Leading international economists assess the effects of the 2004 expansion of the European Union.In May 2004 the European Union will undergo the largest expansion in its history when ten countries--Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia, and Slovenia--become members. The number of new members and their diversity make this "big bang" enlargement particularly challenging. Not only do these countries vary widely in language, culture, and geography, but also their per capita income is less than half that of existing members. EU officials believe that expanded integration will serve the EU's objectives of peace, stability, prosperity, and democracy; but the less abstract questions of costs and benefits of enlargement are more complex.Each of the chapters in this CESifo volume addresses a different aspect of EU expansion. The contributors, all leading international practitioners and scholars, consider such topics as the effect of euro zone expansion on European Central Bank monetary policy making; using the euro as an external anchor for a national currency; worker migration and income differentials; the Swiss experience with immigration policy in a direct democracy framework; detailed sector analysis using a computable general equilibrium model of the world economy; investment and job creation and destruction in incumbent member countries; and the asymmetric effects of enlargement on high- and low-income incumbent countries. Taken together, the chapters provide useful guidance in shaping the EU policies of the future.

It has been argued that since the mid 1990s the European Commission, with the support of the European Court of Justice, has launched a concerted attack on the institutions of 'organised' or 'non-liberal' capitalism in member states. In combination, these two institutions are said to possess both the will and, more importantly, the capacity to enforce a liberal transformation of national economic governance institutions across much of Europe. This article evaluates these claims, firstly, through an analysis of the EU's efforts to strengthen the rights of shareholders within the governance of corporations. It identifies the principal political factors that mediate and mitigate the impact of this reform programme through an examination of the fate of the Commission's efforts to create functioning markets for corporate control and for firm incorporation. It then, secondly, assesses the related but broader question of the viability of narrowly focused regulatory reform programmes as a mechanism for transforming governance institutions, through the conduct of a case study of the impact of shareholder protection reforms on corporate governance in Italy. While acknowledging the extent of the obstacles to coherent reform and the limited impact of the reform programme, it finds that the capacity of Commission and ECJ activism to 'dis-organise' national governance systems is real and significant. This study is a cross-national comparative content analysis of the coverage of European Union politics in British, Danish, Dutch, French, & German television news. The study identifies key characteristics of the coverage & investigates influences shaping the coverage. In the majority of countries studied, EU politics was marginally represented in national television news. EU officials, too, were absent in the news. However, if the EU was covered, EU politics was more prominently presented than other political news. Three influences were found to positively contribute to the amount & prominence of EU news: it was more prominent in public broadcasting news programs, in countries with higher levels of public satisfaction with democracy, & during periods around EU summits. The visibility of EU officials in television news was highest in public news programs. The findings suggest that, with EU coverage being of limited visibility & without protagonists, the Europeanization of television news coverage is more an illusion than reality. 3 Tables, 1 Appendix, 36 References.
