The text of Governor James Cox's message to the General Assembly of Ohio, delivered on January 4, 1915, is 14 pages and included in a booklet of his addresses and proclamations. The Democratic Cox (1870-1957) was the first Ohio governor to serve three full terms; he held the position from 1913 to 1915 and again from1917 to 1921. Dedicated to progressivism, he led the legislature in enacting his proposals, which upheld progressive measures such as the direct primary, the initiative, and the referendum. His program also included social and humanitarian acts that improved, for example, mothers' pensions and workers' compensations. In his second administration, with the United States' entrance into World War I, Cox worked to improve labor disputes and civilian morale. In 1919, Cox ran unsuccessully for President of the United States against another Ohioan, Warren G. Harding.

State attempts to influence land use and development patterns have waxed and waned over the years and vary extensively from state to state. Among the approaches, states have taken toward these ends are the construction, adoption, and implementation of state development plans (SDPs). This article examines SDPs in five states: Connecticut, Delaware, Florida, New Jersey, and Rhode Island with a particular focus on their institutional structure. Unlike the institutional structure of local planning, where the participants and their roles are relatively well established and uniform nationwide, there exist considerable differences in the development, adoption, and implementation of state plans. Each of the five states thus offers unique insights for addressing intergovernmental relationships in land-use planning.

The purpose of the study is to characterize the impact of state financial control on the functioning of public authorities and to highlight the directions for the development of state financial control in Ukraine. The methodological basis of the article is a system of general and special scientific methods (dialectical, formal-logical, comparative legal, analytical, etc.). It is proved that in most countries there are formal systems of state financial control, the subjects of such control and their powers are clearly defined. It has been established that in Ukraine there is a centralized model of activity of state financial control bodies, which does not meet the current challenges. It is concluded that the presence of unified and clearly defined tasks, methods and principles, taking into account the specifics of the national legislation and the socio-economic situation that ensures the effective work of state financial control bodies and improves financial and budgetary discipline. It is based on the priority of three vectors of development of the state control system: formation of a clear structure of state control subjects; development of a legislative framework and unified methodology and, finally, introduction of modern information and innovative technologies.

This article develops the idea of "dirty money states" by defining and exploring the problem of illicit state financing in Southeast Asia. Most diagnoses of Southeast Asia's flourishing illicit economies focus on the prevalence of corruption and the "decay" of the state, but the authors of this essay develop a more nuanced explanation by exploring how states cultivate and sustain themselves through illicit extraction. Drawing from emerging literature on states and criminality, as well as fiscal sociology, they develop a novel theoretical framing for the six country case studies that comprise this thematic issue. Each study - on Indonesia, Cambodia, Vietnam, Myanmar, East Timor, and the Philippines - examines empirically how illicit state financing works. Whether revenues derive from gold, timber, opium, aid agencies, or business interests, the authors identify consistent patterns in the nature and behavior of the state vis-à-vis illegally generated funds. These patterns encompass territorial dynamics and practices; the everyday social worlds of state actors and their entrepreneurial allies; and the paradoxical interplay between formal and informal realms. Ultimately the authors argue that illicit monies are fundamental to contemporary state building in the region, extending even to the delivery of public goods and services. These findings are potentially uncomfortable for scholars, governments and development practitioners, particularly because they challenge conventional ideas about how the strength and/or weakness of states might be understood in Southeast Asia. This paper aims to contribute towards a better understanding of the dynamics of women's movements and their relations with institutions, political parties and the official mechanisms used to promote gender equality. It is the outcome of the first study on State feminism in Portugal. Our research was carried out using a case study which focused on the main gender equality official mechanism and its networks, which required a qualitative approach. We concluded that currently, while the Portuguese State is confronted with its persistent inability to implement gender equality policies, the present situation of Portuguese women's movements is that of redefining and adjusting to the major challenge of reinvention and resignification within a very difficult external environment. ; Este artigo pretende contribuir para uma melhor compreensão das dinâmicas dos movimentos de mulheres e de suas relações com as instituições, partidos políticos e mecanismos oficiais que promovem a igualdade de gênero. Resulta do primeiro estudo acerca do feminismo de Estado em Portugal. A pesquisa assentou num estudo de caso centrado no principal mecanismo oficial para a igualdade e as suas redes, com a mobilização de uma abordagem qualitativa. Concluímos que, na atualidade, enquanto o Estado português está confrontado com a sua persistente incapacidade para implementar as políticas de igualdade de gênero, a situação presente dos movimentos de mulheres portugueses é de redefinição e acomodação aos principais desafios de reinvenção e ressignificação num contexto externo muito difícil.

How do non-state armed groups (NSAGs) survive and even thrive in situations where state armed groups (SAGs) collapse, despite the former's often greater material adversity? We argue that, optimizing under their different constraints, SAGs invest more in technical military training and NSAGs invest more in enhancing soldiers' intrinsic payoffs from serving their group. Therefore, willingness to contribute to the group should be more positively correlated with years of service in NSAGs than in SAGs. We confirm this hypothesis with lab-in-the-field and qualitative evidence from SAG and NSAG soldiers in Nepal, Ivory Coast and Kurdistan. Each field study addresses specific inferential weaknesses in the others. Assembled together, these cases reduce concerns about external validity or replicability. Our findings reveal how the basis of NSAG cohesion differs from SAGs, with implications for strategies to counter NSAG mobilization.
