Peter I. Hajnal, the Government Publications Specialist at the University of Toronto and the author of many reference books and articles relating to the publications of international organizations, has compiled a list of 110 publications he believes to be currently the best, and most useful sources of information produced by international organizations in general and the United Nations and its specialized agencies in particular, as well as books written about such organizations and their publications.This list was originally prepared for the Conference on the United Nations: Law and Legal Research sponsored by and conducted at the Institute for Comparative and International Legal Research, Center for International Legal Studies, St. Mary's University School of Law, San Antonio, Texas. At this important conference, which took place on February 20–22, 1991, a number of specialists discussed different aspects of the United Nations and described the publications, as well as other information activities, of the United Nations and its specialized agencies. Mr. Peter I. Hajnal spoke about United Nations publications. In conjunction with his lecture he distributed to the participants of the conference the excellent list reproduced below. The list is published with the kind permission of its author and Professor Robert L. Summers, Jr., the Director of Training at the Institute for Comparative and International Legal Research, St. Mary's University School of Law.

This work presents a latent class analysis for understanding the evolution of innovation capabilities in the Colombian manufacturing industry, following the premises of the resource-based approach. This analysis used data from the Technological Innovation and Development Survey (EDIT, in Spanish) for the period 2006-2014, provided by Colombian companies within this sector. Findings show a trend of low levels in the acquisition of capabilities for the five capabilities studied. Based on theseresults, the need to establish strategies that allow the manufacturing industry to improve its capabilities becomes clear. Similarly, it is suggested to review the frameworks that underlie existing measurement instruments in order to strengthen the information required for strategic decision-making regarding innovation within the business and government sphere. ; En el presente trabajo se realiza un análisis de clases latentes, con el fin de aportar a la compresión de la evolución de las capacidades de innovación de la industria manufacturera Colombiana, siguiendo las premisas de la visión basada en recursos. Este análisis fue aplicado sobre los datos de las Encuesta de Desarrollo e Innovación Tecnológica (edit), en el periodo 2006-2014, realizada a las empresas de la industria manufacturera Colombiana. Entre los resultados encontrados, se destaca una tendencia de empresas que presentan bajos niveles en la adquisición de capacidades, comportamiento similar para las cinco (5) capacidades analizadas. Con base en estos resultados se evidencia la necesidad de establecer estrategias que permitan a la industria manufacturera mejorar sus capacidades; de igual forma, se sugiere la revisión de los marcos que fundamentan los instrumentos de medición para fortalecer la información que permita la toma de decisión estratégica en innovación en el ámbito empresarial y gubernamental. ; Neste trabalho, é realizada uma análise de classes latentes, com o objetivo de contribuir para a compreensão da evolução das capacidades de inovação da indústria manufatureira colombiana, seguindo os princípios da visão baseada em recursos. "This edited collection contributes to studies of intra-EU migration and mobility, welfare and European social citizenship by focusing on transnational labour movements from new to the old EU member states (Hungary-Austria, Bulgaria-Germany, Poland-UK and Estonia-Sweden). The volume provides a comparative analysis of formal organization and mobile individuals' use of European social security coordination, which involves mobile Europeans access to and portability of social security rights from the sending to the receiving country (and back). The book discloses the selectivity criteria of welfare provision in four areas (unemployment, family benefits, health insurance and pensions) that lay at heart of European cross-border social security governance. It also identifies specific discourses of belonging (gendered, ethnicized/racialized and class-related images of 'Us' and 'Them') that frame the institutional selectivity by constructing images of mobile EU-citizens 'deserving' or 'non-deserving' social membership. The collection offers a detailed examination of inequality experiences mobile EU citizens from the new EU countries encounter while accessing and porting social security rights across borders. It will be of interest to a wide range of social science and interdisciplinary researchers, students and practitioners as well as those interested in intra-EU migration and mobility, social security, European social citizenship and transnational studies"--

