Fitting to its doctrine of preventiv war, the Bush Administration founded a bureau of reconstruction, designing reconstruction plans for countries which are still not destroyed. Reconstruction after war or after a "natural disaster" developed to a profitable branch of capitalist investment. Die Autorin zeigt in ihrem Beitrag, dass die europäischen Städte erfolgreiche Strategien entwickelt haben, um ihr politisches Gewicht innerhalb des Mehrebenensystems der EU zu stärken und städtische Interessen in den europäischen politischen Prozess einzubringen. Seit den 1990er Jahren sind Konturen einer europäischen Städtepolitik sowohl auf lokaler als auch supranationaler Ebene zu erkennen und die transnationalen Städtenetzwerke - die sogenannten "Eurocities" - weisen einen neuartigen und innovativen Charakter auf. Dabei bildet vor allem das Kohäsionsziel der Europäischen Kommission eine Grundlage für eine vertraglich nicht vorgesehene Stadtentwicklungspolitik. Die Gemeinschaftsinitiative URBAN, welche auch Städtenetzwerke unterstützt, ist zurzeit das ambitionierteste Projekt, denn Teile der EU-Strukturpolitik werden darin erstmals auf städtische Gebiete hin ausgerichtet. Die Autorin skizziert den aktuellen Stand der Auseinandersetzungen um die Zukunft der städtischen Dimension innerhalb der europäischen Strukturpolitik und geht abschließend der Frage nach, inwieweit von der Entstehung neuer Denk- und Kooperationsräume gesprochen werden kann.
