This article examines the role of the International Organization for Migration (IOM) and the United Nations High Commissioner for Refugees (UNHCR) in the implementation of the European Union (EU) migration and asylum policy in Niger. Building on policy analysis and qualitative interviews with stakeholders, it contributes to the literature on the externalization process of EU borders. The first part of the article focuses on the international and local context in which this process has taken place in Niger since 2015. The second part refers to the principal-agent (PA) theory inspired from economics to model the dynamics of the delegation relationships linking the European Commission (EC) to the IOM and the UNHCR in Niger. It is argued that the two main objectives pursued by the EU through the externalization of its migration and asylum policy-namely the offshoring of border control and the outsourcing of asylum claims processing- A re respectively fulfilled by the IOM and the UNHCR in Niger. The United Nations Convention against Corruption (UNCAC) has established the internationalrestitution of corruption-related assets as a fundamental principle. Although France is a State Party ofthe UNCAC, it has never returned any funds in the context of this convention unlike other Statessuch as Switzerland. However, French Law has been substantially strengthened in the areas of assetrecovery and the fight against international corruption over the last few decades. It is even largelycompliant with the UNCAC. Furthermore, France has always been attractive for wealthy foreignpublic officials whose fortune is sometimes questioned. It remains also a major economic player onthe international scale. In this context, the question arises as to why France has not so far returnedany corruption-related assets. This work presents the numerous legislative, judicial or institutionaldevelopments that have recently enhanced the French asset recovery and anti-corruption legalframework. When necessary, it suggests certain improvements. But it also proposes major reforms tomake asset recovery effective in France as well as the return of confiscated funds to the Statesvictims of corruption ; La Convention des Nations Unies contre la corruption (CNUCC) a érigé en principe fondamental larestitution internationale des avoirs de la corruption. Testimony issued by the Government Accountability Office with an abstract that begins "The overall goal of the U.S. National Drug Control Strategy, prepared by the White House Office of National Drug Control Policy (ONDCP), is to reduce illicit drug use in the United States. GAO has issued more than 20 products since 2000 examining U.S.-funded international programs aimed at reducing the supply of drugs. These programs have been implemented primarily in drug source countries, such as Colombia and Afghanistan as well drug transit countries, such as Mexico, Guatemala, and Venezuela. They have included interdiction of maritime drug shipments on the high seas, support for foreign military and civilian institutions engaged in drug eradication, detection, and interdiction; and rule of law assistance aimed at helping foreign legal institutions investigate and prosecute drug trafficking, money laundering, and other drug-related crimes."

Nach Beendigung des Krieges mit Rußland stellte sich für Tschetschenien die Frage, ob der militärisch erfolgreiche Sezessionskampf eine tschetschenische Nation geschaffen habe. Der Kriegsbeginn hatte mit dem Gegenteil zu tun gehabt: Moskauhatte seit September 1994 mit geheimdienstlich-militärischen Mitteln in Machtkämpfe eingegriffen, in denen sich Dudaev - seit 1991 die Verkörperung der 'tschetschenischen Revolution' - mit innenpolitischer Opposition auseinanderzusetzen hatte. Erst Moskaus Krieg gegen die Zivilbevölkerung in Tschetschenien ließ eine Widerstandsnation entstehen, die ihre Kräfte gegen einen materiell überlegenen Gegner mobilisierte und diesen schließlich zum Rückzug zwang. Der Krieg ließ gleichwohl eine zerrissene Gesellschaft zurück, in der die Führer der 'boeviki', die Feldkommandanten, zu innenpolitischen Akteuren und wirtschaftlichen Unternehmern wurden. Die Nachkriegsentwicklung zeigte, daß Sezessionsbewegungen einen Krieg leichter gewinnen als den Frieden. Mit der Konsolidierung ihrer inneren Souveränität tat sich die faktisch unabhängig gewordene, international freilich nicht anerkannte 'Tschetschenische Republik Itschkeria' unter ihrem Präsidenten Maschadov schwer. Besonders im zweiten Halbjahr 1998 erinnerten Machtkämpfe an die Verhältnisse vom Herbst 1994, allerdings mit umgekehrten Vorzeichen. Erhob sich damals Opposition gegen den radikalen Sezessionskurs Dudaevs, stellte sich nun eine Koalition von 'Feldkommandanten' gegen die als 'rußlandfreundlich' denunzierte Regierungspolitik Maschadovs. Was nachfolgend über Desintegrationserscheinungen in Tschetschenien gesagt wird, muß vor dem Hintergrund der enormen Probleme gesehen werden, die der Krieg dem kleinen Land aufgebürdet hat. Die vereinbarte Finanzhilfe Rußlands für die Überwindung der Kriegsschäden wurde Tschetschenien bislang vorenthalten. (BIOst-Dok)
