Background. In order to address several health challenges, the Chinese government issued the National Essential Public Health Services Package (NEPHSP) in 2009. In China's large cities, the lack of funding for community health centers and consequent lack of comprehensive services and high quality care has become a major challenge. However, no study has been carried out to estimate the cost of delivering the services in the package. This project was to develop a cost estimation approach appropriate to the context and use it to calculate the cost of the NEPHSP in Beijing in 2011. Methods By adjusting models of cost analysis of primary health care and workload indicators of staffing need developed by the World Health Organization, a model was developed to estimate the cost of the services in the package through an intensive interactive process. A total of 17 community health centers from eight administrative districts in Beijing were selected. Their service volume and expenditure data in 2010 were used to evaluate the costs of providing the NEPHSP in Beijing based on the applied model. Results The total workload of all types of primary health care in 17 sample centers was equivalent to the workload requirement for 14,056,402 standard clinic visits. The total expenditure of the 17 sample centers was 26,329,357.62 USD in 2010. The cost of the workload requirement of one standard clinic visit was 1.87 USD. The workload of the NEPHSP was equivalent to 5,514,777 standard clinic visits (39.23 % of the total workload). The model suggests that the cost of the package in Beijing was 7.95 USD per capita in 2010. The cost of the NEPHSP in urban areas was lower than suburban areas: 7.31 and 8.65 USD respectively. Conclusions The average investment of 3.97 USD per capita in NEPHSP was lower than the amount needed to meet its running costs. NEPHSP in Beijing is therefore underfunded. This article examines the often misconceived problem of insurgency and various political, social, and law and order problems of northeast India, which Sanjib Baruah calls "Northeast India's Durable Disorder." The region has been stereotyped by the postcolonial state of India as a "disturbed area" infested with insurgents and militants. In its attempts to resolve this "durable disorder," India fails to engage with its underlying causes in the construction of new political boundaries in both the colonial and postcolonial eras.

Abstract
Hoarding disorder (HD) is a psychiatric condition that negatively
impacts individual sufferers, their families and the larger community. The
disorder goes beyond problems with excessive clutter; it also presents with
deficits in executive functioning, attachment and affect regulation
deficits. This paper focusses on the needs of adult children of parents with
HD, who directly experience the consequences of the disorder throughout
their life cycle. We explore the existing research on the psychological,
relational and social impact of parental hoarding on adult offspring. We
discuss the clinical implications of these findings and offer possible
psychological interventions that may be of help in this vulnerable
population.

In this paper we analyze the performance of a bond layer between the multi-filament yarn and the cementitious matrix. The performance of the bond layer is a central issue in the development of textile-reinforced concrete. The changes in the microstructure during the loading result in distinguished failure mechanisms on the micro, meso and macro scales. The paper provides a brief review of these effects and describes a modeling strategy capable of reflecting the failure process. Using the model of the bond layer we illuminate the correspondence between the disorder in the microstructure of the yarn and the bonding behavior at the meso- and macro level. Particular interest is paid to the influence of irregularities in the micro-structure (relative differences in filament lengths, varying bond quality, bond-free length) for different levels of local bond quality between the filament surface and the matrix.

Background: Few studies have examined the relationship between family functioning, social support and quality of life in patients with anxiety disorder. There is a paucity of research on anxiety disorders and their predictors in China. Aims: This study aimed to explore family functioning, social support and quality of life for patients with anxiety disorder and examine the relationship between these elements. Methods: A total of 107 patients who met Diagnostic and Statistical Manual of Mental Disorders (4th ed.; DSM-IV) criteria for anxiety disorder and 80 healthy controls completed the McMaster Family Assessment Device, the Perceived Social Support Scale and the short form of the Quality of Life Enjoyment and Satisfaction Questionnaire. Results: The findings indicate that patients with anxiety disorder in China tend to have poor family functioning and quality of life, as well as a higher subjective perception of social support. There were strong correlations between family functioning, social support and quality of life. Affective involvement and not living with parents were identified as risk factors for anxiety disorders, while a high family income was a protective factor. Conclusion: Anxiety disorder is associated with reduced family functioning and poorer quality of life for Chinese patients. In addition, the Family Assessment Device is a suitable instrument for evaluating family functioning in Chinese patients with anxiety disorder.

This question has met with two answers in the literature on private security regulation, one seeking to cleanse the market of deviant sellers, the other to communalize the market through the empowerment of buyers. Both models of regulation are premised upon a limited neoclassical economic conception of how market transactions map onto the public interest. This article makes the case for a new model of regulation, one that seeks to civilize private security. Drawing upon the insights of economic sociology, our model regards the market for security as a moral economy in which commodity and non-commodity values jostle and collide. On this basis, we propose a regulatory architecture where buyers and sellers are cast not only as economic actors but also as moral actors, in the process revealing new avenues through which to encompass private security within the democratic promise of security.

Research findings have been contradictory with respect to the determinants of why people choose a public sector job. In this article we use an internationally comparative design with data from 26 countries to explain public sector employment preference. The study shows that on the individual level, public service motivation and extrinsic motivation are both important drivers for this preference. Intrinsic motivation, in turn, is negatively related to people's inclination to work for the public sector. Moreover, having a lower income and lower education is associated with a greater preference for public sector employment. This suggests that working for the public sector is seen as a good and safe career option. Our results furthermore show that variation in this preference can only partly be explained by country differences. Nevertheless, in countries with a career- rather than position-based system of public employment, people are more likely to prefer public employment. Points for practitioners Attracting the best and brightest to work for the public sector requires an insight into why people prefer public over private sector employment. This article looks at what makes people prefer public sector employment in 26 countries. Findings reveal that public service motivation (helping other people, being useful to society) and extrinsic motives (job security, a high income, opportunities for advancement) play an important role in this preference. Still, there are considerable differences between countries. In countries with a career-based system of public employment, working in the public sector is seen as more attractive.
