A key issue in the renewal of the inflation-control agreement is the question of the appropriate level of the inflation target. Many observers have raised concerns that with the reduction in the neutral rate, and the experience of the recent financial crisis, the effective lower bound (ELB) is more likely to be binding in the future if inflation targets remain at 2 per cent. This has led some to argue that the inflation target should be raised to reduce the incidence of ELB episodes. Much of this debate has assumed that the ELB is close to, but not below, zero. Recently, however, a number of central banks have introduced negative policy interest rates. This paper outlines the concerns associated with negative interest rates, provides an overview of the international experience so far with negative policy rates and sets out some general observations based on this experience. It then discusses how low policy interest rates might be able to go in these economies, and offers some considerations for the renewal of the inflation-control agreement. ; Une dimension centrale du débat entourant le renouvellement de l'entente sur la cible de maîtrise de l'inflation est celle du niveau approprié de cette cible. This article analyses and assesses the hitherto achievements in the negotiations of the five permanent members of the Security Council plus Germany with Iran devoted to the limitation of its nuclear program and normalization of the mutual relations. This is prerequisite of the full normalization of political and economic relations between Iran and Western states. An interim agreement struck in the end of November 2013 in Geneva has not led, for the time being, to the signing of the permanent agreement. On the contrary, the negotiations were extended for the third time since November 2013 till June 2015. There is a danger that Iran will get another extension in June this year and will be able to play for time again. Thus it is reasonable to doubt whether Iran wants a deal with theWest or tries to produce a nuclear bomb in the near future, The Obama administration conducts rather "soft" policy towards Iran as the U.S. needs that country in the war with the Islamic State. On the other hand even the present U.S. administration cannot accept a deal that allows Iran to expand its nuclear programme and enrich uranium to 20%. From various reasons the present stalemate in the negotiations with Iran cannot be resolved with the use of military force. Thus the only hope is that Iran will reconsider all benefits connected with the normalization of its economic and political relations with the West and finally sign a deal with the United States and other Western states. ; Celem artykułu jest analiza dotychczasowych osiągnięć negocjacji prowadzonych przez pięciu stałych członków Rady Bezpieczeństwa ONZ i Niemiec z władzami Iranu. Porozumienie tymczasowe, podpisane w listopadzie 2013 r. w Genewie nie doprowadziło do zawarcia ostatecznych uzgodnień. Wynegocjowane 2 kwietnia 2015 r. porozumienie ramowe z Lozanny, choć powinno być uznane za sukces przez fakt prowadzenia rozmów, to brak konkretnych ustaleń nakazuje uznać je za negocjacyjne niepowodzenie.

This dissertation examines how international security institutions affect the behavior of states. These institutions seem to defy existing theory: punishment is difficult and information hard to come by, yet security institutions often boast near-universal membership and seem to enjoy high levels of compliance. I argue that these institutions can effectively constrain state behavior because states use the membership and compliance decisions of others as important clues about the efficacy of an institution and about states' underlying policy preferences. I test my hypotheses using data on states' pursuit of nuclear weapons and their membership in the various international agreements that make up the nuclear nonproliferation regime. Chapter 1 summarizes my argument and the contribution of this work to the literature on international organizations and international security. Chapter 2 presents a new theory of compliance in which a state's decision to abide by an international commitment is driven by the track record of the institution---the institution's recent history of compliance. Using data on nuclear weapons programs between 1968 and 2010, my analysis shows that members of the nuclear nonproliferation regime are more likely to pursue nuclear weapons when there have been a greater number of recent violations of the regime. In Chapter 3, I argue that deeper security institutions may actually attract more members, because states will only join institutions when they have some reassurance that other member states will comply. I find that states are more likely to join the nuclear nonproliferation regime when various indicators--- verification, enforcement, and compliance---indicate greater depth. Chapter 4 examines selective enforcement within international security institutions. I argue that enforcing states look to the policy preferences of violators when deciding whether to punish their transgressions. I use data on membership in the various agreements that make up the nuclear nonproliferation regime to derive a new measure of state preferences over nonproliferation policy issues, and show that a state's pattern of treaty memberships within the regime significantly affects the likelihood that the international community will pursue costly enforcement measures if the state seeks nuclear weapons

