This work examines concept of sincerity in politics and international relations in order to discuss what we should expect of politicians, within what parameters should they work, and how their decisions and actions could be made consistent with morality. The collection features an international cast of authors who specialize in the topic of sincerity in politics and international relations. Each chapter will be focused on a contemporary issue in politics and international relations, including corruption, public hypocrisy, cynicism, trust, security, policy formulation and decision-making, political apology, public reason, denial and self-deception,and will argue against the background of a Kantian view of sincerity as unconditional. Focusing on sincerity bearing on political actions, practices, and institutions at national and international level.

Vor dem Hintergrund der Terroranschläge vom 11. September 2001 in den USA und der anschließenden internationalen Terrorismusbekämpfung geht der Beitrag folgenden Fragen nach: Wo ist die Grenze, von der an die Gefahr besteht, dass menschenrechtliche Grundnormen unter dem Deckmantel von Terrorismusbekämpfung ausgehebelt werden? Welche Grenzen legt der internationale Menschenrechtsschutz der Terrorismusbekämpfung auf? Dem gemäß gliedern sich die Ausführungen in zwei thematische Abschnitte: Das erste Kapitel informiert über den völkerrechtlichen universellen Menschenrechtsschutz und mögliche Einschränkungen für den Notstandsfall nach internationalem und europäischem Recht. Auf dieser Grundlage erfolgt im zweiten Kapitel eine Betrachtung der bisherigen Vorgehensweise bei der Terrorismusbekämpfung, die folgende Punkte umfasst: (1) Festnahmen, Inhaftierung und sogenannte Überstellungen (renditions) ohne Beachtung der justitiellen Schutzrechte, (2) Überstellungen von Terrorismusverdächtigen (extraordinary renditions), (3) Entführungen in Westeuropa, (4) Misshandlungen und Folter im Gefangenenlager Guantßnamo auf Kuba, (5) Misshandlungen im US-Militärgewahrsam am Beispiel Abu Ghraib im Irak sowie (6) die Berücksichtigung der Menschenrechte bei kriegerischen Auseinandersetzungen im Irak. In einem Fazit weist der Autor darauf hin, dass Fehler bei der Terrorismusbekämpfung, besonders die Misshandlung von Gefangenen, einer glaubwürdigen Terrorismusbekämpfung neben den Verletzungen der Opfer selbst einen erheblichen Schaden zufügen, weil sie Sympathie- und vielleicht Solidarisierungseffekte fördern. Eine Reihe von Sicherheitspolitikern hat das auch ganz offen eingeräumt. Im Anhang finden sich Empfehlungen des Deutschen Instituts für Menschenrechte an die Bundesregierung und den Deutschen Bundestag zur Etablierung einer internationalen Terrorismusbekämpfung unter Einhaltung der Menschenrechte. This paper analyzes empirically the relationship between civil wars and international trade. We first show that trade destruction due to civil wars is very large and persistent and increases with the severity of the conflict. We then identify two effects that trade can have on the risk of civil conflicts: it may act as a deterrent if trade gains are put at risk during civil wars but it may also act as an insurance if international trade provides a substitute to internal trade during civil wars. We find support for the presence of these two mechanisms and conclude that trade openness may deter the most severe civil wars (those that destroy the largest amount of trade) but may increase the risk of lower scale conflicts.

Angesichts von (Re-)Nationalisierungsprozessen in der Gesellschaft erscheint eine kritische politische Bildung wichtiger denn je. Das Feld der Internationalen Jugendarbeit kann hierbei besondere Lernmomente bieten, in denen die Teilnehmenden sich und ihre Perspektiven reflektieren und erweitern und so eine Vorstellung von sich als Weltenbürger*innen ergründen können. Doch wer nimmt Teil am "Blick über den Tellerrand"? Und mit welchen Erfahrungen und neuen Selbstverständnissen kommen die Jugendlichen zurück? Basierend auf qualitativen Interviews und einer intersektionalen Mehrebenenanalyse wird das Feld anhand ausgewählter diversitätsbewusster Projekte aus dem Bereich der internationalen Jugendbegegnungen sowohl aus Sicht der Teilnehmer*innen als auch aus Sicht der Teamer*innen beleuchtet. Hierbei werden Projekte fokussiert, die sich bewusst an Jugendliche wenden, die sich aus Sicht formalisierter Bildung eher als "Bildungsbenachteiligte" beschreiben lassen. Diese sind auch nach jahrelangen Versuchen, das Stigma von teuren Projekten für privilegierte Jugendliche zu überwinden, noch immer marginalisiert in der Internationalen Jugendarbeit zu finden, obwohl das Interesse an den Projekten milieuunabhängig vorhanden ist. Ulrike Becker zeigt in ihrem Band, welche Chancen differenzsensible Projekte bieten und vor welchen Herausforderungen sie dennoch stehen. Damit eröffnet sie neue Erkenntnisse für das Feld einer diversitätsbewussten Internationalen Jugendarbeit.

Main description: Internationale Wanderungen von Humankapital haben sowohl Auswirkungen auf das Wachstum der aufnehmenden Volkswirtschaft ("brain gain") als auch der abgebenden Volkswirtschaft ("brain drain"). Dabei sind die Wachstums- und Wohlfahrtswirkungen in den einzelnen Ländern unterschiedlich und jeweils abhängig von den unterschiedlichen Migrationspolitiken. Dieses wird in Modellen, die der endogenen Wachstumstheorie mit technischem Fortschritt angehören, formal und ökonomisch interpretativ analysiert. Besondere Auswirkungen auf das Wachstum der abgebenden Volkswirtschaft haben selektive Immigrationsbestimmungen, da sie entweder den Imitationsprozess oder den eigenen endogenen technischen Fortschritt beeinflussen.Der global zunehmende Wettbewerb um hoch qualifizierte Arbeitskräfte, der in selektiven Immigrationsbestimmungen zum Ausdruck kommt, gefährdet insbesondere die weniger entwickelten Länder in ihrem Aufholprozess, sodass letztlich die Wohlfahrtsdifferenzen zwischen entwickelten (aufnehmenden) und weniger entwickelten (abgebenden) Volkswirtschaften erhalten bleiben oder sogar zunehmen.

This article reflects on the role that technological change has played in the last century on international relations. It makes two main points. First, the relationship is reciprocal; while technological change has undeniable effects on international relations, the changing nature of world politics also affects the pace of technological change. Second, any technological change is also an exercise in economic redistribution and societal disruption. It creates new winners and losers, alters actor preferences, and allows the strategic construction of new norms and organizations. The nature of the technology itself, and the extent to which the public sector drives the innovation, generates differential effects on international relations. To demonstrate these arguments, special emphasis is placed on two important innovations of the last century for international relations: nuclear weapons and the Internet.

AbstractDepicting social behavior as a kind of exchange has deep historical roots. Although many social science disciplines have used exchange models, students of international relations have been slow to apply such models to their subject. Many topics of interest to international relations scholars could be usefully treated by way of social exchange theory. Such topics include resource allocation, power, burden-sharing, foreign aid, dependency, institutions, and bargaining. The potential contribution of the exchange perspective to understanding of these topics has yet to be realized.
