The effect of public capital on aggregate output: Empirical evidence for 22 OECD countries
Based on new estimates of public and private capital stocks for 22 OECD countries we study the dynamic effect of public capital on the real gross domestic product using a vector autoregression approach. Whereas most former studies put effort on examining the effects of public capital in a single country, this paper covers a large set of OECD countries. The results show that public capital has a positive effect on output in the short-, medium- and long-run in most countries. In countries where the effect is negative, possible explanations as the different productivities of investments, crowding out or high growth rates of government debt are analyzed.

Einerseits geht der Autor allgemein auf den Enteignungsprozeß des Gutsbesitzes in der DDR von 1945 bis 1948 ein, zum anderen liegt sein besonderes Interesse daran, wie sich in diesem Zusammenhang die KPD/SED gegenüber Gutsbesitzern verhielt, die aktiv am Widerstand der Bewegung des 20. Juli teilgenommen hatten. In diesem Zusammenhang werden im vorliegenden Beitrag zunächst die 1944/45 von der Moskauer Exil-Führung der KPD entwickelten Konzepte der Durchführung der Bodenreform in Bezug auf antifaschistische Programmatik, wirtschaftsstrukturelle Umwälzung und politischen Herrschaftsentwurf dargestellt. Im zweiten Teil erfolgt die Erörterung des Vorgehens gegen die Gutsbesitzer, vor allem in Mecklenburg-Vorpommern und Brandenburg. Der Verfasser diskutiert insbesondere die nach einigen Konflikten innerhalb der KPD/SED beschlossene und vollzogene pauschale Enteignung der Gutsbesitzer 1945/46, die am konservativen Widerstand gegen Hitler teilgenommen haben. Diese, so der Autor, verdeutlicht exemplarisch die Antinomien der deutschen Geschichte des 20. Jahrhunderts, die undifferenzierte Interpretationen ausschließen. (ICC2)

Nationalism and Constructive Patriotism: A Longitudinal Test of Comparability in 22 Countries with the ISSP

This study examines the longitudinal comparability of measurements of nationalism and constructive patriotism across 22 countries during the period between 1995 and 2003. Using multiple-group confirmatory factor analysis (MGCFA) and data from the International Social Survey Program (ISSP), I assess configural and metric invariance -- necessary conditions for the comparability of correlates of the concepts over time, and scalar invariance -- a necessary condition for mean comparison over time. Thus, the current contribution has the principal objective of testing whether two aspects of national attachment, nationalism and CP, are equivalent over time. Subjecting their measurements to such a test may enable researchers to meaningfully estimate change over time. Before conducting the empirical test, a brief review of the literature is presented.
