The authors draw on wide professional experience to address the recent failures in corporate conduct in the United States, the emerging corrective measures and the increasing public outcry for ethical accountability in organisations and governments. They conclude that it is essential that ethics are integral to the culture of an organization; a superficial grafting on of an ethical code will not effect organizational change or encourage public trust.

This article examines a mode of hybrid governance in which sovereign states and nonstate parties collaborate as equal partners to address complex problems that are beyond the problem-solving capacities of states acting alone. Under conventional state-centric approaches, environmental policy is the exclusive province of territorially delimited sovereign states, subject only to such obligations as states incur through voluntary inter-sovereign agreements. In contrast, "post-sovereign" governance is non-exclusive, non-hierarchical, and post-territorial. These arrangements emerge from recognition of the limitations of top-down domestic regulation and rules of inter-sovereign obligation as means to address such complex environmental problems as ecosystem management. Examples are drawn from the US experience in the Chesapeake Bay region, and the joint US-Canadian Great Lakes ecosystem management effort.

Gegenstand dieses Papiers ist die Entwicklung des mit dem Leitbegriff Governance verbundenen analytischen Ansatzes und sein Zusammenhang mit dem steuerungstheoretischen Paradigma. Governance ist, so wird argumentiert, keine einfache Weiterentwicklung von Steuerung, sondern lenkt die Aufmerksamkeit auf andere Aspekte der politischen Wirklichkeit. Während die Steuerungstheorie einem akteurzentrierten Ansatz folgt, ist die sich entwickelnde Governance-Theorie institutionalistisch und fragt nach der Beschaffenheit von Regelungsstrukturen, in denen öffentliche und private, hierarchische und netzwerkartige Formen der Regelung zusammenwirken. ; In this paper the development of the paradigm of political steering (Steuerungstheorie) and how it intersected with the development of the concept of governance is analyzed. It is argued that use of the term governance does not indicate a simple extension of the analytical frame underlying the theory of political steering. The concepts politische Steuerung and governance refer to different aspects of political reality. Politische Steuerung is the hallmark of an actor centered approach to policy-making, while 'governance is the hallmark of an institutionalist approach dealing with regulatory structures combining public and private, hierarchical and network forms of action coordination.
