In 2000, the United States Congress passed the Victims of Trafficking and Violence Protection Act requiring its State Department to issue annual Trafficking in Persons Reports (TIP Reports) describing "the nature and extent of severe forms of trafficking in persons" and assessing governmental efforts across the world to combat such trafficking against criteria established by US law. This article examines the opportunities and risks presented by the TIP Reports, tracing their evolution over the past decade and considering their impact on the behavior of states. In looking to the future, the article focuses on how this influential unilateral compliance mechanism could improve its legitimacy, respond to negative impacts, and better contribute to the international legal regime around trafficking. The United States has long enjoyed being on the cutting edge in its devotion to building a vibrant higher education sector. After a century of leading the world in participation rates in higher education, however, there are strong indications that America's advantage is waning. The academic research enterprise remains relatively vibrant. However, participation and degree attainment rates have leveled off and are showing signs of actual decline in a number of major states with large populations--and this seems to be more than just a bump or short-term market correction. Other competitive nations, and in particular key members of the European Union, along with China, India and other developing economies, are aggressively nurturing their higher education systems, expanding access, and better positioning themselves in the global economy. They have been trying harder, while in the US public funding for higher education has declined. The nation's international and domestic concerns lie elsewhere. In addition to outlining these reasons that America's higher education advantage is waning, this article also discusses the possible consequences.

The special legal regime of the free port of Vladivostok simplifies the attraction of foreign labor force to enterprises. The current legislation of the Russian Federation does not fully guarantee the rights of such workers who have the status of labor migrants, since the current international standards for the protection of their rights are not ratified by the Russian Federation, nor are international standards for protecting the rights of indigenous peoples. The aim of this work is to analyze the issues of ensuring international labor standards at the enterprises of the free port of Vladivostok and to consider the theoretical aspects of this problem. In order to obtain the most reliable scientific results, a number of general scientific (system-structural, formal-logical and hermeneutical methods) and special legal methods of cognition (comparative legal and formal-legal methods) were used in complex. The results of the study are provisions on the need to include residents of the free port of Vladivostok in the system of shared responsibility of participants in the global supply chain and using one of the available models: a model of individual responsibility or a model of shared responsibility of companies to employees in the enterprise. The obtained results can be used for qualitative improvements of institutional and regulatory and socio-economic conditions for the development of the Far East, as well as for certain zones with a special economic regime of functioning. The author came to conclusions about the difficulties that exist in the way of ratification and further implementation of international labor standards: corruption, imperfect legal and institutional mechanisms, the lack of political will to resolve problems. The author sees the solution to the existing problems in the active participation of resident companies in securing the rights of workers in their enterprises located in special economic zones. The purpose of this work is to analyse the role of the international actors and local authorities in the elaboration and implementation of policies of integration of immigrants through housing. Several experiences of failure of integration policies in developed countries make national and local policymakers to create new measures and/or to transfer already existing policies with the aims of helping immigrants to become an integrated part of the host society and to decreasing social tensions. Housing plays an important role in the integration process. Many countries among other policies of integration of immigrants are using social housing, which not only solve existing problems, but also brings new challenges. The examples of Germany and the city of Stuttgart that has been analyzed in the case study show that local authorities play a vital role in the process of integration of immigrants through housing policies and that the best practice examples of integration policies may be transferable with the help of international actors and networks. ; Le but de ce travail est d'analyser le rôle des acteurs internationaux et des autorités locales dans l'élaboration et la mise en oeuvre de politiques d'intégration des migrants à l'aide du logement. We examine the global determinants of the illicit international narcotics trade and the specific roles that states play in it, a topic understudied by international relations scholars. We develop the first comprehensive global data set of state involvement in international narcotics trafficking and then use the data set to empirically test hypotheses concerning the likelihood of countries to serve as transit states for the transshipment of illicit drugs. We find that more-globalized countries are more likely to act as transit states and that the size of the economy, as well as state corruption and a weak rule of law, are positively related to the probability of acting as a transit state. States with a more stable political environment are also more likely to be transit states.(International Interactions (London)/ FUB)