A. Che' Amat et al. ; Animal tuberculosis (TB) caused by infection with Mycobacterium bovis and closely related members of the M. tuberculosis complex (MTC), is often reported in the Eurasian wild boar (. Sus scrofa). Tests detecting antibodies against MTC antigens are valuable tools for TB monitoring and control in suids. However, only limited knowledge exists on serology test performance in 2-6 month-old piglets. In this age-class, recent infections might cause lower antibody levels and lower test sensitivity. We examined 126 wild boar piglets from a TB-endemic site using 6 antibody detection tests in order to assess test performance. Bacterial culture (. n=. 53) yielded a M. bovis infection prevalence of 33.9%, while serum antibody prevalence estimated by different tests ranged from 19% to 38%, reaching sensitivities between 15.4% and 46.2% for plate ELISAs and between 61.5% and 69.2% for rapid immunochromatographic tests based on dual path platform (DPP) technology. The Cohen kappa coefficient of agreement between DPP WTB (Wildlife TB) assay and culture results was moderate (0.45) and all other serological tests used had poor to fair agreements. This survey revealed the ability of several tests for detecting serum antibodies against the MTC antigens in 2-6 month-old naturally infected wild boar piglets. The best performance was demonstrated for DPP tests. The results confirmed our initial hypothesis of a lower sensitivity of serology for detecting M. bovis-infected piglets, as compared to older wild boar. Certain tests, notably the rapid animal-side tests, can contribute to TB control strategies by enabling the setup of test and cull schemes or improving pre-movement testing. To re-establish tissue integrity, epithelial cells exhibit coordinated motion into the void by active crawling on the substrate and by constricting a supracellular actomyosin cable. Coexistence of these two mechanisms strongly depends on the environment. However, the nature of their coupling remains elusive because of the complexity of the overall process. Here we demonstrate that epithelial gap geometry in both in vitro and in vivo regulates these collective mechanisms. In addition, the mechanical coupling between actomyosin cable contraction and cell crawling acts as a large-scale regulator to control the dynamics of gap closure. Finally, our computational modelling clarifies the respective roles of the two mechanisms during this process, providing a robust and universal mechanism to explain how epithelial tissues restore their integrity. ; publishersversion ; published

This is an open-access article distributed under the terms of the Creative Commons Attribution License. ; Within the past years there have been substantial changes to our understanding of haematopoiesis and cells that initiate and sustain leukemia. Recent studies have revealed that developing haematopoietic stem and progenitor cells are much more heterogeneous and versatile than has been previously thought. This versatility includes cells using more than one route to a fate and cells having progressed some way towards a cell type retaining other lineage options as clandestine. These notions impact substantially on our understanding of the origin and nature of leukemia. An important question is whether leukemia stem cells are as versatile as their cell of origin as an abundance of cells belonging to a lineage is often a feature of overt leukemia. In this regard, we examine the coming of age of the >leukemia stem cell> theory and the notion that leukemia, like normal haematopoiesis, is a hierarchically organized tissue. We examine evidence to support the notion that whilst cells that initiate leukemia have multi-lineage potential, leukemia stem cells are reprogrammed by further oncogenic insults to restrict their lineage decision-making. La coyuntura actual respecto al proceso de negociación que se adelanta en Colombia entre el gobierno de Juan Manuel Santos y las Fuerzas Armadas Revolucionarias de Colombia para dar por terminado el conflicto que ha afligido durante más de cinco décadas a la nación, pone de manifiesto un momento decisivo en el que tanto académicos como políticos y sociedad civil se cuestionan frente a los posibles efectos que puedan darse en el contexto político colombiano. Es por ello, que esta investigación tiene como objetivo analizar la participación política de los desmovilizados en el caso de El Salvador tras la firma del Acuerdo de Paz, como herramienta metodológica de comparación para el caso colombiano. De acuerdo con lo anterior, la investigación es de tipo cualitativo en tanto que utiliza variables como los procesos de negociación de El Salvador y Colombia a través del método comparativo, para de este modo desarrollar un análisis proyectivo sobre los posibles cambios políticos que se pueden afrontar en Colombia luego de la firma de un Acuerdo de Paz definitivo para la historia nacional. ; The current situation about the Colombian peace negotiation between Juan Manuel Santos's government and the Revolutionary Armed Forces of Colombia, which seeks the ending of the conflict that's been affecting the nation over five decades, is in its vital moment, in which academic, political and civil society are questioned about the potential effects that may happen in the Colombian political context after the dialogues.Taking that into acount, the purpose of this research is to analyze the political participation of demobilized people in the case of El Salvador after the signing of the Peace Agreement, as a methodological tool to compare with the Colombian case. Starting from this, the research is qualitative in the action of using qualitative variables as the peace negociations of El Salvador and Colombia; through the comparative method. In that way, it's easier to develop a prospective analysis of possible political changes that may happen in Colombia,following the signing of a peace agreement, valuable to colombian national history.

