Understanding why donors give money to legislative candidates is vital for assessing how money influences politics. In this paper, I test theories of why political action committees (PACs) and individuals, the two largest sources of campaign money, contribute to legislative candidates. Using a variety of data at the state and federal level, I show dramatic differences between individual and PAC contribution patterns. An original survey of donors in the 2012 election cycle shows that individuals consistently rank ideological concerns as highly important when deciding where to give. Finally, using two different within-legislator designs, I show a causal relationship between incumbency, ideology, and contributions. These results provide the most direct and comprehensive test of contributor motivations to date.1

For candidates and voters alike, U.S. politics is a gendered space in which women are often underrepresented. Participation from women is assumed to equalize representation and voice in the political process; however, little research has explored gender influence on campaign agendas, particularly in non-news contexts. This study applies a quantitative content analysis to explore the influence of (1) candidate gender, (2) journalist gender, and (3) voter gender on the presidential debate agenda. In examining the issue focus of debate questions, we find that participation from women candidates and women journalists does little to improve agenda diversity and that the agendas set by women journalists fail to satisfy the issue priorities of women voters participating in these same debates.

This article is about responses to the 'most important issue' question used in numerous election polls and surveys. Following Wlezien's work, two interpretations of the question can be sketched: (1) personal (the issue most important to the respondent) and (2) contextual (the issue that respondents perceive as topping the national political agenda). Using British Election Study data from 2005, the author shows that issues prominent in that campaign were often cited as most important by respondents who were neither particularly knowledgeable about those issues nor particularly influenced by them when voting. In sum, the contextual interpretation predominates. Hence, whatever else it is, 'most important issue' is not an accurate gauge of salience effects in models of vote choice.
