В сложившихся условиях введения продовольственного эмбарго на поставку ряда продовольствия из стран Евросоюза кооперация является единственно правильным решением, способствующим повышению экономической эффективности деятельности субъектов аграрного рынка и росту уровня самообеспечения регионов, в том числе и Алтайского края. В силу чего был проведен анализ текущего состояния и перспектив развития сельскохозяйственной кооперации Алтайского края как стратегического элемента самообеспечения региона продовольствием. В качестве объекта изучения выступают социально-экономические показатели уровня самообеспечения и развития сельскохозяйственной кооперации Алтайского края. Хронологический период исследования 2009-2013 гг. Анализируя показатели самообеспечения региона с 2009 по 2012 гг., выявили, что Алтайский край сегодня по многим показателям производства сельхозпродукции является регионом самообеспечиваемым (например, по производству яиц, картофеля), при этом потенциальная емкость рынка позволяет и дальше наращивать темы производства сельхозпродукции. По состоянию на 01.12.2013 г. в Алтайском крае насчитывается 70 сельскохозяйственных кооперативов, при этом доля работающих кооперативов в Алтайском крае 41%. Освещены причины, тормозящие развитие кооперации на селе, к числу которых относятся как материальные, так и психологические. Автором предложены ряд направлений дальнейшего развития кооперации, в том числе создание специализированного правительственного органа, отслеживающего и контролирующего ситуацию в сфере сельхозкооперации; создание льготных условий кредитования для развития вновь созданных кооперативов; формирование сельских оптовых региональных рынков на основе свободного доступа к ним предприятий потребительской кооперации; развитие розничной торговли в деятельности кооперативов; развитие системы страхования деятельности кооперативов; пропаганда на селе положительных аспектов сельхозкооперации; повышение образовательного уровня фермеров и глав малых сельскохозяйственных организаций. ; Today, under the conditions of Russian embargo on some EU food imports, agricultural cooperation is the only right solution which may improve the economic efficiency in the agricultural market and the level of regions' self-sufficiency, including that of the Altai Region. The research deals with the analysis of the current state and prospects of agricultural cooperation development in the Altai Region as a strategic component of the region's food self-sufficiency. The research subjects include the social and economic indices of self-sufficiency level and the development of agricultural cooperation in the Altai Region. The period of 2009 through 2013 is studied. It has been revealed that the Altai Region is a self-sufficient region in the production of number of agricultural commodities (e.g. in egg and potato production), and at the same time the potential market capacity enables increasing agricultural production rates. As of 01.12.1013, there are 70 agricultural cooperatives in the Altai Region, but 41% only are in business. The reasons that constrain the development of rural cooperation, both material and psychological reasons, are discussed. The author proposes the following directions of cooperation development: the establishment of a specialized government agency to monitor and control the situation in the field of cooperation; the creation of favorable terms of lending for newly formed cooperatives; the formation of rural regional wholesale markets with free access for consumer cooperatives; the development of retail trade within cooperative activities; insurance of cooperative activities; the promotion of positive aspects of agricultural cooperation; the improvement of the educational level of the managers of farming businesses and small agricultural enterprises.

Цель. Изучение статуса индивидов, групп граждан и объединений граждан (юридических лиц) как субъектов волеизъявлений по смыслу положений статьи 33 Конституции Российской Федерации. Методы. На основании системно-структурного, формально-юридического, логического и сравнительно-правового методов проанализировано действующее правое регулирование статуса субъектов конституционного права на обращение. Результаты. Предложена система субъектов конституционного права на обращение. Выявлены следующие субъекты волеизъявлений: граждане, группы граждан, их объединения и юридические лица. Проанализировано правое положение каждого из указанных субъектов. Особенно подробно исследован статус объединений граждан и юридических лиц и причины их нормативного включения в Федеральный закон «О порядке рассмотрения обращений граждан РФ» в качестве новых субъектов права на обращение. Проанализирован зарубежный опыт регламентации права юридических лиц на обращение. Исследованы вопросы правосубъектности применительно к институту обращений. Сформулированы предложения по совершенствованию законодательства об обращениях. Предложены поправки уточняющие сферу применения Федерального закона «О порядке рассмотрения обращений граждан РФ», а также обосновано сокращение до 14 лет возраста необходимого физическим лицам для реализации конституционного права на обращение. Научная новизна. Научная новизна заключается в системном исследовании субъектов конституционного права на обращение. Предложена классификация субъектов волеизъявления. Проанализированы юридические лица и объединения граждан как «новые» субъекты конституционного права на обращение. Предложено нормативно оформить понятия терминов заявитель и организация. Исследована проблема возраста, при достижении которого у граждан возникает право на обращение. ; Purpose. The study of the status of individuals, groups of citizens and associations of citizens (legal entities) as the subjects of will declaration within the meaning of Article 33 of the Constitution of the Russian Federation. Methods. On the basis of the systematic structural, formal, legal, logical and comparative-legal methods the acting legal regulation of the status of subjects of the constitutional right to appeal are analyzed. Results. A system of subjects of the constitutional right to appeal is provided. The subjects of will declaration: citizens, groups of citizens, their associations and legal entities are identified. Legal status of each of these subjects is analyzed. The author particularly studied the status of associations of citizens and legal entities and the reasons for their inclusion in the Federal Law "On the order of consideration of the RF citizens' appeals" as the new subjects of the right to appeal. Foreign experience of regulating the legal persons' right to appeal is also considered. The problems of legal capacity in relation to the institution of legal appeals are researched. Proposals for improving the legislation of appeals are given. Amendments clarifying the scope of the Federal Law "On the order of considering the RF citizens' appeals" are proposed and the reduction of age (to 14 years) required for individuals to exercise their constitutional right to appeal is justified. Scientific novelty. Scientific novelty of the system lies in the systemic study of the subjects of the constitutional right to appeal. Classification of the subjects of will declaration is proposed. Legal entities and associations of citizens as "new" subjects of the constitutional right to appeal are analyzed. It is proposed to regulatory formalize the concepts of the terms applicant and organization. The problem of the age at which citizens acquire the right to appeal is researched.

