En este artículo presentaremos un mapa de la protesta social en Brasil, Argentina, Chile y Colombia durante el periodo 2019-2020, exponiendo desde un abordaje cuantitativo las tendencias, intensidades, formatos, actores y demandas de la conflictividad social y laboral. El objetivo es, en primer lugar, pensar en términos comparativos cuáles son los cambios y continuidades de la conflictividad social y laboral en el escenario post-pandemia. Por otro lado, buscamos también dar cuenta de cuáles son las tendencias comunes y disimilitudesde la protesta social en cada uno de los países de América Latina seleccionados.

Normative guidelines for addressing project-induced displacement and resettlement have been successful in coercing companies and practitioners to comply with international standards and local requirements. However, good practice has not always been effectively implemented, leading to reduced social wellbeing of people in local communities. We assess how the reciprocal relationships between institutional norms and practitioners' situated perspectives about company-community interactions can improve social management practice. Drawing on Hajer and Versteeg's method of environmental discourse analysis, discussions and storylines about a mining project in Mpumalanga in South Africa were assessed against contextualised discursive conventions in the mining industry. It was found that practitioners learn to manipulate legislative requirements, which ultimately perpetuates the impoverishment of project affected communities. The question is not whether or not practitioners understand the requirements of environmental and social management, but the extent to which such understandings are manipulated for corporate gain as opposed to social good. We consider practitioner rationalities about the purpose and function of environmental and social management, and how it is implemented. We suggest that practitioners and companies should construct positive aspirational identity perspectives about social management that would transcend from their current limited view (that achieving minimum compliance is sufficient) to aspiring to achieve better social development outcomes for all, especially the most disadvantaged. This requires a genuine commitment to obtaining and maintaining a social licence to operate, perspective transformation, a commitment to inclusiveness, and increased capacity for critical reflection.

The article is devoted to revealing the gender aspects of higher education in political science communities in Ukraine (Lviv, Kharkiv, Simferopol) and Moldova (Chisinau) during 2012-2013. This work is a part of a larger study which captures the state of Ukrainian political science during 2012– 2013 and provides a better understanding of the political, social, ethnic, economic, gender and disciplinary views of students on the eve of the Revolution of Dignity. The empirical basis of this article is a survey of the students enrolled in three types of academic program (bachelor's, specialist's and master's degrees) at four universities: Ivan Franko National University of Lviv, V. N. Karazin Kharkiv National University, V. I. Vernadsky Taurida National University and Moldova State University. The answers of the respondents allow to reveal several tendencies. Firstly, male and female students often face various forms of discrimination during their last years of study. Secondly, the percentage of female students who have faced various forms of discrimination in academia is higher than that of male students. Thirdly, it should be noted that in the vast majority of cases respondents report the individual nature of the discrimination they directly perceive, although the data may differ depending on the region and gender. Finally, male and female students were most often discriminated against on political grounds, which is probably understandable given the specialty, location and timing of the survey. In the final part of the article it is concluded that in Ukrainian and Moldovan Academy the basic student level provides a better attitude to women than to men. Given that far more male students than female students agree with this statement, we can interpret this trend as a manifestation of patriarchy. That is, when female students do not see a better attitude but male students do, we are dealing with a hidden source of conflict. ; Стаття присвячена виявленню гендерних аспектів навчання студентів та студенток політологічних спільнот України (Львів, Харків, Сімферополь) і Молдови (Кишинів) у період 2012- 2013 рр. Робота є частиною масштабнішого дослідження, яке фіксує стан української політології у 2012–2013 рр. і дозволяє краще зрозуміти особливості політичних, соціальних, етнічних, економічних, гендерних та дисциплінарних уявлень студентства напередодні подій Революції гідності. Нарешті, найчастіше студенти та студентки зазнавали дискримінації за політичними поглядами, що, напевно, зрозуміло, якщо брати до уваги спеціальність, місця і час проведення опитування. У завершальній частині статті зроблено висновок про те, що в українській та молдавській Академії низовий (базовий) студентський рівень передбачає краще ставлення до жінок, ніж до чоловіків. This study places neglected micro-enterprises within the framework of poverty and vulnerability indicators in Mexico and determines its Social Net Present Value as an approach to the adequate way of measuring their profitability. Results allow to confirm the hypothesis of positive social profitability of this type of projects. Additionally, the evidence shows that the state of vulnerability of this businesses decreases as they receive support. Conclusions point that the decision by the Mexican Government of providing support in terms of financing and training is appropriate, since this contributes to mitigate the condition of poverty of those who promote this kind of enterprises, although these do not always reach the level of income expected in a market of competitive work. ; En este trabajo se ubica a las microempresas marginadas en el marco de los indicadores de pobreza y vulnerabilidad en México y se determina su Valor Actual Neto Social como aproximación a la forma adecuada de medir su rentabilidad. Los resultados permiten aceptar la hipótesis de rentabilidad social positiva para estos proyectos; además, la evidencia muestra que su estado de vulnerabilidad es menor una vez que son apoyadas. Se concluye que es pertinente la decisión del Gobierno de apoyarlas con financiamiento y capacitación, entre otras razones porque ello ayuda a paliar la condición de pobreza de aquellos que las generan, aunque no siempre consiguen alcanzar el nivel de ingreso que se esperaría de un mercado de trabajo competitivo. ; Neste trabalho, localizam-se as microempresas marginalizadas no âmbito dos indicadores de pobreza e vulnerabilidade no México e determina-se seu Valor Presente Líquido Social como aproximação à forma adequada de medir sua rentabilidade. Os resultados permitem aceitar a hipótese de rentabilidade social positiva para esses projetos; além disso, a evidência mostra que seu estado de vulnerabilidade é menor quando são apoiadas. Conclui-se que é pertinente a decisão do governo de apoiá-las com financiamento e capacitação, entre outras razões porque isso ajuda a amenizar a condição de pobreza daqueles que as geram, embora nem sempre consigam atingir o nível de ingresso que se esperaria de um mercado de trabalho competitivo.

