Equality and Equity in Emerging Multilateral Financial Institutions: The Case of the BRICS Institutions

AbstractThe New Development Bank (NDB) and the BRICS Contingent Reserve Arrangement (CRA) were built by Brazil, Russia, India, China, and South Africa (the BRICS countries) in response to the 'disappointing' Bretton Woods Institutions, including the World Bank and the International Monetary Fund (IMF). The main difference between the Bretton Woods Institutions and the BRICS institutions is that the latter adopts an equal‐weight system instead of a weighted voting system in the NDB (all five BRICS countries have equal shares and voting weights regardless of the major differences in their economic weights) and uses consensus instead of majority voting rules to make decisions regarding critical issues in the CRA. In fact, both the equal‐weight system and consensus rule are unprecedented in the history of multilateral financial institutions. The World Bank, the IMF, the Asian Development Bank and even the Asian Infrastructure Investment Bank (AIIB) all adopt weighted voting systems and majority voting rules. We explain why the BRICS countries adopt these unprecedented designs through precise power measurements and carefully designed experiments. First, we measure the voting power of each member of the BRICS' NDB and CRA under the current decision‐making systems, using this information as a control group. Then, we remeasure the voting power of each member of the NDB under the assumption that their shares and voting weights are allocated according to their economic weights; additionally, we remeasure the voting power of each country of the CRA under the assumption that majority rules are adopted when decisions are being made on critical issues. Moreover, we establish evaluation indices of power equality and power equity based on classic and variant Gini coefficients and Lorenz curves and use them to assess and compare the power structures of the BRICS' NDB and CRA in the contexts of different voting weight reallocations and different voting rules redesigns. We use these indices to precisely analyse whether the power structures of the BRICS institutions become more equable or equitable in the examined contexts and to investigate the relationship between equality and equity in this setting.

Cette communication a pour objet l'étude des transactions sociales entre des institutions publiques et des " acteurs faibles " (visés ou concernés par l'action institutionnelle), du point de vue des formes de reconnaissance qui émergent de ces transactions. Par le terme d' " acteurs faibles ", nous désignons des individus, qui, dans leurs relations avec des institutions publiques, sont soit affectés par une disqualification ordinaire qui les prive d'un statut d'égal dans une réciprocité des perspectives, soit affaiblis par une catégorisation publique qui particularise et naturalise leur place dans l'espace social. Mais en dépit de cette inscription dans une relation asymétrique, ces acteurs faibles disposent d'une autonomie et sont en mesure de développer une " action en propre ".

Financial Autonomy in Higher Education Institutions - Perspectives of Senior Management of Finnish AMK Institutions
Tutkimuksessa tarkasteltiin suomalaisten ammattikorkeakoulujen taloudellisen autonomian rakentumista suhteessa niiden päärahoittajatahoihin. Päärahoittajia ovat opetusministeriö ja ammattikorkeakoulujen erityyppiset omistajat. Taloudellista autonomiaa tutkittiin ammattikorkeakoulujohdon näkökulmasta. Tutkimuksessa sovellettiin monitapaustutkimusta ja siihen valittiin mukaan yksi säätiön, yksi osakeyhtiön, yksi kuntayhtymän ylläpitämä ja kolme kunnan ylläpitämää ammattikorkeakoulua. Empiirisenä tutkimusaineistona käytettiin kirjallisia aineistoja ja teemahaastatteluja. Opetusministeriö asettaa ammattikorkeakoulujen toiminnalle ja taloudelle reunaehdot. Opetusministeriön valta-asemaa korosti se, että se voi tarvittaessa käyttää ammattikorkeakoulujen toimilupia ohjaustehosteenaan. Ylläpitojärjestelmät eivät ole yhtenäisiä eivätkä yhdellä tavalla toimivia järjestelmiä. Siksi ylläpitäjät ohjaavat ammattikorkeakouluja kukin omalla tavallaan. Ammattikorkeakouluille dilemman muodostaa kuuluminen kahteen toisistaan erillään toimivaan ohjausjärjestelmään. Taloudellinen autonomia oli dynaaminen suhde toimijoiden välillä, jossa sisällöllisesti ei ollut kyse pelkästään yksisuuntaisesta vuorovaikutuksesta. Muodollinen talousarviomäärärahoja koskeva toimivalta ei kerro vielä kaikkea. Myös ammattikorkeakoulut pyrkivät laajentamaan taloudellista autonomiaansa. Rehtorilla oli tässä suhteessa merkittävä asema ja rooli. Hän oli yhdysside sekä opetusministeriöön että ylläpitäjään. Vahva ylläpitäjän kontrolli sai ammattikorkeakoulun tukeutumaan ministeriöohjaukseen. Vastaavasti opetusministeriön alaisuus lähensi ammattikorkeakoulua ja ylläpitäjää. Taloudellisen autonomian rakentumisessa on tärkeää tarkastella lainsäädännössä määritellyn autonomian lisäksi muodollista talousarviossa ja eri säännöissä ilmenevää taloudellista autonomiaa sekä todellista taloudellista autonomiaa. Todellinen taloudellinen autonomia liittyi resurssien saatavuuteen, mutta myös niitä koskevaan toimivaltaan sekä ammattikorkeakoulun omaan kykyyn vaikuttaa taloudelliseen autonomiaansa. ; This study considered the financial autonomy of Finnish AMK institutions in relation to their major funding bodies. These funding bodies include the Ministry of Education and various legal types of owners of these institutions. Financial autonomy was studied from the perspective of the senior management of AMKs. AMKs are higher education institutions providing education with a vocational emphasis. This study used a multiple case study method with one foundation-run AMK, one company-run AMK, one joint local authority-run AMK and three local authority-run AMKs. Documents and semi-structured interviews were used as the empirical research data. The Ministry of Education set the frameworks for the case study institutions operations and finances. The power position of the Ministry was emphasised because, when necessary, it can use the operating licence as a lever in exerting influence over an AMK. The maintaining bodies exercised their own steering. There was neither one type of maintaining system nor one single way of operating a maintaining system. A dilemma for AMKs is their position as a part of the two separately operating steering systems. Financial autonomy was a dynamic relationship between actors, in which dimensions of interaction were not merely unidirectional. Formal authority related to the budget appropriations is not the whole picture. The case study institutions also aimed to enhance their financial autonomy. The rector, in this respect, had a crucial position and role. S/he was a link both to the Ministry and the maintaining body and had a pivotal role in working between them. Strict control exercised by the maintaining body caused the AMK to rely on ministerial steering. Conversely, perceived subordination to the Ministry of Education brought the AMK and the maintaining body closer together. In the constitution of financial autonomy it is important to consider autonomy defined in the legislation, the formal autonomy as it appears in the budgets and regulations, and the actual financial autonomy. The actual financial autonomy was related to availability of resources, and authority related to these resources and the capacity of an AMK to influence its financial autonomy.

Institutions of sustainability and multifunctional landscapes: lessons from the case of the Algarve

"The paper uses function analysis to complement the analytical framework Institutions of Sustainability and to apply it for the analysis of the role of institutions for the multifunctionality of landscapes. This combination of conceptual tools is evaluated through their application to the case of landscape development in a sub-region of the Algarve, Portugal. In view of this case study it is suggested to complement the Institutions of Sustainability framework: case and transaction specific contextual factors should be included. The paper suggests to look at cross-jurisdictional agency features, cross-function, -transaction and -institutional commonalities, and interconnections as well as to include a dynamic dimension of institutional and physical time lags governing human-ecosystem relations."