В статье представлен анализ развития государства благосостояния в странах Центральной и Восточной Европы (ЦВЕ) и в России; главное внимание уделяется изменениям, происходившим в период с начала 1990-х гг. в основных сегментах социальной сферы, таких как здравоохранение, социальное страхование и институты рынка труда. Исследуя эти трансформации, автор обращается к дискуссиям, которые велись специалистами по вопросам об их внутренних движущих силах, а также о роли международных финансовых институтов и Европейского союза в проводившихся реформах. В качестве важнейших факторов, определивших траектории трансформационных процессов, рассматриваются зависимость от прошлого развития и способность стран к ее преодолению, а также ресурсные ограничения. Автор показывает, как реструктуризация социальной сферы, сокращение в ней роли государства и усиление рыночных начал изменили соотношения между частной и публичной ответственностью за благосостояние общества. Показаны различия траекторий, по которым шли преобразования в отдельных странах. В странах ЦВЕ социальная сфера оказалась сложенной из «слоев», сформированных остаточными элементами консервативного бисмаркианского социального страхования, государства благосостояния солидаристского, коммунистического типа, а также элементами либеральной рыночной модели. В России, пережившей более глубокий трансформационный кризис, либерализация и уход государства из социальной сферы вначале приняли более значительные масштабы; затем роль государства усилилась, и социальная политика стала приобретать патерналистский характер. Во всех случаях модели, сложившиеся в результате реформ, не вписываются ни в одну из известных типологий государства благосостояния. ; The article presents a comprehensive analysis of welfare states in Central Eastern Europe and Russia from their foundations in the Soviet period through post-communist transition, with focus on the years after 1990. The article covers the emergence, structure, performance and transformations of these welfare states, including social insurance, health care, labor market institutions, and the gender dimension. Mapping trajectories of post-communist welfare state change, the text considers scholarly debates about the agents of change, including external agents such as the European Union and International Financial Institutions, as well as domestic societal interests and state-institutional actors. The story involves communist legacies and strong elements of path dependency, as well as varying levels of fiscal constraint, policy innovation and path-departing changes. The author finds that post-communist restructuring and retrenchment have reshaped statist welfare systems in market-conforming directions throughout the post-communist region, redefining the boundaries between public and private responsibility for societal well-being. Social insurance has been partially privatized in most states, labor market institutions have been made more flexible, and family benefits have been broadly retrenched. At the same time, post-communist welfare states have shown divergent patterns of change. CEE welfare states have been shaped by the layering of solidaristic communist legacies, conservative Bismarckian social insurance revivals, and the liberal imprint of international institutions. They have liberalized, but retain large elements of public responsibility for welfare and affinities to Europe. In Russia, sharper economic contraction led to deeper retrenchment, liberalization and informalization of the social sector; then, after 2005 Russia more generous statist and paternalist welfare policies. Post-communist welfare states are distinctive; they do not 'fit' any existing Western typologies or models.

