The impact of scientific studiesis measured and examined quantitatively and qualitatively by bibliometric methods. By means of research evaluation studies, comparisons are madeinbetween countries, institutions or individualsindicate scientific development, and consequently all these efforts help the formation of scientific publication policies of countries and institutions.This study analyzes the journal self-citation conceptand its impact on academic publishing. It alsoexamines bibliometric 2features of the Energy Education Science and Technology that has been indexed by the Science Citation Index Expanded since 2008.In conclusion, it is found that 94% of the Energy Education Science and Technology citations are journal self-citation.Self-citation numbers that affectthe increase of EEST's impact factor lead to serious abnormitiesandcause unethical consequences. ; Bibliyometrik araştırmalar bilimselçalışmaların etkinliğini ölçmekte, niceliksel ve niteliksel açıdan sorgulamaktadır. Araştırma değerlendirme çalışmaları kişiler, kurumlar ya da ülkeler arasında karşılaştırmalar yapılmasına olanak sağlamakta, ortaya çıkan sonuçlar ile ülkelerin veya kurumların bilimselgelişmişliğini ortaya koymaktadır. Aynı zamanda kurumların ve ülkelerinbilimsel yayın politikaları da şekillenmektedir.Bu çalışmada dergi kendine atıf kavramı ve dergi kendine atıfının dergi yayıncılığı üzerindeki etkileri incelenmektedir. Bu bağlamda ScienceCitation Index Expanded tarafından 2008 yılından beri dizinlenmekte olan Energy Education Science and Technology adlı dergi bibliyometrik özellikleri açısından değerlendirilmiştir. Çalışmada Energy Education Science and Technology'deki atıfların 'ünün dergi kendine atıfı olduğu sonucuna ulaşılmıştır.Bu durum önemli ölçüde anormallik sergilemekte ve etik olmayan sonuçlara neden olmaktadır. EEST'nin etki faktörünün yükselmesine doğrudan etki eden dergi kendine atıf sayıları derginin olduğundan farklı şekilde değerlendirilmesine yol açmaktadır.

AbstractDo state politicians reward school districts that vote in favor of the party in power more than school districts that vote in favor of the opposing party? With large shares of money at the state level to transfer to local governments and the ability to target core voters, it would seem likely that politicians would take advantage of the ability to distribute education funds. However, in understanding how states distribute education funds, little emphasis is given to partisan influences, particularly the congruence between local school districts and the state level. To test this, I collected data at the precinct level within each state and, using mapping software, spatially joined precinct boundaries to school district boundaries. Once this relationship was established, I aggregated precinct-level information to school districts to understand the partisan voting patterns within each school district for elections from 2000 to 2010. This article finds evidence that funding formulas are susceptible to political influence and that parties are able to influence the geographic distribution of education funds to core voters.