Black money is a global concern. However, black money has disproportionately affected Bangladesh. To combat the proliferation of black money in the country, successive governments of Bangladesh have offered amnesties to black money holders (BMHs) in contravention of the national Constitution, legislation, and international conventions. Nonetheless, responses to such incentives have been notably poor, mainly because the wrongdoers do not fear the superficial threat of law enforcement. This article examines the BMHs' responses to amnesties so far and explains the substantial harm caused by such discriminatory favors, including increases in corruption, the price of real estate, money laundering, deposits by Bangladeshis in Swiss banks, defaulted bank loans, and capital flights. To address these problems, this article makes several recommendations, including discontinuing amnesties, placing checks and controls on corruption, strengthening watchdog and law enforcement agencies, incentivizing whistle-blowers and the establishment of the Ombudsman's office, and establishing a new statutory body for the assessment of the performance of financial regulators. In addition, this article argues that effective measurements need to be undertaken to increase global cooperation, enhance public awareness, and stimulate social movement. These recommendations aim to improve the regulatory regime in Bangladesh in preventing black money, and they may also be suitable for other countries facing similar issues.

The (re) construction of regionalisms in Montenegro: The production of territorial issues - between a heritage and an ideology
Given the changes in international borders following the breakup of Yugoslavia, new "minorities" emerged in Montenegro in a context of war and radical national discourses. Owing to the territorial grouping of these minorities, national and territorial claims took the form of virulent ethno- regionalisms.This holds in particular for the Muslims in Sandzhak, Albanians in Ulcinj and Tuzi, and Croats in Kotor. A new situation in Montenegro arose with the coming to power of the anti-Milosevich government in 1998 and the country's long march toward independence. An original situation in the Balkans has cropped up as, early on, minorities adhered to plans for Montenegrin independence. The oscillation between, on the one hand, an ethno-regionalism characterized by demands for autonomy or secession and, on the other hand, a local regionalism characterized by the defense of local interests and a de facto allegiance to central authorities can, by using the technique of mental maps, be detected in the ideas that Montenegrin peoples have of regions.

The slow pace of privatization in Romania : An analysis of the behavior of public actors.
Privatization has not had very pronounced results in Romania as compared with other central and eastern European countries. In 1995, less than 8 % of the nominal capital of government-owned businesses was privatized. By analyzing institutional structures and the behavior of public actors (political authorities, bureaucrats or managers in state -run firms), the theory of public choice uses endogenous reasons to account for the slow pace of the privatization process in Romania. After a description of the legal framework of privatization in Romania and of statistics illustrating the difficulties encountered, the public choice theory is then used to treat public authorities' behavior as an endogenous factor and see it - through the institutional choices that are made - as a brake on privatization. Given the many institutional impediments still in place in Romania despite a recent law for speeding up privatization, questions crop up about the prospects of transferring public assets.

The office of head of State in Serbia and in Yugoslavia.
Responsibility for the main initiatives in the Yugoslav crisis may be attributed to the Republic's Presidency, but the behaviour of those holding office, the nature of their office, and the decisive influence exerted upon it by the Republics, have indubitably contributed to the inability of this body to find an effective solution to the crisis. The institution of head of State in Yugoslavia was not only novel, but also, and above all, incompatible with the concept of federal organization. The terms of reference of the Yugoslav presidency, the method by which its members are elected, and its relations with the national assembly give it, in effect, a dominant position, which is totally opposed to the principle of government by assembly established by the Yugoslav Constitution, but at the same time render it powerless. From another point of view, constitutional recognition of wide powers accorded to the head of State carries the risk of an excessive personalization of power.

Government policies on data industries in CMEA countries. Some aspects.
Increased importance of data (information) industries for the current socio-economic development is a world-wide phenomenon. The same is true with respect to the socialist countries of Eastern Europe (CMEA). In what follows we attempt to identify their past policies in data industries as well as to outline some future policy options.
It is argued that CMEA policies in this area, basically intra-regionally oriented, have favoured hardware development at the expense of the data services and telecommunication infrastructure. In effect internal imbalances emerged which need to be alleviated in the coming years.
It is also pointed out that wide differences exist in policies on data industries among individual CMEA countries both with respect to production and development of application programmes as well as to trade strategies. What is common is a clear intra-regional orientation of the development which also seems to be the only rational option opened in the future.

