The Chretien government's 2003 decision to commit a 1,900-man battalion group to serve with the International Security Assistance Force in Afghanistan rather than to send Canadian forces for combat operations against the Hussein regime in Iraq is described as a missed opportunity. It reinforced views that Canadian forces can do little more than peace-keeping force & are incapable of engaging in intense warfare. This paper examines Canada's contributions to various wars in the 1990s & the principles underlying those commitments & brings to light critical aspects of force generation & deployment of Canadian combat forces in crisis situations. The questions of political will & strategic direction will determine whether Canada will continue to offer ad hoc solutions to continuing problems or develop its capability for force generation & deployment in pursuit of its global interests. Following an overview of the history & structure of the North Atlantic Treaty Organization (NATO) & its role in international geopolitics, NATO's success as a instrument of international peace is evaluated using a Kantian three-pronged conceptualization of peace: democratization, codependence established through economic interaction, & joint membership in international institutions. Reasons behind Hungary's fervent desire to become a part of this "extraterritorial institution of the world hegemony"& its acceptance into NATO in 1998 are chronicled & the issue of Hungarian sovereignty vs independence is considered, drawing on an archival analysis of Hungarian reactions to NATO membership & official NATO publications. The role of the Magyar militia & its key pro-NATO position is discussed. The notion of NATO as a "process" & Hungary as a "space of opportunism" is also explored. References. K. Hyatt Stewart

The role of the US as a mediator in the Israeli-Palestinian peace process is criticized. The author suggests that the UN General Assembly should implement the "Uniting for Peace" process to end the occupation of Palestine.