Tesis para obtener el grado de Magister en área Desarrollo Rural, de la Universidad de Buenos Aires, en 2014 ; La presente investigación 'Participación, resolución de problemáticas y empoderamiento: el caso de la Asociación de Pequeños Productores y Familias Rurales' indaga si el trabajo asociativo en A.Pe.P.Fa.R. facilita el empoderamiento de sus miembros. El estudio se desarrolló bajo un enfoque etnográfico. Se administraron encuestas semi estructuradas y entrevistas en profundidad a: miembros y ex socios de A.Pe.P.Fa.R., integrantes del equipo técnico y referentes políticos y sociales del territorio. La autora realizó -además- observación participante, consulta bibliográfica, análisis de información secundaria y triangulación de datos. Para comprender el contexto se describieron características fitogeográficas, socio-económicas y técnico-productivas y se relevaron las organizaciones campesinas del área rural del Departamento Rosario Vera Peñaloza, Chepes, La Rioja. Se detallaron, también, los rasgos distintivos de los pequeños productores asociados a A.Pe.P.Fa.R. tipificándolos como 'clase'. Se constató que la participación en la asociación se encuentra íntimamente relacionada a la satisfacción de objetivos personales y a la posibilidad de los integrantes de ser escuchados y valorados en sus opiniones. Se verificó el estrecho vínculo entre participación, información, comunicación, motivaciones, relaciones intra e interinstitucionales, conflictos y poder. Se demostró que entre las innumerables problemáticas presentes en el territorio se abordaron desde A.Pe.P.Fa.R. prioritariamente las económicas y/o materiales, sólo algunas sociales; pero ninguna de las ambientales. Finalmente se concluye que -según la visión de miembros de A.Pe.P.Fa.R. y del equipo técnico- existe un incipiente empoderamiento de los pequeños productores asociados atribuible al trabajo desarrollado en y desde la organización. ; This research "Participation, problem solving and empowerment: the case of the Association of Small Farmers and Rural Families" asks whether associative work A.Pe.P.Fa.R. facilitates the empowerment of its members. The study was conducted under an ethnographic perspective. Surveys were administered semi structured in-depth interviews: members and former members of A.Pe.P.Fa.R., technical team members and political and social references of the territory. The author did-well-participant observation, consultation literature, secondary data analysis and data triangulation. To understand the context described phytogeographic characteristics, socio-economic and technical production and peasant organizations were surveyed rural area Rosario Vera Penaloza Department, Chepes, La Rioja. Were detailed, too, the distinctive features associated smallholders A.Pe.P.Fa.R. classifying them as "kind". It was found that participation in the association is closely related to the satisfaction of personal goals and the ability of the members to be heard and their opinions valued. We verified the close link between participation, information, communication, motivation, intra and inter-agency conflicts and power. It was shown that among the many issues within the territory were addressed from A.Pe.P.Fa.R. priority of economic and / or materials, just some social, but none of the environmental. El objetivo de este artículo es interrogar la obra ensayística, literaria y periodística del escritor inglés Gilbert Keith Chesterton desde una perspectiva teórico-política y poner en tensión aquellos elementos conceptuales que se encuentran enfrentados con algunos de los principales supuestos de la modernidad. La propuesta de este trabajo es organizar estos elementos dispersos y postular la posibilidad de estructurar una filosofía política a partir de una lectura que los integre. Se hará hincapié en su crítica a la idea moderna de progreso, para luego explorar la posibilidad de derivar de las reflexiones del autor un cuerpo conceptual coherente que pueda ser considerado relevante para la teoría política.Para esta tarea, se toman como punto de partida conceptos centrales para la ciencia política presentes en sus obras que se encuentran alumbrados por doctrinas teológicas clave dentro del pensamiento cristiano, vector fundamental de sus escritos. The author has made an attempt to define institutional peculiarities of the party system evolution in Poland during democratic transition. There have been contemplated political and historical prerequisites for its establishment, the functioning and characteristic features of the legal basis as well modern tendencies in the consolidation of the Polish party system.It has been determined that among the main political and historical prerequisites for the Polish multi­party system development one should mention the following: public riots in the late 1970s – early 1980s, the evolution of the trade union «Solidarity» into a mass oppositional sociopolitical institution, public activities of a number of illegal oppositional organizations, appearance of political reformers within the reigning Communist party.The party system in Poland went through decades of evolution with certain stages, such as: party system with a dominant hegemon party (1952–1989), heterogenous multi­party system (1989–1993), moderate pluralism (1993 – up till present). Multi­party system consolidation was marked by elaboration of the legal basis for political parties' performance along with regulation of the election process, particularly legislation on political parties (1990, 1997) and on Elections to the Seym (1993, 2001). At present the party system in Poland functions within the framework of the 2 key parties' performance: «Law and Justice» and «Civic Platform». These 2 parties have formed the government in turn. ; Зроблена спроба визначити інституційні особливості еволюції партійної системи Польської Респуб­ліки у контексті демократичного переходу. Розглянуто політико­історичні передумови становлення, специфіку нормативно­законодавчої бази функціонування та сучасні тенденції консолідації політико­партійного простору Польщі.Визначено, що історико­політичними передумовами становлення багатопартійності в Польщі стали народні заворушення кінця 1970­их – початку 1980­их рр., еволюція профспілки «Солідарність» у масовий опозиційний суспільно­політичний інститут, суспільна діяльність ряду нелегальних опозиційних організацій, поява політиків­реформаторів у середовищі правлячої комуністичної партії.