Examines the UN Charter to consider legal & empirical justifications for the US war against Iraq. Circumstances leading up to the Bush administration's decision to enforce a regime change in Iraq are traced, noting that inspections failed to reveal any evidence of a nuclear weapons program, chemical/biological weapons production, or concealed stocks of weapons. Attention is called to the stringency of the inspections regime detailed in Security Council Resolution 1441 & sections of the UN Charter that indicate any decision to use force against a state must be made by the Council to prevent a proliferation of attacks based on "raison d'etat masquerading as humanitarianism." In spite of US attempts to bribe/bully members, the Security Council refused to adopt a new resolution that would authorize the use of force against Iraq. It is contended that the Bush administration gives priority to the creation of a world order that both benefits & is defined by US power. This article aims to explore continuity and change in adult migrants' experiences of Swedish for immigrants (SFI), a state-subsidised language programme for basic Swedish. The study has a longitudinal and comparative design, drawing on discourse analysis of qualitative interviews conducted with language learners in 2001/2002 and 2015/2016. This period was characterized by important societal shifts, defined by increased migration, growing tension between discourses on rights and obligations of adult migrants living in Sweden, and an intensified marketisation of the Swedish education system derived from neoliberal principles. The study describes how these changes affected SFI as well as the conceivable impact that restructuring the language programme had on the learners. Ultimately, the study highlights tensions between various state initiatives that impacted the language programme and the SFI participants' experiences of being adult language learners. (DIPF/Orig.)

The world becomes smaller place on earth and competition increases, everyone has to compete as no one has choice to complain. This is quite true in engineering education as well. Engineering is one of the oldest field exists on earth. It should be considered as the ?father? of human development as it exists in all fields whether it is engineering, medical, education, commerce, or any other fields etc. Being so much demanding field of study, it is not growing in a way as desired due to skills among the graduates, technological changes, and the scope of employability. Methodology used in this study is to collect secondary data and analyze it for conclusion & recommendations. This study attempts to understand the current situation of skills and employability among the engineering graduates in India. After a rigorous review of literature, it is found that the majority of engineering passed graduates do not contain right, and required skills for the job they apply. It is also found that most of the candidates learn while they earn and grow as professional in the private or government jobs. This study proposed a framework of skills and employability to bridge the gaps and also proposed a career decision process for engineering graduates so that they could be able to choose right path! Right future career! This study concluded that educational Institutes and Industries should come together and make joint efforts to develop a curriculum so that it makes employable India and hence nations progressive growth. This study may help engineering graduates, students who are willing to jump into engineering field, Government organizations related to engineering education, educationists and industries

This paper shows that cross country differences in the generosity and the quality of the welfare state are associated with differences in the trustworthiness of their citizens. We show that generous, transparent and efficient welfare states in Scandinavian countries are based on the civicness of their citizens. In contrast, the generosity but low transparency of the Continental European welfare states survive thanks to the support of a large share of uncivic individuals who consider that it can be justifiable to misbehave with taxes and social benefits. We also explain why countries with an intermediate degree of trustworthiness of their citizens and of transparency of the government, like Anglo-Saxon countries, have small welfare states. Overall, this paper provides a rationale for the observed persistence of both efficient and inefficient welfare states, as a function of the civicness of the citizens.
