La situación del financiamiento a cooperativas de servicios públicos de la provincia de Buenos Aires en el bicentenario ; Situation of financial support to Service Producer Cooperatives of Buenos Aires in its Bicentennial year
El objetivo del artículo es analizar el financiamiento en cooperativas de servicios públicos de agua potable de la provincia de Buenos Aires, tema que fue tratado en la investigación "Mercosur y Comunidad Sudamericana de Naciones, ¿hacia dónde van" -realizada en la Facultad de Ciencias Jurídicas y Sociales de la UNLP- en la que se propuso comprobar si la propuesta financiera de UNASUR responde a sus objetivos fundacionales. En la investigación, en la que se tuvieron en cuenta fuentes de información primarias y secundarias, consultas a informantes calificados y entrevistas a los dirigentes de dos federaciones, se pudo concluir que las cooperativas tienen dificultades para obtener financiamiento bancario y que la fuente de crédito más utilizada es el Banco Interamericano de Desarrollo. El Banco del Sur, que se crea en el contexto de una importante crisis financiera internacional, genera expectativas favorables en los dirigentes cooperativos. No obstante, mientras no se superen las diferencias políticas entre sus miembros no es posible asegurar si podrá financiar un desarrollo equitativo y sostenible como el que anuncian los países que se integraron en UNASUR, ni tampoco si el financiamiento a las cooperativas será una de sus prioridades. ; This article analyzes the financing support to Service Producer Cooperatives providing running watter supply in the province of Buenos Aires, Argentina, a subject of study in the research work "Mercosur and Comunidad Sudamericana de Naciones - ¿Where are they going?", performed by the Faculty of Legal and Social Sciences of the University La Plata, Argentina, in which it was proposed to check if UNASUR's financial proposal actually responds to its initial objectives. In that research work, which took into account primary as well as secondary information sources, inquiries to qualified informants and interviews to boards of directors of two federations, it was concluded that cooperatives have difficulties to obtain banking trade finance and that the most common financing source is the Inter-American Development Bank. The Banco del Sur, created in the context of an important international financial crisis, generates positive hopes in the boards of cooperatives. However, as long as political differences among its members are not overcome, it will not be possible to assure if it will be able to finance an equitable and sustainable development like announced by countries that joined UNASUR, nor if the financing to cooperatives will ever be in its priorities. ; Sección: Economía Política ; Facultad de Ciencias Jurídicas y Sociales