Партійна система Польщі пройшла кілька десятирічну еволюцію: партійна система з партією гегемоном (1952–1989 рр.); атомізована багатопартійність (1989–1993 рр.); партійна система поміркованого плюралізму (1993 р. – дотепер). Закріплення багатопартійності позначилось розробкою чіткої нормативно­правової бази функціонування політичних партій та регулювання виборчого процесу, зокрема законодавства про політичні партії (1990 р., 1997 р.) та про вибори до Сейму (1993 р., 2001 р.). На сучасному етапі загальну конфігурацію партійної системи Польщі визначають дві політичні сили – «Право і справедливість» та «Громадянська платформа», які почергово впливають на формування уряду. ; Зроблена спроба визначити інституційні особливості еволюції партійної системи Польської Респуб­ліки у контексті демократичного переходу. У статті досліджено можливості органів місцевого самоврядування створювати належні умови для розвитку промислового виробництва міста. Проаналізовано позитивний досвід управлінської взаємодії між промисловими підприємствами міста і органами місцевої влади. Запропоновані дієві методи та інструменти впливу органів місцевого самоврядування на активізацію розвитку промислового виробництва міста. ; В статье проанализированы возможности органов местного самоуправления создавать необходимые условия для развития промышленного производства в городе. Установлено, что роль местных органов власти в решении вопросов развития промышленного производства состоит в возможности конкретизировать методы, способы и механизмы достижения целей, определенных в рамках общегосударственной промышленной политики, привязать их к особенностям тех или иных административно-территориальных единиц, учесть специфику демографических, экологических, ресурсных и других характеристик. На основе статистических данных приведена зависимость территориальной динамики развития от отраслевой. Обосновано, что в современных условиях хозяйствования в качестве реальных субъектов промышленной политики Украины может выступать местная власть только в крупных городах - индустриальных центрах страны. Исследован положительный опыт управленческого взаимодействия между промышленными предприятиями города и органами местной власти. С целью активизации развития промышленного производства на конкретной территории для органов местного самоуправления предлагается ряд действенных методов и инструментов влияния, среди которых основными являются: проведение экспертизы инвестиционных проектов; реклама местных товаропроизводителей; предоставление бюджетных кредитов, гарантий и поручительств; продажа или передача в аренду объектов коммунальной собственности; формирование стратегии внутреннего саморазвития и стратегии привлечения внешних ресурсов. ; The possibilities of self-governing authorities to create necessary conditions for development of industrial production in the city were analyzed by author in this article. It was established that the role of self-governing authorities involves the possibility to concretize the methods, means and mechanisms of goal achievement which are determined within the frame of national industrial politics and also to attach them to the peculiarities of different administrative-territorial entities and to take into account the specificity of demographic, resource, ecological and others characteristics. The article includes the dependence between the territorial dynamics of development and branch one. It was proved that only local authority of big cities the industrial centers of country can act as party of Ukrainian industrial politics in modern business environment. The positive experience of managerial cooperation between industrial enterprises of the city and local authorities was investigated. In conclusion it was said that the advantages for self-governing authorities of industrial type of the organization of subnational entity consist in that fact that this type significantly simplifies search and realization of developmental variation. Firstly, it has wide guaranty support from the part of state government, secondly, the profit from the side of attraction possibility of investment and other financial resources to the economy of industrial cities is provided. With the purpose to activate the development of industrial production on the concrete territory there is a range of efficient methods and instruments of influence for self-governing authorities. The main from them are: execution of an examination of investment projects; advertisement of local manufacturers; providing of budgetary credits, guaranties and assurances, sale or lend-lease of objects of communal properties; formation of strategy of internal self-development and strategy of attraction of external resources.

Language change in 20th century written Chinese – The claim for Europeanization By Ruth Cordes The written Chinese language, object of all statements concerning the Europeanization of Chinese Grammar, changed considerably during the 20th century. This was mainly due to the replacement of the former written High variety, the old de-facto standard Literary Chinese, by a new standard. The new written standard Guoyu (and later Putonghua) on its part emerged from the former written Low variety incorporating further influences – the most discussed being those by European languages, supposedly resulting in a "Europeanized Chinese". Whether or not European languages, above all English, exerted a strong enough influence on written Chinese to change its morphology and syntax, is discussed quite controversially. Changes attributed to contact with English, French or German might instead originate from much earlier, long-term contact with other Chinese as well as non-Chinese languages – which would fit the traditional definition of language contact much better. The starting point of this discussion are two chapters on "Europeanized grammar" by Wang Li published in 1943 and 1944. After him, other authors repeatedly took up the topic, mostly following the same tenor – that the Chinese language has been changed considerably by the influence of European languages, above all English. The rare exception is Alain Peyraube with his article on "Westernization of Chinese grammar in the 20th century: myth or reality?" that challenges the prevailing view. Still, until 2008 neither the one nor the other standpoint had been tested by proper corpus analysis The Europeanization hypothesis is tested using methods of corpus linguistics. The results serve less to prove certain theses, than to remind us that unambiguous answers are very rare. Nevertheless, a certain pattern is repeated time and again: an increase of "Europeanized" structures in the middle and decrease towards the end of the 20th century. The degree of europeanization of the grammar of 20th century written Chinese was overestimated. This overestimation was due to both hopes and fears concerning the development of the Chinese language as the national language of China. The reasons for hoping for an Europeanization of Chinese grammar have to be seen against the background of 19th/20th century intellectual history and the need for modernization felt by Chinese intellectuals. In addition to a deliberately europeanized style in some writings, incompetent translations created another style taunted as "translationese". Later on, there was a conscious return to "Chineseness", combined with the fear of loss of uniqueness. Changes in the grammar depend not so much on the time of origin of a text than on text type and variety (e.g. written vs. colloquial or Literary Chinese vs. Baihua). A substantial number of phenomena attributed to Europeanization originate instead from earlier, colloquially influenced texts or from contact with e.g. other Chinese languages. At the same time, changes are prevalent in texts where the author experimented with stylistic innovations influenced by his or her own language competence in Chinese regiolects or foreign languages.

