The most widely-accepted views of the origins of the South Atlantic War contend that it arose either out of the Argentine junta's need to divert attention away from a worsening economy or from misperceptions in both London and Buenos Aires. This article argues that the 'demobilisation' of Argentine civil society removed the need for a diversionary war; and that the lengthy crisis bargaining that followed in the wake of the 'grab' of the Falklands/Malvinas Islands substantially mitigated the impact of any misperceptions. This article advances an alternative to existing theories that explains the outbreak of this war by reference to both structural and organisational factors. A fast decreasing gap in relative power between Argentina and Britain may have encouraged the junta more seriously to consider the possibility of initiating a war between the two. Thereafter, however, the organisational pathologies of the Argentine military led to a suboptimally timed preemptive invasion, intransigent diplomacy and a 'hedged' approach to deployments that severely undermined Argentina's military effectiveness, allowing Britain to undertake reconquest of the islands with a very reasonable chance of success.

Southern Sudanese civilian populations have been trapped in a rising tide of ethnicised, South-on-South, military violence ever since leadership struggles within the main southern opposition movement – the Sudan People's Liberation Army (SPLA) – split into two warring factions in August 1991. This paper traces the devastating impact of this violence on a particularly volatile and fractured region of contemporary South Sudan: the oil rich heartlands of the Western Upper Nile Province. Foregrounding the historical experiences and grassroots perspectives of Nuer civilian populations in this region, the paper shows how elite competition within the southern military has combined with the political machinations of the national Islamic government in Khartoum to create a wave of inter- and intra-ethnic factional fighting so intense and intractable that many Nuer civilians have come to define it as 'a curse from God'. Dividing Sudan's seventeen-year-long civil war (1983–present) into four distinct phases, the paper shows how successive forms and patterns of political violence in this region have provoked radical reassessments of the precipitating agents and ultimate meaning of this war on the part of an increasingly demoralised and impoverished Nuer civilian population.

The victory for democracy resulting from General Olusegun Obasanjo's election in February 1999 is as hollow as it is contrived. For many analysts and political aspirants, Obasanjo's victory is not a triumph for democracy but merely a eulogy to formal military rule. Obasanjo is viewed as the "ordained" military successor with more continuity to the tradition of authoritarian rule than to genuine democracy. His known autocratic leadership style and his less-than-progressive stance on the media and women make him difficult to accept as a champion of democracy. Furthermore, the legality of his victory is challenged by his alleged contravention of the qualification regulations of the Independent National Electoral Commission (INEC), a factor that has led his opponent to contest the election results.Given this imperfect situation, this article considers how Nigeria can build on the gains of the transition and consolidate democracy. The evidence from the new wave of democracy sweeping through the developing world suggests that "democracy makes sense" when civil organizations are prepared to challenge the right of autocratic regimes to rule.

1988 was unlike any other year in Burma's short history as an independent nation. It began quietly, but erupted into a revolution for democracy and change which failed when the army violently restored its dictatorship; it ended quietly, but with the people living in fear under a military determined not to be challenged openly again. During this same period, while the world focused on Rangoon, the minorities continued to pursue a civil war which some have been fighting for the past forty years, hopeful that the changing situation in Burma's heartland would effect their struggles because both they, and the Burmans who rose in revolt, have the same enemy and seek the same ends — a peaceful and democratic Burma. Both looked to and sought help from the free nations of the world who spoke out vigorously when the rebellion began but whose voices either have been lowered or even stilled since the military made clear that it would decide the time and degree of change; only the U.S. continued to hold the high moral ground in support of the rebellion but its actions hardly matched its rhetoric.

Selected quality of life indicators are linked to international conflict in the study. The primary analytic tool used is discriminant function analysis. Increased conflict appears to be linked to general government revenue increases, but expenditure decreases, along with decline and stagnation in certain measures of quality of life as indicated by such variables as infant mortality, calorie consumption, GNP growth rates and private consumption. It appears that management problems at home may lead to conflict abroad. If the finding has causal implications, efforts to assist states in areas such as agriculture, infant mortality, private consumption, etc., might help reduce conflict proneness in the international system Replication of these findings upon other data and other time periods, of course, would help strengthen this line of argument. In addition to what was found, it is interesting to note what was not found; that is, many variables which, from a theoretical perspective, could be expected to be linked to conflict were not. These included: defense expenditures/GNP, educational expenditures/GNP, military manpower, military manpower/working population, political rights, civil rights and political discrimination.
