The article examines the conditions and results of the organization process of import substitution in the Russian industry. The approaches to forecasting, development of import substitution plans, realization of projects are described and proved. The key feature of the planning process is described: it is based not on traditional action plans and road maps but on the potential projects list. The product-project approach is proposed for forming long-term strategic planning documents.
Integration processes after mergers are fraught with difficulties, and constitute a main cause of merger failure. This study focuses on the human aspect of post-merger integration, and in particular, on the role of occupational identification. We theorize and empirically demonstrate by means of a survey design that employees' identification with their occupation is positively related to their willingness to cooperate in the post-merger integration process, over and above the effect of organization members' organizational identification. This positive effect of occupational identification is stronger for uniformed personnel but attenuates in the course of the integration process. Qualitative interviews further explore and interpret the results from our statistical analysis. Together, these findings have important practical implications and suggest future research directions.
Salient successes and failures, such as spectacular venture capital investments or agonizing bankruptcies, affect collective beliefs about the viability of particular markets. Using data on software start-ups from 1990 to 2002, we show that collective sense-making in the wake of such vital events can result in consensus behavior among entrepreneurs. Market search is a critical part of the entrepreneurial process, as entrepreneurs frequently enter new markets to find high-growth areas. When spectacular financings result in a collective overstatement of the attractiveness of a market, a consensus emerges that the market is resource-rich, and the path is cleared for many entries, including those that do not have a clear fit. When notorious failures render a market unpopular, only the most viable entrants will overcome exaggerated skepticism and enter, taking the non-consensus route. Venture capitalists likewise exhibit herding behavior, following other VCs into hot markets. We theorize that vital events effectively change the selection threshold for market entries, which changes the average viability of new entrants. We find that consensus entrants are less viable, while non-consensus entrants are more likely to prosper. Non-consensus entrepreneurs who buck the trends are most likely to stay in the market, receive funding, and ultimately go public.
Trust is a fundamental concept that underpins the coherence and resilience of social systems and shapes human behavior. Despite the importance of trust as a social and psychological concept, the concept has not gained much attention from evolutionary game theorists. In this letter, an N-player trust-based social dilemma game is introduced. While the theory shows that a society with no untrustworthy individuals would yield maximum wealth to both the society as a whole and the individuals in the long run, evolutionary dynamics show this ideal situation is reached only in a special case when the initial population contains no untrustworthy individuals. When the initial population consists of even the slightest number of untrustworthy individuals, the society converges to zero trusters, with many untrustworthy individuals. The promotion of trust is an uneasy task, despite the fact that a combination of trusters and trustworthy trustees is the most rational and optimal social state. This letter presents the game and results of replicator dynamics in a hope that researchers in evolutionary games see opportunities in filling this critical gap in the literature.
Historic expeditions are events that are flavored by exploratory, scientific, military or geographic characteristics. Such events are often documented in literature, journey notes or personal diaries. A typical historic expedition involves multiple site visits and their descriptions contain spatiotemporal and attributive contexts. Expeditions involve movements in space that can be represented by triplet features (location, time and description). However, such features are implicit and innate parts of textual documents. Extracting the geospatial information from these documents requires understanding the contextualized entities in the text. To this end, we developed a semi-automated framework that has multiple Information Retrieval and Natural Language Processing components to extract the spatiotemporal information from a two-volume historic expedition gazetteer. Our framework has three basic components, namely, the Text Preprocessor, the Gazetteer Processing Machine and the JAPE (Java Annotation Pattern Engine) Transducer. We used the Brazilian Ornithological Gazetteer as an experimental dataset and extracted the spatial and temporal entities from entries that refer to three expeditioners' site visits (which took place between 1910 and 1926) and mapped the trajectory of each expedition using the extracted information. Finally, one of the mapped trajectories was manually compared with a historical reference map of that expedition to assess the reliability of our framework.
The current work handles the event and validation of the way of the automated aerodynamic optimization of turbine cascade blades for top pressure stages of durable gas turbines. Actually, the Reynolds number and also the trailing edge thickness of those profiles is definitely an order of magnitude greater compared to corresponding values of aeronautical gas turbines. To be able to gain better understanding of these major variations, extensive experimental investigations were performed in the High-speed Cascade Wind Tunnel from the College from the German Military Munich on various turbine cascade blades created by ALSTOM. The developed tool is created for that application within an industrial framework and style time scales suitable for industrial needs need to be regarded as well. Within this context a technique composed of the two-dimensional RANS flow simulation approach coupled with a parametric geometry generator as well as an optimization formula is suggested. The primary optimization target within this work was the decrease in the cascade total pressure losses by imposing a set operating point. Each one of these needs was integrated in one value objective function. The outcomes from the suggested statistical design system indicate the present method has the capacity to generate instantly blade geometries with reduced losses and including profile velocity distributions which ensure favorable conditions for that cooling from the blade. The longevity of the technique at altered geometric and mechanical boundary conditions was shown too.