После смерти Хаджи Гирея 25 августа 1466 г. в Крымском ханстве началась междоусобица, в которой помимо двух сыновей умершего хана Менгли Гирея и Нур Давлата, издавна знакомых историкам, участвовал еще и третий претендент, до сих пор неизвестный. Он был креатурой ширинского бея Мамака, и о том, что генуэзцы Каффы готовы были признавать его власть, свидетельствуют ее медные пулы с тамгой-вилкой. Этот геральдический символ Гиреям не принадлежал и на монете Крымского ханства и Каффы после воцарения Хаджи Гирея никогда более не использовался. Указанные пулы были разменной монетой, потребовавшейся в ходе монетной реформы, обнаруженной в процессе исследования реформы, которая ввела в обращение в дополнение к серебряному дангу новый денежный номинал акча. Штемпельные связи говорят, что пулы претендента непосредственно предшествовали выпуску акча Нур Давлата, а неизученные ранее рукописи казначейства Каффы подтверждают его существование и почти двухмесячное правление осенью 1466 г. (871 г.х.). На его родство с Улуг Мухаммадом указывают и форма тамги, и политические пристрастия ширинских беев. Само же имя неизвестного доселе крымского хана, ставшего затем ханом казанским, Ибрагим написано на монетах, которые безосновательно приписывали сибирскому хану Ибрагиму (Ибаку), тезке внука Улуг Мухаммада. Прежняя атрибуция требовала неадекватных подходов: что территориальное рапространение находок не играет роли для определения места чекана, что вес монет для определения их номинала неважен, что, раз монеты не только близки типологически, но и отчеканены идентичными и связанными штемпелями, то их чекан производился с многолетними перерывами, причем, в разных регионах. Научный аппарат работы содержит выдержки из документов и их переводы, а также наиболее значимые иллюстрации нумизматического материала. ; The death of the Crimean khan Haij Garey on 25 August 1466 was followed by two months of the political turmoil. Sons of the late ruler, Mengli Garey and Nur Dawlat, were two pretenders well-known to the historians. But numismatic material and newly found archival documents prove that there was one more claimant khan. He was the protege of the Shirin bek Mamak and the copper puls of Caffa with the forked tamga testify that the Genoeses were inclined to accept his supremacy. The said heraldic symbol didn't belong to Garey khans and it was never more used for the coins of Caffa or the khanate after 1441, when Tartar beks elected Haji Garey to be their lord. These puls were the fractional currency that became necessary after there had happened the monetary reform in the khanate and those old silver dangs started to circulate side by side with a new silver denomination aqcha. The author has discovered that these puls have die links with aqcha coins of Nur Dawlat and moreover he has found that the third «Emperor» had been mentioned in the unpublished accounts of the Genoese treasury, composed in September and October 1466. The shape of his tamga as well the steady political predilections of the Shirin beks demonstrate his kinship with Ulugh Muhammad. The name of this previously unbeknown Crimean khan, who became next year the khan of the Kazan khanate, was Ibrahim. The name of this khan is written on those coins which were earlier attributed to the Siberian khan Ibrahim (Ibak) without real, only on far-fetched and untutored grounds.

