The pressing problems we face in light of the environmental crisis, which poses an imminent threat to the basal conditions of actions and politics, urge us to find a sustainable model of Nature-Politics. Therefore, I shall introduce the concept Circular Politics that describes an approach of politics that is oriented towards the circularity of nature. Not only does this seemingly refute the meaning of politics, that is freedom, and hamper action. Circular Politics, moreover, crosses the boundaries Arendt drew between the World and Nature as well as between the political, social, and private. Instead of replicating Arendt's sharp conceptual boundaries I shall introduce a sustainable ecological concept into her theoretical framework: Planetary Boundaries. Circular Politics is a response to these boundaries that are suitable to demarcate what Arendt hoped to protect with her boundaries, which is a safe space for action. Thus, despite its aim for circularity and appeal to Nature's urgency, Circular Politics pursues to ensure the conditions and meaning of politics. This requires refraining from domination and exploitation of Nature's resources and instead to focus on our coexistence with and in Nature. This review paper examines the prior studies on critical factors of e-learning adoption in Pakistan. The search terms identified 40 papers reporting 25 conceptual and qualitative and 15 quantitative evidence about the e-learning adoption and critical factors that may influence the adoption of e-learning in Pakistan. The findings revealed that modern paradigm shift requires the in-depth analysis of government policies, institutional and management role, students and faculty attitude, social norms, cultural values as well as technological advancement. These factors may directly or indirectly affect the intention of students towards e-learning adoption. The lack of quantitative evidences illustrate that policy makers, practitioners and researchers need to pay attention for further research of identifying and analyzing the critical factors which enhances the e-learning adoption in Pakistan.

Arthur Schopenhauer was the first Western thinker who incorporated thoughts of the Upanishads in his own philosophy. His appreciation for Indian philosophy and culture is quite well known. Presently serious research work is going on in different disciplines in different academic institutions and universities in the West to examine the influence of Indian philosophy and culture in the philosophical thinking of Germany, particularly in relation to Arthur Schopenhauer and vice versa. This book provides a common platform for interaction to the scholars from East and West to express their views on the link between Eastern and Western philosophy. It significantly contributes to a better understanding not only of the connection between Schopenhauer and Indian philosophical systems but also of the increasing interest in this relation. The book includes papers of eminent scholars. The papers shed new light on the relationship between Schopenhauer's philosophy and the different aspects of Indian philosophy and culture, and thus offer a rich source of research material.

This paper analyzes government commitments to ongoing spending programs that require future outlays. Spending commitments are important for understanding partisan politics because they constrain future governments. In a model with one government good, a 'stubborn liberal' policy maker can use precommitted spending to prevent a later conservative government from imposing decisive spending cuts. In a model where parties differ about spending priorities, reelection uncertainty creates a permanent bias towards higher government spending and higher taxes.