This paper looks at the role that bullfighting and FC Barcelona have played in the growing independence movement in Catalonia. This article will discuss nations, the importance of bullfighting and soccer to Iberian cultures, Catalan political parties and their role in the nationalist movement, the vote to prohibit bullfighting and FC Barcelona´s increasing political conscious. I conclude that bullfighting and soccer have been used by political parties and those associated with the nationalist movement to foster feelings of difference with Spain. These feelings have been passed from the top down to the Catalan people and risk alienating those who are not in agreement with the nationalist movement. ; Resumen: Este trabajo examina el papel que la corrida de toros y el equipo de fútbol FC Barcelona han hecho en el movimiento continuo hacia la independencia en Cataluña. Discute el concepto de la nación, la importancia de las corridas y el fútbol en culturas ibéricas, partidos políticos catalanes y su rol en el voto a favor de la prohibición de las corridas en Cataluña y la evolución de la conciencia política cada vez más evidente de FC Barcelona. Concluyo que los partidos políticos y otros asociados con el movimiento hacia la independencia se han aprovechado de las corridas y el fútbol para destacar diferencias culturales con España. However, many consider animal traditions, including those in great apes, to be fundamentally different from human cultures, largely because of lack of evidence for cumulative processes and normative conformity, but perhaps also because current research on ape culture is usually restricted to behavioral comparisons. Here, we propose to analyze ape culture not only at the surface behavioral level but also at the underlying cognitive level. To this end, we integrate empirical findings in apes with theoretical frameworks developed in developmental psychology regarding the representation of tools and the development of metarepresentational abilities, to characterize the differences between ape and human cultures at the cognitive level. Current data are consistent with the notion of apes possessing mental representations of tools that can be accessed through re-representations: apes may reorganize their knowledge of tools in the form of categories or functional schemes. However, we find no evidence for metarepresentations of cultural knowledge: apes may not understand that they or others hold beliefs about their cultures. The resulting Jourdain Hypothesis, based on Moliere's character, argues that apes express their cultures without knowing that they are cultural beings because of cognitive limitations in their ability to represent knowledge, a determining feature of modern human cultures, allowing representing and modifying the current norms of the group. Differences in metarepresentational processes may thus explain fundamental differences between human and other animals' cultures, notably limitations in cumulative behavior and normative conformity. Future empirical work should focus on how animals mentally represent their cultural knowledge to conclusively determine the ways by which humans are unique in their cultural behavior. ; Publisher PDF ; Peer reviewed

Mixing processes in the FSC are thought to result in an exchange of properties between the channel's inflow and outflow, with wider implications for this circulation; the nature of this mixing in the FSC is, however, uncertain. To constrain this uncertainty, we used a novel empirical method known as Parametric Optimum Multi-Parameter (POMP) analysis to objectively quantify the distribution of water masses in the channel in May 2013. This was achieved by using a combination of temperature and salinity measurements, as well as recently available nutrient and δ18O measurements. The outcomes of POMP analysis are in good agreement with established literature and demonstrate the benefits of representing all five water masses in the FSC. In particular, our results show the recirculation of Modified North Atlantic Water in the surface layers, and the pathways of Norwegian Sea Arctic Intermediate Water and Norwegian Sea Deep Water from north to south for the first time. In a final step, we apply the mixing fractions from POMP analysis to decompose the volume transport through the FSC by water mass. Despite a number of caveats, our study suggests that improved estimates of the volume transport of Atlantic inflow towards the Arctic and, thus, the associated pole-ward fluxes of salt and heat are possible. A new prospect to more accurately monitor the strength of the FSC branch of the thermohaline circulation emerges from this study. ; Publisher PDF ; Peer reviewed