Maestría en Planeación y Políticas Metropolitanas. ; Trabajo sobre el funcionamiento de la Asamblea Legislativa del Distrito Federal que busca identificar las modalidades de la gestión pública a través de un balance de la influencia de la participación de la sociedad en el proceso de elaboración de leyes que lleva a cabo un órgano de representación local, se subraya el proceso de eficiencia para elaborar leyes, donde la participación social es el criterio básico para su emisión. Se parte del supuesto de que las leyes mismas son la expresión de políticas públicas, pues representan disposiciones que implicarán acciones sociales específicas al momento de ejecutarse.

La nouvelle stratégie énergétique de la Confédération Suisse pose la question de l'efficacité énergétique comme un défi majeur pour les années à venir. L'installation de « compteurs communicants » (CC) permettant de mesurer la consommation en temps réel et à distance est régulièrement présentée comme une solution pour réduire la consommation énergétique. Cependant, cette nouvelle technologie pose également des questions quant à la libéralisation du marché de l'énergie, à la répartition des coûts de mise en œuvre et la protection des données individuelles. L'objectif de cette recherche est d'accompagner les étapes de développement de ces nouvelles technologies dites « intelligentes » en insistant sur les conditions sociales de l'implantation des premiers compteurs numériques en Suisse Romande. L'approche sociologique nous invite à considérer cette innovation comme un réseau sociotechnique en formation, impliquant des producteurs, des institutions, des usagers et des objets techniques (Latour, 1992 ; Gaglio, 2010). Dans cette étude, on s'intéresse en particulier à la réception des CC par les consommateurs. Quels sont les facteurs sociaux qui conditionnent le succès d'une innovation technologique ? Quels sont les moteurs de l'innovation pour les compteurs communicants en Suisse? Quelles sont les motivations pour leur déploiement ? Comment les premiers compteurs communicants ont-ils été reçus par les premiers usagers ? Dans la première partie de ce travail, on montrera que le processus de « traduction » entre les différents acteurs aux intérêts et aux modes de communication hétérogènes est émaillé de nombreuses controverses. Dans la deuxième partie, on passera à l'étude des aspects sociaux et comportementaux de la consommation énergétique. La troisième partie, dédiée à l'étude de cas « Green E-Value » à Gland (Vaud), invitera le lecteur à découvrir les profils des usagers et à saisir leurs perceptions et réactions face à l'installation des CC dans leurs immeubles. Les principales conclusions de ce travail sont que, si effectivement les CC sont une innovation technique, ils ne sont pas encore une innovation sociale à proprement parler. La « clef du succès » des CC n'est pas contenue dans la technologie elle-même mais dans l'environnement d'implantation. Ce sont finalement les conditions d'appropriation par les usagers qui détermineront leur utilité sociale. Aussi reste-t-il à créer des conditions cadres au déploiement des CC et mettre en place des mesures accompagnatrices – tant de la part des pouvoirs publics que des fournisseurs – pour que les CC puissent réellement tenir leurs promesses d'efficacité énergétique. En guise de conclusion on proposera des pistes d'action aux fournisseurs ainsi qu'à l'attention de l'administration publique.

The purpose of this essay is the analysis of the relationship between the development of the social sciences and the political process in Puerto Rico. This relationship has three fundamental moments. In the first moment we have the initial manifestations of nineteenth-century Puerto Rican social scientific thought in confrontation with Spanish colonial policy. We have also in this period the military conquest of Puerto Rico by the United States and the utilization of religion and the public education system as intellectual tools of Manifest Destiny ideology. In the second period Puerto Rico goes through a process of government sponsored modernization and industrialization. Operation Bootstrap brings many social scientists from the U.S to our country, whose works will have an important impact on Puerto Rican politics. The beginnings of the third period coincide with the weakening of the process of economic development in the island. This is the moment when U.S. social scientists start to be replaced by Puerto Rican professors and researchers. ; El propósito de este ensayo es analizar la relación entre el desarrollo de las ciencias sociales en Puerto Rico y el proceso político puertorriqueño. Esa relación pasa por tres momentos fundamentales. En la primera etapa, tienen lugar las primeras manifestaciones del pensamiento científico social decimonónico puertorriqueño frente a la política colonial española en nuestra isla. También ocurre durante ese periodo, la toma de Puerto Rico como botín de guerra por los Estados Unidos y la utilización de la religión y del sistema educativo como auxiliares intelectuales de la ideología del Destino Manifiesto. En el segundo periodo, Puerto Rico inicia el proceso de modernización e industrialización impulsado por la Operación Manos a la Obra, lo cual trae a nuestro país un número considerable de científicos sociales estadounidenses, cuyos trabajos tendrán un impacto muy importante en la política puertorriqueña. Cuando el proceso de desarrollo económico de Puerto Rico comienza a decaer se inicia el tercer y último periodo analizado, el cual es el momento en que se produce el relevo de los científicos sociales estadounidenses por profesores e investigadores puertorriqueños.
