The persecution of people in Africa on the basis of their assumed or perceived homosexual orientation has received considerable coverage in the popular media in recent years. Gay-bashing by political and religious figures in Zimbabwe and Gambia; draconian new laws against lesbians and gays and their supporters in Malawi, Nigeria and Uganda; and the imprisonment and extortion of gay men in Senegal and Cameroon have all rightly sparked international condemnation. However, much of the analysis thus far has been highly critical of African leadership and culture without considering local nuances, historical factors and external influences that are contributing to the problem. Such commentary also overlooks grounds for optimism in the struggle for sexual rights and justice in Africa, not just for sexual minorities but for the majority population as well. Based on pioneering research on the history of homosexualities and engagement with current lgbti and HIV/AIDS activism, Marc Epprecht provides a sympathetic overview of the issues at play and a hopeful outlook on the potential of sexual rights for all.

AbstractThe Academy, an arm of the International Association for the Scientific Study of Intellectual Disabilities, was formed in 2006 in order to promote clinical and academic skills in low‐ and middle‐income countries (LAMICs) and to carry out educational activities within international events. This article describes the global context of knowledge dissemination and examples of workshops and courses led by Academy members. Discussed are reflections on the important lessons learnt from the Academy experiences to date and recommendations on better coordinating and delivering Academy‐sponsored trainings and consultations in LAMICs.

Bolivia offers a critical, but atypical, case for international democracy promotion. The ongoing political transformation initiated by President Evo Morales constitutes one of the few experiences in the world of a serious effort to build a democracy different from the existing Western liberal models. And this presents a significant challenge to democracy promotion efforts. The United States and Germany -- two main external actors in Bolivia -- have been compelled to react to this challenge. In the case of the United States, an initial phase of wait-and-see escalated in 2008 into an open crisis in bilateral relations. Attempts to adjust U.S. democracy assistance to the evolving political situation in Bolivia failed and by the end of 2009 USAID's democracy program was closed on demand of the Bolivian government. The German government, on the other hand, explicitly supported the political changes initiated by Morales. Bilateral relations between Bolivia and Germany are characterized by general continuity and in terms of democracy assistance Germany largely adjusted its programs to the preferences of the new Bolivian government. International democracy promoters often argue that they are not trying to impose a specific form of democracy from the outside and Bolivia has tested the U.S. and German commitments to this ideal. In fact, both governments have not stuck dogmatically to their particular models or concepts of democracy, but have shown some surprising flexibility. Negative reactions to Morales, especially in the case of the United States, were actually triggered by disagreements on specific policy issues. Bolivia's ongoing democratic transformation suggests that the best external democracy promoters can do under such circumstances is to support processes of inclusive dialogue and constructive conflict resolution. Instead of focusing on a specific political end point -- a given model of democracy -- support should push for a peaceful and inclusive political process of constructing a model appropriate for Bolivia. This, however, requires external actors to unequivocally respect Bolivia's claim to democratic self-determination that encompasses not just the shape of its political system but also its foreign, economic, and narcotics policies

The aim of the research was to study the norms of the current Ukrainian and international legislation, the positions of scientists, educational and reference literature, as well as statistical data, to determine the legal position of the National Police as a subject of prevention and countermeasures against families' victims of violence. In its basic content the article discloses the legal position of the National Police as a subject of prevention and action against domestic violence, performing preventive, police and human rights protection functions. In this context, it was determined that the National Police, as a public authority, implements special measures to prevent and counteract domestic violence, applying, if necessary, administrative coercive measures against offenders. The methodological basis of the research was the comparative legal and systemic analysis, the formal legal method, the method of interpretation, the hermeneutic method, as well as the methods of analysis and synthesis. As a conclusion it is noted that an important aspect of improving the activities of the National Police in Ukraine is to build confidence in the affected families, who are afraid to report the facts of domestic violence for fear of condemnation from the society.

The purpose of the article is to identify the legal instruments that can be used to solve the socio-economic problems of post-conflict Ukraine based on the analysis of international experience. The research methods used were: analysis, synthesis, systematic interpretation, comparison, generalization and prognosis, etc. The socio-economic situation in the Buchanskyi district of the Kiev region of Ukraine after the occupation and military actions is considered. Socio-economic problems associated with the occupation and military actions are justified: destroyed housing, transport infrastructure, social infrastructure, industrial facilities and municipal facilities; low level of socio-economic development of the region; outflow of working population, including qualified specialists; lack of workplaces. It is concluded that, to solve the socio-economic problems of post-conflict Ukraine, such legal instruments can be used as: imposition of special economic zones, granting the status of "recovery territory", creation of innovation parks, simplification of permit procedures for the acquisition of land rights and for the start of reconstruction. Finally, the legal norms that are premises for the use of the above-mentioned legal instruments and revealing the directions of their improvement are investigated.

La création du Conseil international de la philosophie et des sciences humaines : idéal et réalité d'un engagement scientifique et intellectuel, 1947-1955 Le Conseil international de la philosophie et des sciences humaines (CIPSH) est une organisation non gouvernementale créée sous les auspices de l'Unesco en 1949. Il s'agit d'un organe fédérateur qui rassemble en son sein les associations internationales spécialisées relevant du domaine des sciences humaines ainsi que l'Union académique internationale. Le CIPSH est créé en fonction d'une double perspective interdisciplinaire et internationale, et ce, afin de réaffirmer l'enjeu et le sens des sciences humaines dans cette période d'après guerre (1947-1955) où non seulement la responsabilité des intellectuels mais la conception même du champ de la connaissance se trouvent interrogées. L'histoire du CIPSH est ainsi celle de la recomposition d'une communauté intellectuelle au lendemain de la guerre, qui tend à renouveler et à dynamiser le champ de la connaissance à travers ses réalisations et la mise en place d'outils, afin de répondre à la dégradation potentielle que fait peser sur la Science la spécialisation scientifique. La création du CIPSH interroge également l'action de l'Unesco, la manière dont elle conçoit son rôle dans le champ des sciences humaines, et les relations qu'elle entretient avec les représentants de ce champ scientifique. Deux institutions qui renvoient ipso facto à de multiples tensions entre idéal et réalité et dont il s'agit ici de mettre en valeur la réalité de leur développement à la lumière de leurs idéaux.

This paper will focus on the practice of social work within the context of an international Hague Convention concerning children: the 1980 Hague Convention on The Civil Aspects of International Parental Child Abduction. After describing the programmes of International Social Service (ISS) Australia, this organisation's existing approaches to working with families affected by international parental child abduction will be specifically discussed as an example of practice within the context of that Convention. The paper highlights the benefits of social work practice and mediation-based services for families. Dilemmas of practice within a legal framework will then be considered, with particular reference to the trap of uncritical implementation of social work practice as a social control agent of the judicial system. Potential social work contributions in the area of analysis and critique through the perspectives offered by gendered analysis, human rights and children's rights, and the tradition of advocacy as an integral sphere of practice will be discussed, with the paper arguing that for social work to best meet the needs of children affected by this legislation, it must perform its vital functions of social and political critique, and individual and systemic advocacy.
