We analyze how public policies for self-financing education, public fund for loans and deferred deductibility of education expenses, affect growth in an overlapping generations economy where individuals can be borrowing-constrained on human capital investment. We show that public loans positively affect growth in the unconstrained economy, while how tax deductibility affects growth depends on the magnitude of both public loans and tax deductibility. In the borrowing-constrained economy, public loans positively affect growth, while tax deductibility does not affect growth. Both government policies affect the borrowing-constraint tightness and, therefore, can shift the economy from being borrowing-constrained to unconstrained or vice versa.

The Western medical profession's knowledge concerning the development of Soviet medicine during the preceding two decades 1s ~ost meager. This situation may be attributed to scvct;al factors. First, there was a paucity of pertinent material available for study during this period due to the r~tri~tions imposed upon the exchange of sc1ent1fic data between Russia and \\'cstcm Nations. In addition, as a result o( the exigencies of war and politics, the . inter· change of competent and interested obse.Vers was reduced to an insignificant number. Furthermore, the lack of Western scientific personnel familiar with the Russian language limited the significance of the few Russian scientific journals which were available. And finally, the deficiencies of Russian medicine evident during the initial years of Soviet rule may have minimized the value of any further exchange.

If cultural and national values are continued to be disregarded, there is a risk of replacing them with a surrogate of a cultivated by the government model of a citizen. This article draws attention to the necessity of a purposeful formation of value beliefs and a national code in the process of digital transformation of the education system, of identifying and presenting the risks of this process, as well as means to solve possible problems. The following methods were used: analysis of academic sources on the issue, method of independent evaluations, monitoring, modelling. The main approach of the study is axiological.

The differences in the values of Harry Potter fans and average Facebook users using social data about public Facebook activity are examined. Even though currently only a minority share the values that the Harry Potter stories embody, they are still an important segment of society that one might not even be aware of if one only follows the state-controlled media and make up a significant majority of the Hungarian media market. Understanding this culturally constructed fan network is thus academically and socially relevant.
