"The Politics of the Eurogroup provides an intriguing look inside the euro crisis and the secretive forum of finance ministers that came to dominate it. The history of the European Union is a history of crises and the leaps of integration they triggered. As the pandemic, the war in Ukraine, and global power competition are clouding the prospects of the European economies, the member states are looking for solutions. Yet they find their options highly constrained by the economic and political realities created in the decade of the euro crisis. AbstractThis paper studies the impact of wage growth divergence on business cycle co‐movement in the context of currency unions. While the theoretical literature on optimum currency areas highlights the equilibrating effect of divergent wage growth after asymmetric exogenous demand shocks via the external demand channel, recent literature on euro area imbalances emphasizes its dis‐equilibrating effect as a source of asymmetric domestic demand shocks, and therefore suggests a negative link to business cycle co‐movement. Our empirical results reveal that the latter effect has been clearly dominating in the euro area: Wage growth differentials across countries – while of minor importance for non‐euro area EU countries with sovereign currencies – significantly reduce business cycle co‐movement within the monetary union and thus increase the cost of the common monetary policy. The large magnitude of the effect calls for enhanced co‐ordination efforts of wage policies in the euro area.

THIS PAPER FOCUSES ONT EH INTERACTION OF MONETARY POLICY AND WAGE FORMATION IN ECONOMIES WITH STRONG LABOR UNIONS. GOVERNMENT AND UNIONS ARE VIEWED AS ENDOGENOUS UTILITY MAXIMIZERS AND THE MACROECONOMIC CONSEQUENCES OF THEIR STRATEGIC INTERACTION ARE EXPLORED WITH THE AID OF SOME ELEMENTS OF SIMPLE GAME THEORY. SPECIFICALLY, IT IS SHOWN (A) HOW LABOR UNIONS ADJUST WAGES TO PRICES SO AS TO MAXIMIZE THEIR UTILITY FOLLOWING CHANGES IN MONETARY POLICY; (B) HOW THE EFFECTIVENESS OF MONETARY POLICY IS CIRCUMSCRIBED WITHOUT NECESSARILY BEING NULLIFIED BY THE UTILITY-MAXIMIZING REACTIONS OF UNIONS; AND (C) HOW THE INTERPLAY OF GOVERNMENT AND UNIONS CAN CREATE A PERSISTENT TENDENCY TOWARDS INFLATION AND UNEMPLOYMENT SIMULTANEOUSLY.

Why are some regions in the European Union 'winners'of economic integration? And why are others 'losers'? This book explores these important questions and examines the relationship between economic integration, regional convergence, and divergence. In doing so it gives an overview of the most recent evolution of regional disparities in the EU. Central and peripheral regions are analysed as well as those in a re-conversion economic process. The authors address the question of whether regions tend to converge or not from different points of view. They particularly assess the impact of the Monetary Union on regional economies from theoretical and empirical approaches. Other important aspects covered include: the European regional policy, the effects of structural funds and the reforms needed. This paper relates the volatility of interest rates to the collective nature of monetary policymaking in monetary unions. Several decision rules are modelled, including hegemonic and democratic procedures, and also committees headed by a chairman. A ranking of decision rules in terms of the volatility of policy rates is obtained, showing that the presence of a chairman has a cooling e¤ect. However, members of a monetary union are better off under symmetric rules (voting, consensus, bargaining), unless they themselves chair the union. The results are robust to the inclusion of heterogeneities among members of the monetary union. ; info:eu-repo/semantics/published

This paper analyses the main macroeconomic conditions for joining the EU and the European Monetary Union (EMU), the readiness of the Croatian economy to meet these conditions, and the main
challenges for economic policy on the road to these integrations. Croatia does not lag significantly behind the other CEE countries in fulfilling the criteria for EU and EMU membership. It has certain advantages with respect to the criteria of macroeconomic stability
(with the exception of the budget deficit), investment efficiency, and potential growth. However, delays in the implementation of some structural reforms, in particular the development of a securities market, are estimated at about four years. The main challenges for economic policy in the run-up to EU and EMU are expected to be reducing the budget deficit and stabilising the public debt. Moreover, macroeconomic policies should remain prudent so as to strengthen external stability
and maintain favourable conditions for growth.

Numerous studies carried out in the developed western democratic countries have shown that the ideological framework of the governing party has a significant influence on the monetary policy. The executive authority consisting of a left-wing party gives a higher weight to unemployment suppression and central bank implements a more expansionary monetary policy. On the other hand, right-wing governing party considers the monetary stability to be more important than unemployment suppression and in such a political framework the main macroeconomic objective becomes the inflation rate reduction. The political framework conditions in the transition countries which are new European Union (EU) members are still highly specific in relation to the other EU member countries. In the focus of this paper is the question whether the same monetary policy principles are valid in these transitional countries as well as they apply in developed western democratic EU member countries. The data base consists of inflation rate and unemployment rate for 11 transitional EU member countries covering the period from 2001 to 2012. The essential information for each of these 11 countries and for each year of the observed period is right or left political orientation of the ruling party. In this paper we use t-statistics to test our hypothesis that there are differences in inflation and unemployment between right and left political orientation of the governing party. To explore the influence of different countries, through years and different political orientations descriptive statistics is used. Inflation and unemployment should be strongly negatively correlated through time, which is tested using Pearson correlation coefficient. Regarding the fact whether the governing authority is consisted from left or right politically oriented parties, monetary authorities will adjust its policy setting the higher priority on lower inflation or unemployment reduction.
