While the world's oceans cover more than seventy percent of its surface, the sea has largely vanished as an object of enquiry in International Relations (IR), being treated either as a corollary of land or as time. Yet, the sea is the quintessential international space, and its importance to global politics has become all the more obvious in recent years. Drawing on interdisciplinary insights from IR, Historical Sociology, Blue Humanities and Critical Ocean Studies, The sea and International Relations breaks with this trend of oceanic amnesia, and kickstarts a theoretical, conceptual and empirical discussion about the sea and IR, by highlighting theoretical puzzles, analysing broad historical perspectives and addressing contemporary challenges. In bringing the sea back into IR, the book reconceptualises the canvas of international relations to include the oceans as a social, political, economic and military space which affects the workings of world politics.

With the current political climate in the main countries hosting international students, China's perspectives to become a dominant player are more optimistic than a few years ago. Attracting international students and increasing their stay-rate after graduation is becoming a major political strategy at the national level and also for the main cities and provinces, as well as the universities. But, to be sustainable in this effort, China's higher education system needs to work on the quality of its education and services.

Die Befürworter dieser Strategie berufen sich dabei verstärkt auf spieltheoretische Argumente: Wenn jedes Land mit seiner Wirtschaftspolitik nur sein eigenes Interesse verfolge, habe dies auch jenseits der eigenen Grenzen Auswirkungen, die wiederum Reaktionen der betroffenen Nachbarn hervorriefen. Im Endergebnis verschlechtere sich die Situation aller Länder. Der spieltheoretische Ansatz zeichnet jedoch den Status quo unseres Weltwirtschaftssystems zu düster; vor allem sind die Annahmen, die Wirtschaftspolitiker würden z.B. nach einem außenwirtschaftlichen Schock weiterhin an ihren alten Zielen festhalten und die Auswirkungen ihrer Maßnahmen in anderen Ländern ignorieren, wohl so nicht zu halten. Außerdem werden wichtige Kosten international koordinierter Wirtschaftspolitik nicht erwähnt: Da Unwissenheit und Uneinigkeit über weltwirtschaftliche Zusammenhänge bestehen, können in gutem Glauben geschnürte Politikpakete Wirkungen haben, die den erwarteten sogar entgegengesetzt sind. Auch können sich Politiker und Zentralbanken bei internationalen Absprachen leichter der Kontrolle von Wählern und Geldhaltern entziehen. Dies hätte dann eine höhere Inflationsrate zur Folge. Das Ende der siebziger Jahre unter dem Schlagwort der "Lokomotiven-Strategie" durchgeführte wirtschaftspolitische Experiment sowie das Europäische Währungssystem werden als Beispiele für eine gelungene internationale Koordination angesehen. Diese Behauptung hält einer näheren Prüfung nicht stand: Die Anwendung der Lokomotiven- Strategie hat zu der weltweiten Beschleunigung der Inflation beigetragen und damit die Stabilisierungsrezession zu Anfang der achtziger Jahre mitverursacht; und die EWSLänder wären bei der Inflationsbekämpfung weniger erfolgreich als andere Länder. Eine Alternative zur Koordination durch Absprachen bietet ein Weltwirtschaftssystem, in dem die Wirtschaftspolitik in den einzelnen Ländern vorangekündigt wird. Koordination könnte in einem solchen Regime darin bestehen, daß sich die Länder über geplante Maßnahmen informieren und Strategien vermeiden, die auf eine bewußte Bereicherung zu Lasten des Nachbarn abzielen. Jedem Land steht es dann frei, seine wirtschaftspolitischen Ziele auf dem Wege zu erreichen, der ihm als adäquat erscheint. Wenn es dabei zu mehr Wettbewerb in der Wirtschaftspolitik kommt, ist das gut; denn es besteht die Chance, aus eigenen Fehlern sowie aus guten und schlechten Beispielen anderer zu lernen.

International organizations (IOs) are driven by political-administrative interactions between member states and IO administrations. To model these interactions and understand their outcomes, scholars have predominantly, and almost exclusively, relied on agency theory. Yet, as this paper argues, delegation can also take a form of stewardship, where goal conflict and information asymmetries are low. In stewardship relationships, member states trust the IO administration, which enables softer, more informal exercise of control. Both agency and stewardship relationships are illustrated in a comparative case study of FAO and WFP. As interview data and document analysis show, while FAO exhibits agency, WFP provides an example for stewardship. The findings imply that conventional Principal-Agent assumptions should not be taken as given. Not all IO administrations are self-serving agents. The findings also provide implications on IO control and performance and call for scholarship to redirect its focus on de facto rather than de jure IO characteristics.