Особенно татары были незаменимыми союзниками в западных походах против европейских государств, на Кавказе и, в последующем, для сдерживания Московского государства. Однако татарские войска Крымского ханства также использовались и в других направлениях политики Османской империи. Главным соперником Османского государства на востоке был Сефевидский Иран. Войска Крымского ханства также принимали участие в походах осман. В статье рассказывается об участии татарских войск в войне с Ираном. Татары в османских военных компаниях, по большей части, играли роль акынджы, продвигаясь впереди османского войска, собирая трофеи и добычу на вражеских землях, нежели участвовали во фронтовых сражениях. Изначально крымские ханы участвовали лишь в войнах, проходивших на западных территориях. Однако ситуация изменилась во второй половине XVI века при султане Сулеймане, когда крымская кавалерия начала привлекаться и к восточным походам. Татары не особо хотели участвовать в походах против Ирана. Были случаи, когда эти походы заканчивались плачевно: пленением наследника крымского престола (Адиль Гирея), его казнью и разгромом татарской армии. Однако Крымские ханы принимали участие в каждом походе против Ирана на стороне Османской империи. Невыполнение приказов султана могло привести к замене хана (Мехмед Гиреем II). Архивные документы показывают, что численность татарских войск, отправленных против Ирана, составляла от 5 до 10 тысяч воинов, хотя в османских источниках дается завышенное количество (30-40 тыс.). ; Starting from the 15 th century, when the Crimean Khanate recognized the authority of the Ottoman Empire, its forces was actively used by the Ottoman Empire in its foreign policy. Especially the Tatars were indispensable allies in campaigns against Western European countries, Caucasus, and, subsequently, in the containment of the Moscow State. However, Tatar troops of the Crimean Khanate were also used in other political directions of the Ottoman Empire. The main rival of the Ottoman State in the east was the Safavid Iran. Troops of the Crimean Khanate also took part in these campaigns of the Ottomans. The author describes the participation of Tatar troops in the war with Iran. During the Ottoman military campaigns, the Tatars, for the most part, played a role of Akinji moving ahead of the Ottoman forces and collecting trophies and prey in hostile lands, rather than participating in the frontline battles. Initially, the Crimean khans participated only in the wars that took place in the western territories. However, the situation changed in the second half of the 16 th century under Sultan Suleiman, when the Crimean cavalry was also involved in the eastern campaigns. The Tatars did not particularly want to participate in campaigns against Iran. There were cases, when these campaigns ended in tears: with the capture of the heir to the Crimean throne (Adil Giray), its execution and the defeat of the Tatar army. However, the Crimean khans participated in every campaign against Iran on the side of the Ottoman Empire. Disobeying the Sultan orders could lead to the replacement of khan (Mehmed Giray II). Archive documents reveal that the number of Tatar troops sent against Iran, ranged from 5 to 10 thousand soldiers, although the Ottoman sources overestimates the amount (30-40 thousand).

Abstrak Surabaya merupakan kota terbesar kedua setelah kota Jakarta. Masyarakat yang tinggal di Kota Surabaya tidak hanya penduduk asli, tapi juga masyarakat yang berasal dari desa. Laju pertumbuhan masyarakat Surabaya disebabkan karena melihat bahwa peluang kerja di daerah Surabaya lebih besar. Hal ini menjadi daya tarik masyarakat baik dari kalangan dewasa maupun pelajar. Selain tujuan bekerja kota Surabaya menjadi sasaran pelajar untuk menimba ilmu dijenjang universitas. Kondisi demikian yang menjadikan Surabaya sebagai kota metropolis. Bangunan-bangunan tinggi dijumpai di daerah Surabaya seperti pusat perbelanjaan, pusat pemerintahan, dan pusat perdagangan. Kondisi demikian yang memberikan perubahan bagi mahasiswa urban yang berasal dari desa ke kota untuk menuntut ilmu. Artikel ini mengkaji mengenani bagaimana gaya hidup mahasiwa yang datang dari desa ke Surabaya melihat kondisi lingkungan kampus yang banyak mahasiswa dari daerah namun mengalami perubahan gaya hidup. Pada artikel penelitian ini penulis menggunakan penelitian kualitatif deskriptif dengan pengambilan data wawancara dan observasi. Kemudian dari data yang didapatkan di jabarkan secara deskriptif. Hasil penelitian ini Dari hasil dan pembahasan pada penelitian ini, dapat di simpulkan bahwa perubahan yang terjadi pada informan adalah gaya hidup meliputi cara berpakaian yang cenderung memilih produk branded, kebiasaan nongkrong, dan gaya bahasa yang cenderung logat bahasa Surabaya. Kondisi demikian terjadi karena proses pergesran budaya dari daerah yang cenderung sederhana