This paper examines the development of fiscal rules and budget procedures in EU countries, and their impact of public finances since the mid-1980s. It presents a new data set on institutional reforms and their impact in Europe. Empirical pattern confirm our prediction that more stringent fiscal rules exist under large coalition governments, while the centralisation of budgetary procedures is the main form of fiscal governance elsewhere. In addition, the centralisation of procedures does not restrain public debt in countries more prone to a rules-based approach, whereas more stringent fiscal rules seem to support fiscal discipline in almost all EU countries.

In this paper, we examine the integration of European government bond markets using daily returns over the 1998–2003 period with a set of complementary techniques to assess the time varying level of financial integration. We find evidence of strong contemporaneous and dynamic linkages between Euro zone bond markets with that of Germany. However, there is much weaker evidence outside of the Euro zone for the three accession markets of Czech Republic, Hungary and Poland, and the UK. In general, the degree of integration for these markets is weak and stable, with little evidence of further deepening despite the increased political integration associated with further enlargement of the European Union (EU).

The paper investigates the impact of the selected factors on the healthy life years of men and women in the EU countries. The multiple quantile spatial autoregression models are used in order to account for substantial differences in the healthy life years and life quality across the EU members. Quantile regression allows studying dependencies between variables in different quantiles of the response distribution. Moreover, this statistical tool is robust against violations of the classical regression assumption about the distribution of the error term. Parameters of the models were estimated using instrumental variable method (Kim, Muller 2004), whereas the confidence intervals and p-values were bootstrapped.

The article analyzes the effectiveness of preventive anti-corruption measures in the countries of the European Union EU. The study involved comparison and forecasting methods. The results showed that the EU is leading its efforts to develop anti-corruption legislative initiatives and their implementation at national and international level. Whistle-blower protection laws adopted in EU countries are important tools for exposing illegal activities committed in organizations. Transparency of public administration in Denmark and Finland contributes to the maintenance of moral and legal standards in society. The Danish Code of Conduct in the Public Sector and the Finnish Anti-Corruption Guide for Small and Medium-Sized Enterprises have become documents that help promote corruption-free business relationships. The Finnish Harmaa (gray) project is an example of how data analytics helps law enforcement agencies process large volumes of data to prevent corruption offenses. It is concluded that the initiatives of EU countries to prevent corruption of officials can become an example for Ukraine during post-war recovery.

The main research aim is to investigate and test the long-term existence of a balanced relationship (cointegration) between business demographics and economic growth, expressed in terms of real GDP per capita, and to estimate the econometric models expressing relationships between analyzed variables in European economy. Our The study has focused on ten out of the eleven former communist countries, currently members of the European Union, during the 2006–2016 time period. Croatia was left out due to the shortness of the time series available for it, that the study would have required. These findings have significant implications in designing and shaping the future business models in European former communist countries, and increase convergence. The results obtained confirm the existence of long-term balanced relationships between the variables examined, the forms of which however vary from one cluster of states to another.