The necessary information to distinguish a local inhomogeneous mass density field from its spatial average on a compact domain of the universe can be measured by relative information entropy. The Kullback-Leibler (KL) formula arises very naturally in this context, however, it provides a very complicated way to compute the mutual information between spatially separated but causally connected regions of the universe in a realistic, inhomogeneous model. To circumvent this issue, by considering a parametric extension of the KL measure, we develop a simple model to describe the mutual information which is entangled via the gravitational field equations. We investigate norms of corruption using the norm-elicitation procedure introduced by Krupka and Weber (2013). We use a within-subject design whereby the norms are elicited from the same subjects who are observed making choices in a bribery game. We test whether the order in which the norm-elicitation task and the bribery game are conducted affects elicited norms and behavior. We find little evidence of order effects in our experiment. We discuss how these results compare with those reported in the existing literature.
Property theorists have long deemed the right to exclude fundamental and essential for the efficient use and allocation of property. Recently, however, proponents of the progressive property movement have called into question the centrality of the right to exclude, suggesting that it should be scaled back to allow the advancement of more socially beneficial uses of property. Surprisingly, the debate between the opponents and detractors of the right to exclude is devoid of any empirical evidence. The actual value of the right to exclude remains unknown. In this Article, we set out to fill this void by measuring, for the first time, the value of the right to exclude. To that end, we use the passage of the Countryside and Rights of Way Act in England and Wales in 2000 as a natural experiment to provide some empirical insight on this issue. We show that the Act's passage led to statistically significant and substantively large declines in property values in areas of England and Wales that were more intensively affected by the Act relative to areas where less land was designated for increased access. While property prices may not capture all social value, our findings provide a critical input to the debate regarding access to private property. Given that the access rights provided by the "right to roam" included in the Act represent seemingly minimal intrusions on private property, our findings indicate that property owners view even small restrictions on their right to exclude very negatively. We believe that our findings are of significant importance to lawmakers in the U.S. as they provide an empirical basis for policymaking in the realms of property and land use. In the U.S., private property rights enjoy constitutional protection under the Takings Clause of the Fifth Amendment. Hence, any attempt to formalize a general right to roam or other intrusions on the right to exclude may require the government to pay just compensation to affected property owners. Our study suggests what the compensation amounts are likely to be. This information would allow law-makers to make better decisions about the social desirability of various land use measures. We would like to emphasize that our findings should not be read as a call against the adoption of a right to roam, or any other public privilege. Our only goal is to furnish a much needed empirical foundation that would permit law-makers to conduct a more precise cost-benefit analysis of different policies.
The lack of efficient social security systems, the presence of large informal sectors, and the pace at which the population is aging in some Sub-Saharan African countries are red flags warning of a potential long-term problem: that is, the inability of countries to provide old-age income security to all. Many adults in the region have difficulties accessing health care and other essential services, increasing their vulnerability and their likelihood of becoming impoverished as they age. Since the coverage of contribution-based pension schemes has remained low for decades, direct cash grants (henceforth, universal social pensions) are increasingly proposed as a way to address the coverage gap and to fight poverty among the elderly. This paper explores the role of universal social pensions in 12 Sub-Saharan African countries, showing that they may be part of the answer to the coverage gap in pensions and may be important from a human rights lens. However, they have limited impact on poverty because a significant share of the elderly population is found not to fall into the poorest and most vulnerable segments of society. Universal social pensions can also be quite costly, difficult to sustain in low-income settings, and less cost-effective at fighting poverty compared to poverty-targeted cash transfer programs. Implementation errors are quite prevalent in universal social pension schemes, contradicting the apparent simplicity of identifying program beneficiaries. The report's main findings are that a discussion of poverty targeted programs vis-à-vis universal programs is less relevant for policymakers than how to design and implement a policy or a mix of coordinated and harmonized policies under a robust system that allows governments to reach their main objectives of meeting the basic needs of their most vulnerable citizens.
