One of the most striking financial developments in recent years was the emergence of sovereign wealth funds (SWFs) – large publicly owned investment portfolios, which until recently were growing rapidly in both number and size. In a global environment already roiled by a prolonged credit crisis, SWFs raise tricky and potentially controversial new questions for international financial regulation. One issue of concern to many in host countries is the possibility that some SWFs might be used for overt or tacit political purposes, posing a challenge for global monetary governance: a Great Tradeoff between, on the one hand, the world community's collective interest in sustaining the openness of capital markets; and on the other hand, the legitimate national security concerns of individual host countries. Can some balance between the two be found that will be both stable and acceptable to all concerned? Individually as well as collectively, recipient countries have begun to address the regulatory challenge directly. To date, however, accomplishments have been slight and have failed to stem a noticeable drift toward financial protectionism. A review of some recent proposals suggests that there is no foolproof solution to the Great Tradeoff. But the potential for controversy could be significantly reduced by a negotiated agreement among host governments addressing three key issues: (1) definitions; (2) risk assessment; and (3) dispute resolution. The most logical venue for such an exercise would be the OECD, building on its already extensive experience with international investment issues.

What is the relationship between national security & human security? One of the key factors in this relationship is responsibility & how it affects both human relations & the practice of statecraft. It is often taken for granted that human security follows national security; however, the true foundation of human security lies in its moral groundwork, & in its commitment to both equality & quality of life. Yet, it must be realized that the preservation of human security at all costs is not always the best course of action. This article explores some of the conceptual, political and historical links between social and national security. Social security and national security are not often talked about together, despite the recent surge of interest in widening the security agenda. The first aim of this article is to contribute to critical ways of thinking security by identifying the issues connecting social and national security. The second aim is to suggest that if there is any mileage in the idea of 'securitization' as a process, its primary example may lie in the realm of social security. The third aim is to link social security and national security via the notion of economic security, bringing together themes within international political economy and security studies in an argument about the fabrication of economic order.

Towards the large number of dangers to state security around the world we made an attempt to clarify the issue of instability approach within the political risk as well as to present its financial dimension. Presented paper consists of some parts. Firstly, we elucidate the place of national insecurity within the political risk. Secondly, short description of drivers from instability approach was made. Thirdly, we reviewed the results of empirical tests scrutinizing the insecurity threats to financial market stability. Next, interdependencies between national insecurity and selected financial indicants were depicted. Finally, we drew some conclusions. We concluded that internal and external violence poses a threat to national finance. However, financial market vulnerability to this peril depends on country economic and financial development.

The accident in Baltimore is both a human tragedy and a reminder of how an adversary could seek to close critical waterways. By taking sustained actions to prevent and respond more effectively to obstructive attacks, the United States can help mitigate the risk and protect the maritime movements on which its security depends.