In this paper, we consider the nature, feasibility, and implications of the IOC's promotion of its universalist position in terms of the ethical standards it promotes in relation to universal principles of good governance. A major problem in this respect is the culturally diverse set of constituencies that are incorporated within the Olympic movement, such that the imposition of 'one size fits all' policies may be impractical and in many instances undesirable. The authors of this paper therefore argue that although universal agreement is often impractical, general agreement may often be established. The paper therefore presents an approach to balancing centrally promoted principles of good governance with local preferences in terms of the weighting to be given to particular values within the operationalization of good governance. This approach, based on the Analytic Hierarchy Process technique, developed by Thomas Saaty and widely employed in decision-making with regard to evaluating and weighting alternatives, is introduced here in the context of the evaluation of National Sport Federations in Iran. The paper highlights ways in which this technique allows for the expression of local priorities within the general framework of good governance principles in ways which satisfied both global and local priorities. In effect, it is a practical example of what Robertson has termed glocalization. The paper concludes by applying this framework to an evaluation of the National Federation (NF) of Football in Iran as an example of how this technique will be used for the purposes of ranking NFs in terms of performance with respect to elements of good governance which will inform both self-assessment by the NF and the decision-making process for allocation of funds by government to NFs in Iran in the future.

The reality of economic institutions in Africa is indeed quite complex. Integration in this Continent, though has common characteristics with the integration schemes that are taking place in other regions of the planet have, however, its own peculiarities. African States have designed a framework of cooperation and economic integration that, across its different regions and led by the African Union, tends to the establishment of an Economic African community. The analysis of the different integration processes in Africa shows not only the proliferation of these agreements but, also, the eminently economic character that the African integration currently has. The commercial and economic aspects take precedence over other components, although the main objective is in fact political integration at the continental level. The great number of economic agreements and the different institutions of this nature do not facilitate a proper and systematic integration. On the contrary, they represent an obstacle in the progress that Africa needs for its economic and social development. ; La realidad de las instituciones económicas en África es muy compleja. La integración en este continente, aunque presenta características comunes con los esquemas de integración que tienen lugar en otras regiones del planeta, expresa, también, sus peculiaridades. Los Estados africanos han diseñado un marco de cooperación e integración económica que, a través de las diferentes regiones, tiende al establecimiento de una Comunidad económica africana, liderada desde la Unión Africana. El análisis de los diferentes procesos integracionistas en África revela no sólo la proliferación de estos acuerdos sino, también, el carácter eminentemente económico que, en la actualidad, tiene la integración africana. Los aspectos comerciales y económicos priman sobre los componentes de otra índole, aunque, en realidad, el objetivo último sea la integración política a escala continental. Los numerosos acuerdos económicos y las diferentes instituciones de esta naturaleza no facilitan una integración ordenada y sistemática y llega a constituir un obstáculo en los avances que precisa África para su desarrollo económico y social.

AbstractPrevious studies indicate that at least some aspects of audiovisual speech perception are impaired in children with specific language impairment (SLI). However, whether audiovisual processing difficulties are also present in older children with a history of this disorder is unknown. By combining electrophysiological and behavioral measures, we examined perception of both audiovisually congruent and audiovisually incongruent speech in school‐age children with a history of SLI (H‐SLI), their typically developing (TD) peers, and adults. In the first experiment, all participants watched videos of a talker articulating syllables 'ba', 'da', and 'ga' under three conditions – audiovisual (AV), auditory only (A), and visual only (V). The amplitude of the N1 (but not of the P2) event‐related component elicited in the AV condition was significantly reduced compared to the N1 amplitude measured from the sum of the A and V conditions in all groups of participants. Because N1 attenuation to AV speech is thought to index the degree to which facial movements predict the onset of the auditory signal, our findings suggest that this aspect of audiovisual speech perception is mature by mid‐childhood and is normal in the H‐SLI children. In the second experiment, participants watched videos of audivisually incongruent syllables created to elicit the so‐called McGurk illusion (with an auditory 'pa' dubbed onto a visual articulation of 'ka', and the expectant perception being that of 'ta' if audiovisual integration took place). As a group, H‐SLI children were significantly more likely than either TD children or adults to hear the McGurk syllable as 'pa' (in agreement with its auditory component) than as 'ka' (in agreement with its visual component), suggesting that susceptibility to the McGurk illusion is reduced in at least some children with a history of SLI. Taken together, the results of the two experiments argue against global audiovisual integration impairment in children with a history of SLI and suggest that, when present, audiovisual integration difficulties in this population likely stem from a later (non‐sensory) stage of processing.