The public administration principles characteristic of many Commonwealth countries served as the foundations for building the Hong Kong civil service. These have continued to operate in line with the `one country two systems' concept under which Hong Kong has been administered, since 1997, as a Special Administrative Region (SAR) of China. Career employment, hierarchy and public service values combined to provide an overarching unity to a system that nevertheless has developed considerable differentiation over time. This article examines the developments that are currently modifying Hong Kong's public sector. The discussion draws on documentary sources and a recently completed qualitative study on the experiences and perspectives of senior Hong Kong managers working in a dozen government departments and agencies. The discussion addresses questions about whether greater differentiation across government departments, in combination with increasing differential within these organizations, will ultimately bring about the demise of the traditional civil service system.

This open access book offers unique insights into how governments and governing systems, particularly in advanced economies, have responded to the immense challenges of managing the coronavirus pandemic and the ensuing disease COVID-19. Written by three eminent scholars in the field of the politics and policy of crisis management, it offers a unique 'bird's eye' view of the immense logistical and political challenges of addressing a worst-case scenario that would prove the ultimate stress test for societies, governments, governing institutions and political leaders. It examines how governments and governing systems have (i) made sense of emerging transboundary threats that have spilled across health, economic, political and social systems (ii) mobilised systems of governance and often fearful and sceptical citizens (iii) crafted narratives amid high uncertainty about the virus and its impact and (iv) are working towards closure and a return to 'normal' when things can never quite be the same again. The book also offers the building blocks of pathways to future resilience. Succeeding and failing in all these realms is tied in with governance structures, experts, trust, leadership capabilities and political ideologies. The book appeals to anyone seeking to understand 'what's going on?', but particularly academics and students across multiple disciplines, journalists, public officials, politicians, non-governmental organisations and citizen groups.

The number of countries in which domestic courts are actively engaged with major public affairs has increased markedly since the early 1990s. In many transitional states, in particular, domestic courts have ruled on great constitutional controversies, which influence the national political process. They have also taken an active role in the application of international law— especially human rights treaties—and at times treat such treaties as a "New Standard of Civilization." In particular, domestic courts have at times invoked international law in becoming more aggressive toward the executive branch. This trend has been one normative element inspiring some theorists to propose a new field known as comparative international law. This article highlights a different set of elements that become manifest in assessing the rapid overall rise in references to, and application of, international law by courts in China in recent years.

While the rise of social protection in the global North has been widely researched, we know little about the history of social protection in the global South. This volume investigates the experiences of four middle-income countries - Brazil, India, China and South Africa - from 1920 to 2020, analysing if, when, and how these countries articulated a concern about social issues and social cohesion. As the first in-depth study of the ideational foundations of social protection policies and programmes in these four countries, the contributions demonstrate that the social question was articulated in an increasingly inclusive way. The contributions identify the ideas, beliefs, and visions that underpinned the movement towards inclusion and social peace as well as counteracting doctrines. Drawing on perspectives from the sociology of knowledge, grounded theory, historiography, discourse analysis, and process tracing, the volume will be of interest to scholars across political science, sociology, political economy, history, area studies, and global studies, as well as development experts and policymakers.

Transnational public-private partnerships (PPPs) are a relatively new form of governance. Why are some of them highly effective, while others are not? The contributors provide an in-depth account, analysis, and comparison of 21 transnational PPPs in the area of sustainable development governance, where PPPs have been hailed by some as a solution to development problems but criticized by others. Moreover, 45 PPP projects undertaken by four service-providing partnerships in so-called 'areas of limited statehood' in South Asia (Bangladesh and India) and East Africa (Kenya and Uganda) are studied. The central aim of this volume is to identify the conditions under which these transnational PPPs are effective, that is, successful in providing collective goods (from clean water to child immunization) in areas of limited statehood. The book investigates the influence of several features of a PPP's institutional design as well as the impact of limited statehood on the effectiveness of a PPP.
