AbstractFollowing older debates in international relations literature concerning the relative importance of domestic versus systemic factors, newer debates emphasize interdependence among states and the complex interactions between systemic and domestic factors. As globalization and democratization advance, theories and empirical models of international politics have become more complicated. We present a systematic theoretical categorization of relationships between domestic and systemic variables. We use this categorization so that scholars can match their theory to the appropriate empirical model and assess the degree to which systemic factors affect their arguments. We also present two advances at the frontier of these empirical models. In one, we combine hierarchical models of moderating relationships with spatial models of interdependence among units within a system. In the other, we provide a model for analyzing spatial interdependence that varies over time. This enables us to examine how the level of interdependence among units has evolved. We illustrate our categorization and new models by revisiting the recent international political economy (IPE) debate over the relationship between trade policy and regime type in developing countries.

Auf dem Politikfeld der internationalen Arbeitsstandards wird einmal mehr deutlich, wie notwendig, aber auch schwierig eine Einbeziehung von nichtsstaatlichen Organisationen (NGOs) in die formalen Entscheidungsprozesse der UNO ist. Der Beitrag fragt eingangs nach dem Wesen von Arbeitsstandards und nach den Instrumenten, die zu ihrer Etablierung eingesetzt werden können. Er behandelt im Folgenden den Zugang sozialer und humanitärer NGOs zu den Vereinten Nationen. Hier geht es um rechtliche und formale Beschränkungen der NGO-Partizipation, um die zentrale Rolle des Wirtschafts- und Sozialrats (ECOSOC) in diesem Zusammenhang und um eine Aufwertung des Status der NGOs im Vergleich zum bislang gewährten Konsultativstatus. Als Beispiele für Standardisierung auf internationaler Ebene werden dann die ISO-Normenfamilien 9000 und 14000 und die Social Accountability nach SA 8000 als Beispiel für nichtstaatliche Zertifizierung vorgestellt. Mit der Verrechtlichung internationaler Beziehungen und der Gestaltung von Globalisierungsfolgen berührt die Standardisierung von Arbeitsbeziehungen zwei anerkannte Menschenrechtsziele. (ICE)

Aufgrund der hohen Verschuldung, der wachsenden kommerziellen Kredite und des hohen Anteils von Waffen- und Konsumgüterimport im Etat von Entwicklungsländern werden neue Finanzierungsmittel nicht mehr produktiv, sondern nur noch für die Umschuldungs eingesetzt. Die Forderung nach einer neuen Weltwirtschaftsordnung durch die Entwicklungsländer werden von der Politik des Internationalen Währungsfonds und der Weltbank unterlaufen. Ihre Wirtschaftspolitik läuft auf ein "einseitiges Diktat der Gläubiger zum Schutz der profitablen Verwertung ihrer Investitionen" hinaus. Diese Politik geht auf Kosten des Lebensstandards der Bevölkerung. Ihr Gläubigermonopol verhindert die Ausnutzung der Konkurrenz unter den Geberländern und damit eine mögliche Machtverschiebung auf dem internationalen Markt, greift in die nationale Souveränität ein und setzt ihre kurzfristigen Programme gegen grundlegende, nicht direkt verwertbare Entwicklungsprojekte durch. There can be no enterprise more important to the student of International Relations than to understand the bearing on his subject of the tradition that asserts the existence of natural law. Natural law played a vital historical role in the emergence of the European states-system: in the period during which the positive law of Christendom was ceasing to command attention, but that of modern international society had not yet taken shape, the idea that princes and peoples were bound by rules in their relations with one another rested substantially, even if by no means exclusively, upon natural law doctrine. The natural law tradition is also central to the critical investigation of normative issues in world politics: for any inquiry into e.g. the justification of force, the obligation of treaties, the rights of sovereignty or the legitimacy of intervention, it provides a rich source of argument.