menjadi budaya kota yang identik dengan kehidupan mall dan nongkrong, sehingga bukan hanya cara berpakaian yang yang berubah namun pola kebiasaan mahasiswa daerah juga mengalami perubahan. People living in the city of Surabaya is not only the natives, but also people from the village. Growth rate due to Surabaya community see that employment opportunities in the larger area of Surabaya. This is the main attraction of the community, both adults and students. In addition to her destination city of Surabaya was subjected students to study at the university level. Such a condition that makes Surabaya as metropolis. High rise buildings found in the Surabaya area such as shopping centers, government centers, and trade center. Such conditions that give change for urban students from villages to cities to study. This article examines how the lifestyle of students who come from the village to see the Surabaya campus environment that many students from the area but a lifestyle change. In this research article the author uses descriptive qualitative research interview and observation data retrieval. Then, from the data obtained in the descriptive describe. The results of this study and discussion of the results in this study, it can be concluded that changes in lifestyle include informants were dressed that way tend to prefer branded products, the habit of hanging out, and a style that tends to Surabaya dialect. Anotācija Šī promocijas darba nosaukums ir "Džihāds islāmā, tā izpratnes Eiropā un Latvijas musulmaņu kopienās XXI gs.". Darbs ir starpdisciplinārs un sastāv no trim daļām. Pirmā daļa ir vēsturiski-teoloģiska un aplūko džihāda paveidus un tā evolūciju. Otra daļa ir politoloģiska un apskata garīgā un militārā džihāda izpausmes Eiropas teritorijā (jebkādu islāmticīgo darbību, kas veicama islāma labad: gan musulmaņa personīgo uzvedību, gan kolektīvus pasākumus, tāpat arī dažādas terora izpausmes). Savukārt trešā promocijas darba daļa nodarbojas ar socioloģisku izpēti un aplūko Latvijas musulmaņu kopienu locekļu izpratni/priekšstatus par džihādu. Šī promocijas darba mērķis ir, pirmkārt, aplūkot priekšstatus par džihādu un ar džihādu saistītas aktivitātes Eiropā un Latvijā XXI gs. un, otrkārt, analizēt Latvijas situāciju Eiropas kontekstā ar nolūku izkristalizēt Latvijas džihāda īpatnības. Darbā izmantotas šādas metodes: hermeneitiskā tekstu interpretācijas metode, situāciju analīze jeb socioloģiskā izpēte (case study) un kvalitatīvā pētījuma intervijas. Darbā izvirzītā hipotēze: "Latvijas musulmaņu kopienu locekļi pārsvarā definē džihādu kā garīgu fenomenu iepretī Eiropas islāmam kopumā, kura ietvaros ir aktuāls gan garīgais, gan militārais džihāds". Darba secinājumi ir sekojoši: hipotēze, ka Latvijas musulmaņu kopienu locekļi pārsvarā definē džihādu kā garīgu fenomenu, lielākoties ir apstiprinājusies. Par hipotēzes pilnu apstiprinājumu grūti runāt, jo 30 respondentu vidū diviem respondentiem bija radikāla nostāja, bet viens kategoriski atteicās atbildēt uz vairākiem uzdotajiem jautājumiem par džihādu. ; Abstract The title of the promotion theses is "The Concept of Jihad in Islam, its Perceptions in Europe and in the Latvian Muslim Communities in the XXI Centur". It consists of three parts and its subject is interdisciplinary. Part One is of historical and theological character, it looks at various kinds of jihad and its evolution. Part Two is politiological and deals with manifestation of the spiritual and military jihad in the territory of Europe (activities of any kind by Muslims which are carried out in the name of Islam: behaviour of an individual Muslim, activities of a community, as well as various manifestations of terrorism). Part Three studies sociological investigations and looks at the perception of jihad among the members of Muslim communities in Latvia. The aim of the promotion theses is, first, to examine the concept jihad and activities connected with it in Europe and in Latvia at the end of the 21st century; secondly, to analyse the situation in Latvia in the European context and to find out the characteristic features of jihad in Latvia. The author of the theses has used the method of interpretation of hermeneutical texts, the method of situational analysis or sociological research (case study) and qulitative research interviews. The hypotheses of the promotion paper is: Muslim communities of Latvia mostly define jihad as a spiritual phenomenon unlike the European Islam, which includes in the concept both the spiritual and the military jihad. The theses is concluded by the following conclusions: the hypotheses that majority of Muslims in Latvia define jihad as a spiritual phenomenon has been mostly confirmed. It is impossible to confirm it completely because 2 out of 30 respondents demonstrated an aggresive point of view, and 1 respondent refused to answer any questions concerning jihad.

