AbstractThe shift towards legally plural multicultural and pluri-national citizenship regimes in the Andes formally recognised indigenous peoples' community-based governance systems. These tend to emphasise participation, deliberation and service to the collective, but are often criticised for discriminating against women. We argue that recent constitutional reforms and legislation combining recognition of collective rights claims with institutional guarantees for gender equality have in fact amplified indigenous women's different strategies of 'negotiating with patriarchy', allowing them to further the transformation of their organisations and 'custom'. Such strategies are necessary because of the intersections of race, class and gendered exclusions that indigenous women experience, and possible because of the diverse and dynamic nature of community governance systems. Despite systemic and structural constraints on the guarantee of indigenous peoples' rights, the actions of organised indigenous women over the last two decades point to new ways of imagining more plural, less patriarchal forms of citizenship.

The vast majority of North America's professional sport arenas, ballparks, and stadiums are publicly subsidized without direct approval from voters. In this article, we examine the discursive constitution of 'no-vote subsidies' within the public sphere, and in particular problematize the twinned production(s) of citizenship and democratic process in framing public subsidization of these sites of private accumulation. To do this, we examine the recent no-vote subsidy occurring in Columbus, Ohio—thereby providing context-specific interrogation of the mediations of participatory citizenship, political decision-making, and the institution of democracy as related to sport stadium funding. As part of this analysis, we discuss the public production of civic paternalism—a political ideology focused on urban growth and unconcerned with future electoral consequences—in the Columbus arena financing case. We conclude the article with a call for increasing scholarly engagement in, and intervention into, the political processes that result in the public subsidization of professional sport venues.

However, paramilitary groups and their political and economic allies remain a de facto power in some areas. This contribution argues that a situation of rupture, seemingly characterized by a re‐monopolization of state violence, does not necessarily lead to the marginalization of criminal actors but to a reconfiguration of the links between statutory institutions and unofficial networks. This argument is based on an ethnographical exploration of claims regarding citizenship and property rights. The analysis of the strategies of rights claimants sheds light on the formation of both political authority and political subjectivity.

The International Civic and Citizenship Education Study (ICCS) investigates the ways in which young people are prepared to undertake their roles as citizens in a range of countries in the second decade of the 21st century. ICCS 2016 is a continuation of a study initiated in 2009. This document outlines the framework and assessment design for the ICCS 2016. ICCS 2016 will report on student knowledge and understanding of key aspects of civics and citizenship, as well as student attitudes to, and engagement with, civic life. This survey is intended to respond to enduring and emerging challenges of educating young people in a world where contexts of democracy and civic participation continue to change. New developments include the increase in the use of social media as a tool for civic engagement, growing concerns about global threats and sustainable development, as well as recognition of the role of schools in fostering peaceful ways of interaction between young people.

This article considers a recent decision by the Supreme Court of Israel dealing with the right to family unification of Palestinian citizens of Israel (PCI). By situating the decision in the broader debate on Israel's constitutional definition as a Jewish and democratic state, the article examines patterns where the definition plays an important role in defining the nature of the citizenship held by PCI and the limits of their rights. This examination focuses on three main issues that arose in the case: the scope of the protection of the right to family life, the comparative method used by some of the Justices to limit that right, and statements about the legitimacy of demographic considerations in devising immigration policies. This analysis demonstrates how the arguments and justifications used by the Court may provide building blocks for a legal framework that is proceeding in the direction of institutionalizing separate hierarchical categories of citizenship.

The global distributive implications of automatically allocating political membership according to territoriality (jus soli) & parentage (jus sanguinis) principles have largely escaped critical scrutiny. This article begins to address this considerable gap. Securing membership status in a given state or region -- with its specific level of wealth, degree of stability, & human rights record -- is a crucial factor in the determination of life chances. However, birthright entitlements still dominate both our imagination & our laws in the allotment of political membership to a given state. In this article we explore the striking conceptual & legal similarities between intergenerational transfers of citizenship & property. The analogy between inherited citizenship & the intergenerational transfer of property allows us to use existing qualifications found in the realm of inheritance as a model for imposing restrictions on the unlimited & perpetual transmission of membership -- with the aim of ameliorating its most glaring opportunity inequalities. The teacher has to demonstrate confidence in what is said and taught in class, and more importantly, through his or her personal values and convictions. In other words, the teacher is required to be patriotic. This paper examines the different types of patriotism among our trainee teachers, and how these types of patriotism influence their citizenship values, their perceptions of the importance of National Education, and the extent to which National Education is viewed as government propaganda. The results revealed four homogenous clusters that differed significantly in terms of perceptions of citizenship, importance of National Education, and the extent to which National Education is viewed as government propaganda.

Prior research on immigrant naturalization has focused mainly on the effects of immigrants' adaptation experiences and demographic characteristics on their propensity to naturalize. This article proposes a broader analytical framework which incorporates immigrants' individual characteristics and larger social contexts in the country of origin and the country of destination to explain the likelihood of citizenship acquisition. The framework is tested for a cohort of recent immigrants, using the PUMS data from the 1980 U.S. census. The results show that economic, political, social, cultural and geographical conditions in the country of origin, and immigrants ethnic communities and urban concentration in the country of destination, to a large extent influence immigrants' propensity for naturalization and that, net of the contextual factors, many of the immigrants' adaptation and demographic characteristics are also significant predictors of citizenship acquisition. The costs, benefits and meaning of naturalization and their intervening roles in the naturalization process are also discussed.

Abstract
There is a long-standing debate over whether new roads unavoidably lead to environmental damage, especially forest loss, but causal identification has been elusive. Using multiple causal identification strategies, we study the construction of new rural roads to over 100,000 villages and the upgrading of 10,000 kilometers of national highways in India. The new rural roads had precisely zero effect on local deforestation. In contrast, the highway upgrades caused substantial forest loss, which appears to be driven by increased timber demand along the transportation corridors. In terms of forests, last mile connectivity had a negligible environmental cost, while expansion of major corridors had important environmental impacts.

The recent ESRI and Department of Finance predictions for Ireland's future post-Brexit make for grim reading. The envisaged loss of up to 80,000 jobs is evocative of the recession and economic downturn in 2008/09. If the anticipated losses are to be believed, Ireland can expect catastrophic financial repercussions. But that is just one of many post-Brexit scenarios to be considered. Another is the potential dynamic between the Oireachtas and the courts in post-Brexit Ireland. If our post-Brexit economy is as fragile as the recession years, it might precipitate the re-introduction of a short-lived, exotic legal animal: the legislative recital.
