Inhaltsangabe:Einleitung: Im Dezember 1996 trat ein neues internationales Umweltabkommen in Kraft, die 'United Nations Convention to Combat Desertification in those Countries Experiencing Serious Drougt and/or Desertification, Particularly in Africa'. Seit Anfang der 70er Jahre hatte das Thema Desertifikation auf der internationalen Tagesordnung gestanden, auf der Rio-Konferenz schließlich konnten sich die afrikanischen Staaten mit ihrer Forderung nach einer Wüstenkonvention durchsetzen. Gang der Untersuchung: Die Arbeit untersucht die Geschichte der internationalen politischen Beschäftigung mit Desertifikation als Fallstudie für die Frage nach dem Einfloß von Wissen auf Prozesse der internationalen Politik. Konkret geht es um die Frage, inwieweit Wissenschaft aufgrund ihres vermeintlich neutralen Charakters im anarchischen Raum der internationalen Politik kooperationsfördernd sein kann, wie es Funktionalisten und Neo-Funktionalisten im Gegensatz zu Strukturalisten behaupten. Die Fallstudie stellt damit einen 'Test' der gängigen, vom amerikanischen Politologen Peter-Michael Haas begründeten Epistemic-Community-Literatur dar, die wiederum auf den Neofunktionalisten Ernst Haas aufsetzt. Die sorgfältige Studie zeigt, daß das Zustandekommen der Konvention nicht auf einen wissenschaftlichen Konsens der mit Desertifikation befaßten Wissenschaftler zurückzuführen ist. Im Gegenteil hat sich Desertifikation als wissenschaftliches Konzept zwar im Lauf der letzten fünfundzwanzig Jahre halten können, unterlag dabei jedoch einem starken Bedeutungswandel und ist vor allem bis heute im Kern seiner Bedeutung umstritten. Somit zeigt sich, daß eine Gemeinschaft von 'Desertißkationswissenschaftlern' nicht als Explanans für die Konvention als global gebotenem Umweltabkommen herhalten kann. Gleichzeitig deckt die Fallstudie auf, daß die Entwicklungsländer die Einigung über die Konvention auf der UN-Konferenz für Umwelt und Entwicklung 1992 zwar als Verhandlungserfolg für sich verbuchen können, daß dieser jedoch nicht ohne einen Wandel im Verständnis der Entwicklungshilfepraxis staatlicher und nichtstaatlicher Organisationen möglich gewesen wäre. Der 'bottom-up'-Prozeß der Entwicklungshilfe, essentieller Bestandteil der Desertifikationskonvention, soll unter Einschluß der lokal betroffenen Bevölkerung eine effektivere Bekämpfung der sich verschlechternden Erträge von Böden in Trockengebieten ermöglichen. Gleichzeitig konnten die Entwicklungsländer sich nicht durchsetzen mit ihrer Forderung, im Vertragstext finanzielle Transferleistungen von Nord nach Süd festzuschreiben. Weder Strukturalismus noch Funktionalismus bieten eine befriedigende Erklärung der Desertifikatioszusammenarbeit. Während die Fallstudie die Hoffnung auf Wissenschaft als kooperationsfördernden Faktor in der internationalen Politik entkräftet, gibt sie gleichzeitig Hinweise darauf, daß andere Faktoren als nur die Staaten in der internationalen Politik eine möglicherweise zunehmend wichtige Rolle spielen.

Considerations relevant to the design of an effective system for the international transmission of information are examined. Informational needs of differing countries depend on their SE circumstances; developing countries have needs centered on nation building & economic modernization. Information is also needed to solve global problems. Scientific & technological information has a crucial role to play in social development; the social sciences & SE information offer a basis for guiding such development. Five specific tasks must be undertaken by the social sciences in relation to information: research, classification, construction, conceptualization, & organization. In information exchange between advanced & developing countries, an information system can be viewed as a subsystem of the structure of economic management, having an impact on science in developing countries. It is necessary to define information need at individual, collective, & social levels; users of SE information of various kinds are only a fraction of those who have a need for such information. An international information exchange must be developed. This can draw on national & international services & centers, & on data banks & information networks. Some operational problems of an international system are considered, with attention to problems of law, administration, politics, technology, organization, & linguistics, the last being a major problem for which the USSR's experience is highly relevant. Three contemporary scenarios for the future are offered: an ultimate ideal, a preparatory scenario, & a consideration of methodology. W. H. Stoddard.
The paper tries to shed light on the conceptual link between international crises like the one following September 11, 2001, the Asian financial crisis of 1997/1998, the end of the Cold War or major international conflicts, and processes of change in the international system. It argues that cultural structures rest on their continuous instantiation through social practices, thereby making them coterminous with process. Process is constituted by meaningful acts of social agents, and can thus only be grasped by analysing meaning. Meaning is transmitted by language. Meaningful language is never reducible to individual speakers; it is a social act. In the paper, I call this process discourse. Linking Critical Discourse Analysis (CDA) with the theory of hegemony developed by Ernesto Laclau and Chantal Mouffe, I will finally be able to show how hegemonic discourses serve as the nexus between crises and cultural structures and how they make cultural change possible. ; Der Artikel untersucht den theoretischen Zusammenhang zwischen internationalen Krisen wie der Asienkrise, dem Ende des Kalten Kriegs oder den Folgen des 11. September 2001 und Prozessen des kulturellen Wandels in der internationalen Politik. Das Ausgangsargument lautet, dass sich kulturelle Strukturen im politischen Prozess permanent neu bilden; Kultur wird durch den sozialen Interaktionsprozess konstituiert. Durch Sprache erzeugte Bedeutung verleiht dem Prozess seine sozialwissenschaftlich analysierbare Substanz. Sprache ist niemals als isolierter Akt, sondern immer als soziale Handlung zu verstehen. In dem Artikel wird dieser Zusammenhang mit dem Begriff des Diskurses beschrieben. Als Analyseraster werden Einsichten der Kritischen Diskursanalyse mit der Theorie der Hegemonie von Ernesto Laclau und Chantal Mouffe verbunden.

A speculative analysis of disturbing trends evident now, which will require attention from decision-makers in twenty-five years time, identifies a number of problems with structural implications. Assets for broaching these problems are analyzed leading to an assessment of the requirements for global leadership. A comparison between the situation in 2010 and 2035 demonstrates the necessity for and likelihood of change. Options range from global suicide to a consortium of rising and declining great powers. The outcome will need to reflect forces rising bottom–up in global society. Examples of the strengths and weaknesses of India's contribution are given.