This paper shows the results of a case study based on a research project action to contribute in the construction of pathways to solve business and labor informality in Colombia (2011 – 2013). This study was based on observation and reflection process in order to understand success or failure determinants of a collaborative effort when challenging social objectives (social innovation) from a mixed environment (government and private sector). The project was developed by Research Group on Evolution and Institutional Economics of the Universidad Nacional de Colombia, funded by Colciencias in alliance with the Cámara de Comercio de Bucaramanga. The author found that the capacity of an interinstitutional team to produce results with significant impact on society (achieving social innovations) is built on the strengthen of inter-institutional networks allowing the emergence of a new mega-institution with legitimacy, resources, knowledge and strategic alignment enough to harmonize efforts within each institution. ; Se presenta este caso de estudio sobre el proyecto de investigación-acción que buscó aportar en la construcción de vías para la solución a la problemática de la informalidad empresarial y laboral en Colombia (2011-2013). Este proyecto utilizó como objeto de estudio la observación y reflexión en el propósito de comprender los determinantes para el éxito o fracaso de un esfuerzo colaborativo, cuando se persiguen objetivos sociales retadores (innovaciones sociales) desde un ámbito mixto (gobierno y sector privado). El proyecto fue desarrollado por el Grupo de Investigación en Economía Evolucionista e Institucional de la Universidad Nacional de Colombia, financiado por Colciencias en alianza con la Cámara de Comercio de Bucaramanga. Se encontró que la capacidad de un equipo interinstitucional para producir resultados que tengan un impacto importante en la sociedad (lograr innovaciones sociales) se construye a partir de la fortaleza de redes interinstitucionales que permiten inferir la emergencia de una nueva metainstitución con la legitimidad, recursos, conocimiento y alineamiento estratégico suficiente para una apropiada armonización de esfuerzos dentro de cada institución. ; Apresentam-se os resultados de um estudo de caso originado do desenvolvimento de um projeto de pesquisa-ação que procurou contribuir na construção de vias para a solução à problemática da informalidade empresarial e laboral na Colômbia (2011-2013). O objeto de estudo foi realizar processos de observação e reflexão com o propósito de compreender os determinantes para o sucesso ou fracasso de um esforço colaborativo quando se perseguem objetivos sociais desafiadores (inovações sociais) desde um âmbito misto (governo e setor privado). O projeto foi desenvolvido pelo grupo de pesquisa em Economia Evolucionista e Institucional da Universidade Nacional da Colômbia, financiado por Colciencias em aliança com a Câmara de Comércio de Bucaramanga. Encontrou-se que a capacidade de uma equipe interinstitucional para produzir resultados que tenham um impacto importante na sociedade (conseguir inovações sociais) constrói-se a partir da fortaleza de redes interinstitucionais que permitem inferir a emergência de uma nova meta-instituição com a legitimidade, recursos, conhecimento e alinhamento estratégico suficiente para uma apropriada harmonização de esforços dentro de cada instituição.

Актуальность работы обусловлена необходимостью пересмотра существующих в исторической науке трактовок мотиваций варваров в отношениях с римским обществом и государством в свете современных концепций социологии, социальной и исторической антропологии. Цель работы: реконструкция предпосылок, повлиявших на решение короля готов Алариха о взятии Рима в 410 г., в контексте взаимодействия Римской империи и варварских народов методом историко-антропологической интерпретации и компаративного анализа историографии дискуссионных проблемных точек. Методы исследования: общенаучные методы анализа, синтеза и историзма, исторический нарратив, историко-генетический и историко-типологический методы, компаративный анализ источников и историографии, критика исторического источника. Результаты. Реконструированы обстоятельства, повлиявшие на решение предводителя готов Алариха о взятии и разорении Рима в 410 г. Определены две группы таких обстоятельств, условно обозначенные как внутренние и внешние по отношению к личности Алариха. К числу первых относятся личностные интенции и приоритеты: 1) стремление Алариха сохранить статус лидера и короля варварского войска, для чего требовались воинские успехи и распределение предметов престижного потребления; 2) стремление Алариха интегрироваться в систему римской воинской иерархии и администрации, получив официальный пост командующего войсками диоцеза или всей Западной империи в целом; 3) индивидуальная стратегия воздействия на правительство империи и местную аристократию через сочетание переговоров и военного шантажа. К числу вторых относятся не зависящие от Алариха и не контролируемые им факторы и условия: 1) предубеждение со стороны императора Гонория, подозревавшего Алариха в стремлении к узурпации, 2) распространение антиварварских настроений в романском обществе, периодически подогреваемых сознательной риторикой придворных фракций, 3) необходимость обеспечить войско продовольствием. ; The relevance of the discussed issue is caused by the need to reiterate Roman-Barbarian relations' current interpretation. The nowadays conceptions of sociology, social and historical anthropology give us the opportunity for the profound understanding of ideal and material cultural impacts in the frame of the late Roman Empire. The main aim of the study is to reconstruct the causes of Alaric's decision to plunder Rome in 410 AD in the context of intercultural Roman-Barbarian interactions by means of historical and anthropological interpretation and historiographical comparative analysis. The methods used in the study: general science methods of analysis, synthesis and historicism, method of historical narrative, historical genetic method, historical typological method, historical source criticism, comparative historiographical analysis. The results. The author found out the causes of Alaric's decision to plunder Rome in 410 AD. There are two groups of the causes in relation to Alaric's person. The first group consists of the personal aims and priorities: 1) the intention of Alaric to keep leader's status among the Barbarians and to provide military luck and loot for that purpose, 2) the opposite but akin intention of Alaric to enter in Roman military system by the assignment to the office of magister militum, 3) Alaric's personal strategy of pressing on the Roman imperial and local officials by the combination of treaties and blackmails. The second group consists of the factors unrelated to Alaric's person: 1) the bias of the emperor Honorius, who had rejected any proposals of treaty between the Empire and Alaric, 2) the widespread antibarbarian common opinion by the Empire's citizens put Alaric in an outcast's position; 3) Alaric had had to find a foodstuff for the army.
