In der UN-Charta (Art 2, Abs. 4) wird eines der Grundprinzipien des internationalen Rechts wie folgt formuliert: "Alle Mitglieder unterlassen in ihren internationalen Beziehungen jede Androhung oder Anwendung von Gewalt, die gegen die territoriale Unversehrtheit oder politische Unabhängigkeit eines Staates gerichtet ist, da dies mit den Zielen der Vereinten Nationen unvereinbar ist." Das internationale Recht kennt drei Ausnahmen von diesem Prinzip: (1) Wenn der Sicherheitsrat feststellt, dass der Frieden bedroht ist oder gebrochen wurde oder dass es zu einem Angriff gekommen ist, legt er die Maßnahmen fest, die zu ergreifen sind. Dies kann bis hin zu einem militärischen Einsatz gehen (Art. 42 der UN-Charta). (2) Die Selbstverteidigung mit militärischen Mitteln (sowohl als Maßnahme eines Einzelnen als auch als gemeinsames Vorgehen) sowie das Recht eines Staates, sich gegen den Aggressor zu verteidigen (Art. 51 der UN-Charta), sind legitim und garantiert. (3) Den Fall des Krieges zum Zwecke der Befreiung einer Nation kann im Grunde genommen als militärisches Mittel angesehen werden, um das Recht auf Selbstbestimmung für alle Völker zu sichern. Der vorliegende Beitrag geht auf die Frage ein, was unter Selbstverteidigung zu verstehen ist. Dazu wird Art. 51 der UN-Charta interpretierthinsichtlich seiner Relevanz für den Terrorismus: "Bei einem bewaffneten Angriff gegen ein Mitglied der Vereinten Nationen schränkt diese Charta in keiner Weise das naturgegebene Recht auf individuelle oder kollektive Selbstverteidigung ein, bis der Sicherheitsrat die Maßnahmen getroffen hat, die erforderlich sind, um den Frieden in der Welt und die internationale Sicherheit zu gewährleisten. Maßnahmen, die ein Mitglied in Ausübung dieses Rechts auf Selbstverteidigung trifft, sind dem Sicherheitsrat sofort anzuzeigen". (ICA2)

The ambiguous position of de facto regimes in international law has long been the subject of scholarly debate and a source of political conflict. An assessment of the current standing of these regimes in international law and the consequences of actions by international actors on this status has, however, been long overdue. The manner in which de facto regimes are regarded internationally has serious consequences for the individuals under the influence of this legal grey area. Therefore, the study into this problem and possible solutions is of great significance. The 2011 developments in Northern Africa underline the need of contemporary research into this area. This essay aims to clarify the position of de facto regimes in international law and the influence on their status by actions of international actors. The author first argues that de facto regimes have rights and obligations under international law, which provide them with (some form of) international legal personality. He then pleads for a reconsideration of the contemporary legal treatment of these regimes. The author argues against the current system of government recognition and proposes a system that better addresses the needs of both de facto regimes and the international community.

In a recent report by Princeton's Woodrow Wilson School of International Affairs, "Education in U.S. Schools of International Affairs," Princeton's former president Robert F. Goheen presents several crucial factors in the apparent decline of international studies in the U.S. The private sector, which at first demanded broadly-educated professionals, have recently shown little enthusiasm for students of international affairs. This has resulted in lack of funding and lack of interest in the field of international studies. This is paradoxical primarily because the students of international affairs undergo a multidiscplinary curriculum, facilitating their adaptation to practically any field of work following graduation, contrary to those students who have chosen a strict and narrow profession. Unfortunately, much of the fault, according to the report lies with the universities and the graduates themselves, who fail to articulate properly their comparative essential advantage in the broad field of their education. Thompson expounds on a more serious ramification of the decline in interest in international studies: the imminent failure to foresee future international crises. As the case of Iraq's growing power in the Middle East has demonstrated, the U.S. looked the other way, toward the developments in the former Soviet Union, and was not able to act in time to circumvent Iraq's aggression. With the world looking to the U.S. for strategic leadership in ethics and power, Americans cannot afford to deny American youth a strong foundation and education in international studies.

In den letzten zwanzig Jahren hat die transnationale Zusammenarbeit grüner Parteien in organisatorisch verfestigten, grenzüberschreitenden Parteiorganisationen erheblich an Intensität gewonnen. Dies gilt besonders für Europa, seit Mitte der neunziger Jahre aber auch für Afrika und Amerika. Im Gegensatz zu den großen Parteifamilien verfügen die Grünen bislang jedoch noch nicht über eine Internationale, in deren Rahmen grüne Parteien nicht nur auf den einzelnen Kontinenten, sondern auch global dauerhaft zusammenarbeiten. Die Gründung einer solchen Internationale wird mit der Verfestigung der kontinentalen Zusammenarbeit und der fortschreitenden Relativierung ideologischer Grundwerte der Grünen jedoch zunehmend wahrscheinlicher. Finanzielle und gegenseitige Akzeptanzprobleme hindern den Analytiker allerdings noch daran, die Gründung einer grünen Internationale und den damit verbundenen organisatorischen Übergang vom "think globally, act locally" der achtziger Jahre zum "think globally, act globally" der neunziger Jahre und des nächsten Jahrtausends mit Sicherheit vorhersagen zu können. Auf jeden Fall wird die globale Kooperationsstruktur der Grünen von der organisatorischen Verfestigung her unter allen Parteifamilien (soweit diese über eine Internationale verfügen) am wenigsten ausgeprägt sein. Ob damit auch geringere Erfolge bei der globalen politischen Zusammenarbeit einhergehen, bleibt abzuwarten. (Zeitschrift für Parlamentsfragen / FUB)

The concept of international affinity—albeit under different names—captures a central place in international relations research. This study examines how different types of affinity affect the likelihood of conflict between states. The authors discuss different types of affinities as these appear in the realist and liberal paradigms. They offer a social networks conception of structural affinity—the concept of structural equivalence—which reflects the similarity of international ties across a set of different networks. They test the hypotheses derived from these paradigms, using both existing measures of affinity and their own structural equivalence measures. Their findings suggest that (1) strategic affinity has a consistent dampening effect on the probability of dyadic conflict, (2) trade-related affinity does consistently affect the probability of dyadic conflict, and (3) intergovernmental organization-related affinity has a negative impact on conflict, mostly in the twentieth century.

Annotation International Capital Flows in Calm and Turbulent Times analyzes the financial crises of the late 1990s and draws attention to the type of lenders and investors that triggered and deepened the crises. It concentrates on institutional investors and banks and provides detailed analysis of the countries most affected by the 1997-98 Asian financial crisis as well as the Czech Republic and Brazil. It also suggests necessary international financial reforms to make crises less likely. The book is unique in its scrutiny of the type of lenders and investors that triggered and deepened the crises, focusing particularly on institutional investors and banks; allocation of their assets; the criteria used in this process; and the impact of the nature of the investor on the volatility of different types of capital flow. It addresses such questions as: What determines or triggers massive changes in perceptions and sentiment by different investors and leaders? To what extent does contagion spread not just among countries but between actors? What are the policy implications of this analysis? The book concludes by examining the asymmetries in the financial architecture discussions and implementation and by offering policy proposals
