Against the background of the pending global environmental crisis, this article argues that the solutions to the crisis are as much part of the sociopolitical field as they are of the technological and scientific fields. Consequently a number of social accents that should be addressed in the attempt to achieve a sustainable society are elucidated. These accents include revision of current value systems characterized mainly by economic variables, the curbing of population growth rates, expansion of human rights, alleviation of poverty, universal access to education, health sen'ices and family planning. The redistribution of and access to natural resources, community involvement and the fostering of a political will to address these issues should also be reflected on

The Department of Archives and History began in 1989 to issue curriculum materials highlighting particular documents from the Archives. These resource packets provided topical documents, relevant illustrations, historical context, and exercises for classroom use. In total, the Archives produced eight of these curriculum packets. The Quebec Government and the Information Super-highway : Initial Political Trends.
The Secretariat for the information super-highway which was created by the government of Quebec in 1995 has been given the task of determining Quebec's strategy for setting up the information super-highway and co-ordinating the execution of this strategy. The spheres for government action in this respect have been grouped into seven areas (education, culture, language ...) ; in each sphere objectives have been identified allowing the construction of action plans which will be put forward to the various ministries and bodies concerned. Numerous consultation exercises operating on this basis should lead to the introduction of a government-approved text which will constitute the strategy-plan for the development of the information super-highway.

Explores the connection between immigration & the reduction of earnings for low-skilled laborers in the US. Utilizing the 1991 Current Population Survey, the % of immigrant workers, the ratio of male-to-female workers, the education levels of laborers, the degree of union participation, & the average age of all employees in specific occupations were calcualted. Findings reveal that high immigrant %s in specific occupations, especially those dominated by low-skilled workers, resulted in a depression of earnings; moreover, despite the low % of immigrants in higher-skilled professions, immigrant workers induce earnings increases in higher-skilled occupations. Reductions in the immigration of low-skilled workers are recommended to decrease occupation competition between low-skilled native & immigrant laborers. 4 Tables, 28 References. One model of judicial capacity holds that litigation can produce significant social change when courts promulgate a clear remedy, monitor closely the legislative response, and enforce aggressively their rulings. But this framework cannot adequately account for the outcomes of a series of prominent state supreme court rulings in the area of school finance equalization. An examination of the relationship among courts, political institutions, public opinion, and education reform in Kentucky, Texas, and New Jersey provides support for an alternate model of judicial capacity. Litigation can produce social reform, but only when there is existing support for reform goals in the public and in the legislative or executive branches, and then only when the judicial decision provides flexibility for the political actors who support these goals.

This article examines Michigan's 1994–95 shift from its system of K–12 public education being funded largely by local property taxes, to it being funded predominately by statewide revenue sources. We briefly describe events that led up to the adoption of Michigan's school finance reform and then go into some detail about the tax and revenue‐sharing specifics. Since the structure of Michigan's school finance reform is complex, somewhat unique, and likely to be considered as a model for other states to duplicate, this examination will assist policy analysts and policymakers throughout the United States. Other states considering similar reforms will benefit from the simulations we provide with regard to the likely long‐run results of Michigan's school finance reform.

AbstractEconomic transition turns the inherited wage structure upside down. Changes are rapid and dramatic. The Polish example shows that even in the first year of market‐oriented reforms, there was a marked increase in earnings inequality, a dramatic rise in the wage premium for white‐collar skills, and a significant jump in the returns to education. In contrast, skills acquired under the old system lost their value. It is younger workers who are rewarded with higher wages. The changes are spearheaded by the private sector, where inequalities and the educational premium are higher than in the public sector. Privatization, thus, has its social aspects in that it strengthens the incentive for human capital investment. This paper documents these changes and sets out possible explanations.

With the increasing specialization of the knowledge society, knowledge in some areas means ignorance in others, which amounts to the knowledge-ignorance paradox. In the debate on public understanding of science the status of "ignorance" is controversial. How is scientific ignorance distributed by age, education, religion, social category or gender? We attempt to answer this and other questions by analysing "Don't Know"-responses in a European-wide survey as a measure of self-attributed ignorance, using a regression model, and explore how different variables explain self-attributed ignorance in different countries. A pattern emerges which shows that various EU countries differ in their distribution of ignorance of science. The polysemy of ignorance of science across social settings remains a problem for future research.

The central features of the political "profile" of European women at the beginning of this decade were a diminished interest in politics, infrequent inclusion of political topics in private conversations, & decreased willingness to adopt a political option. Compared to other European countries, Croatia projects an entirely different image: a pronounced interest of women in politics, very similar to that of men! This partly proves the "law" that a rise in level of education, working outside home, & middle age are the catalysts for women's desire to enter the world of politics. The transition, the war, & the "legacy" of socialist ideology account for this massive public interest in politics & the much lessened gender differences. 14 Tables, 5 References. Drug therapy is an integral component of modern medical care, and practising physicians are faced with the difficult task of keeping up with rapid changes in pharmacologic treatments. Recent evidence indicates that prescribing practice is often inconsistent with criteria for safety and effectiveness. Surveys indicate that community-based physicians are not satisfied with current sources of information on prescription drugs. The dissemination of printed material alone does not lead to improved prescribing practice, but specific education and feedback strategies can. To improve prescribing practice in Canada we need to systematically evaluate strategies to change prescribing behaviour, to design quality assurance programs based on proven strategies and to develop collaboration and cooperation among providers, manufacturers, governments and the public.
