to our understanding of the economic integration within the EAC by shedding light on the novel challenges encountered in the implementation of the CMP concerning the free movement of goods.

Abstract
This article examines the coronavirus counter-measures adopted by East African states from a legal perspective. The focus is whether the adopted measures infringe on the provisions of the Treaty for the Establishment of the East African Community (EAC) and domestic legislations, including the countries' constitutional provisions. The legal recourse for East African citizens in instances where domestic remedies have failed will be examined in light of the role of the judicial organ of the East African Community, the East African Court of Justice (EACJ). An examination will be made on protection of human rights under the EAC Treaty and the jurisdiction of the EACJ in adjudicating on allegations of human rights violation. This contribution will proceed to debate on the existing relationship between international law and domestic laws; whether international law is superior to domestic law and whether international bodies can entertain a complaint by an individual or an institution on violation of human rights where redress has not been exhaustively sought through domestic legal systems.

Abstract
This paper investigates intra-regional trade changes in the East African Community since its revival, as well as their revealed comparative advantage and evolution between 2001 and 2020. While most studies have examined the comparative advantage of individual EAC countries, they have not addressed how the revival of the Community impacted comparative advantage and intra-regional trade over time. As its analytical approach, the study calculates trade intensity indicators, revealed comparative advantage indices, and evaluates product categories that have lost, retained, or gained comparative advantage. The following conclusions are drawn from the study's findings: first, the revival of the Community increased intra-regional trade at first, but it soon dwindled due to non-tariff barriers. Second, product groups exported in raw form retained their comparative advantage, with Uganda having the most such product groups. Third, comparative advantage evolved, with Kenya having the greatest number of product groups gaining comparative advantage. Three policy implications emerge: first, restoring intra-regional trade to immediate post-Community levels requires significant reductions in trade barriers. Second, increasing export revenues necessitates the addition of value to agricultural products. Third, due to the dynamic nature of comparative advantage, countries must tailor policy support to product groups that lose comparative advantage.

This paper reviews the key developments of the EAC integration in a manner that paves way for identifying salient gaps in programming to inform medium-term development planning in Uganda. Specifically, the paper identifies the main achievements and challenges registered by the EAC over the past 10 years; appraises Uganda's optimism on integration, identifying the country's efforts to mainstream EAC integration agenda and the benefits registered; and recommends measures for accelerating the benefits of integration to Uganda in the medium to long-term.Uganda has benefitted immensely from the EAC integration by exploiting its comparative advantage in certain industries, and has registered growth in exports to the region at unprecedented rates. Trade has grown faster than investment in the region. The country has benefitted from joint coordination of programmes and projects facilitating resource mobilisation for priority projects. The key challenges remain the recurrence of non-trade barriers and the low pace of project execution which hinder accelerated registration of benefits. The East African Community development programming provides an opportunity for the government of Uganda to take advantage of the long-term perspective planning to identify areas for joint coordination and execution with the Partner States of the EAC integration.

This paper argues that while the framers of the new East African Community, cognizant of the problems of the defunct one, set out to create a new organization that would avoid the pitfalls of the old they were not bold enough to put in place legislation, institutions and processes that fully addressed them. Instead, they introduced bottlenecks that have impeded the realization of greater and faster cooperation through: 1) the creation of a complex and highly centralized decision-making process that is constrained by parochial issues of sovereignty and "zero-sum" national politics; and, 2) the reluctance by partner states to strengthen the Secretariat and other Community organs to respond to emerging issues. This notwithstanding, the Community is not yet in danger of collapse owing to important global and regional changes that make the environment for cooperation more conducive. However, if changes are not made, the community will stagnate.

Le vote du Brexit signifiait que le Royaume-Uni pourrait sortir du marché unique européen et mener sa propre politique commerciale. La question est devenue très préoccupante pour certains pays africains qui étaient en train de négocier un accord commercial réciproque avec l'UE. Dans le cas de la Communauté de l'Afrique de l'Est (CAE), certains États partenaires ont refusé de signer un accord de partenariat économique (APE) régional UE-CAE en invoquant le problème de l'incertitude due au Brexit. Afin d'aborder la situation, la question posée ici est la suivante : en quoi le lien entre Brexit et les négociations commerciales accroit-il la possibilité de ne pas conclure un accord APE régional avec la CAE? L'article utilise la stratégie de négociation par liens thématiques pour montrer comment le Brexit a fourni à certains pays une nouvelle occasion d'inclure des clauses de négociation supplémentaires, aboutissant ainsi aux refus de signer l'accord commercial de l'UE.
