Described are US foreign assistance law & regulations providing for motivation to have smaller families. The relevant law is quoted, & the methods of providing motivation are described in some detail, including descriptions of programs in several countries. Economists are shown to have differing views on the relationship between population & development, & there exists no empirical evidence demonstrating that population pressures impede economic progress. It is questioned whether US policy should decide whether the people of other nations should have more income or more children. Modified AA.
