Bendrų karinių pajėgų kūrimo prielaidos Europos Sąjungoje: valstybių narių požiūrių tyrimas ; Assumptions for creation of joint military force in the European Union: research on member states' attitudes

Kintanti geopolitinė aplinka, 2014 m. įvykiai Ukrainoje, atskleidžiantys ES valstybių kaimynės - Rusijos ekspansinę politiką ir paskatinę Lietuvos sprendimą didinti asignavimus krašto apsaugai, auganti Kinijos įtaka, sąlygojanti amerikiečių dėmesio perkėlimą į šį regioną, transnacionalinių ir hibridinių grėsmių, peržiangiančių nacionalinių valstybių sienas plitimas, vis dažnesni Europos Sąjungos vadovų pasisakymai apie bendrą ES kariuomenę, skatina iš naujo atsigręžti į europinės integracijos gynybos politikos srityje klausimą. Darbo objektas: ES integracija gynybos politikos srityje. Darbo tikslas: įvertinti bendrų Sąjungos karinių pajėgų kūrimo galimybę, kaip būtiną ir/ar įmanomą glaudesnės ES integracijos gynybos politikos srityje sąlygą. Siekiant pasiekti tikslą išsikelti šie uždaviniai: 1) remiantis liberaliojo tarpvyriausybiškumo terorija apžvelgti supranacionalizmo įtaką Europos gynybos politikos formavi mui; 2) apibūdinti ES gynybos politiką; 3) įvertinti ES gynybos identiteto būseną; 4) nustatyti ES valstybių požiūrį į ES išorės gynybą ir bendrų ES karinių pajėgumų įkūrimo galimybę; 5) išanalizuoti ir palyginti Lietuvos gyventojų ir ekspertų nuomonę apie bendrų Sąjungos karinių pajėgumų įkūrimo galimybę. Panaudoti metodai: literatūros analizė, lyginamoji analizė, empiriniai metodai- apklausų klausimų parengimas, rezultatų susisteminimas, analizė, palyginimas, išvadų formulavimas. Tyrimo rezultatai: visos ES narės pasisako už ESGP plėtojimą, tačiau kyla sunkumų tariantis dėl ESGP formos ir turinio. Didžiosios daugumos ES valstybių oficiali valstybinė pozicija ir gyventojų nuomonė bendros ES kariuomenės įkūrimo klausimu išsiskiria (valstybė nepalaiko, kai tuo tarpu gyventojai pasisako už). Pagrindiniu saugumo garantu laikoma NATO. Dalis grėsmių, keliančių pavojų Lietuvos nacionaliniam ir ES saugumui sutampa, dalis skiriasi. Respondentų nuomonės sutapo išskiriant Rusiją, kaip pagrindinę grėsmę Lietuvos nacionaliniam saugumui ir migracijos krizę bei terorizmą, kaip pagrindines grėsmes ES saugumui. Abejojama Lietuvos galimybėmis savarankiškai užtikrinti nacionalinį saugumą, ko pasekoje pagrindiniu saugumo garantu laikomas NATO, pastebimas ir ES reikšmingumas. Nėra vieningos nuomonės dėl ES vaidmens tarptautinėje arenoje. Dauguma gyventojų ES mato kaip saugumo, tuo tarpu ekspertai kaip ekonominį veikėją. Didžioji dauguma gyventojų tiki bendros ES kariuomenės įkūrimo realumu, tačiau beveik pusės piliečių nuomone - tai yra įmanoma, tačiau nebūtina glaudesnės ES integracijos gynybos srityje sąlyga. Ekspertų nuomone, ši idėja nei įmanoma, nei būtina. ; Shifting geopolitical environment, events of 2014 in Ukraine revealing expansionary policy of EU states' neighbour Russia that encouraged Lithuania's decision to increase appropriations for national defence, growing China's influence leading to shift of Americans attention to this region, the spread of transnational and hybrid threats that cross national states' borders, more frequent statements by the European Union leaders about a joint army of the EU encourages a renewed focus on the subject of European integration in the field of defence policy. The object of the work: the EU integration in the field of defence policy. The aim of the work is to assess the possibility of establishing joint military forces of the Union as a necessary and/or possible condition for a closer the EU's integration in the field of defence policy. In order to achieve the aim, the following objectives have been set: 1) based on liberal intergovernmentalism theory, to overview supranationalism influence on the formation of European Defence Policy; 2) to describe EU's defence policy; 3) to assess the state of EU's defence identity; 4) to identify the EU states' attitude toward the EU's external defence and the possibility of establishing joint EU military capabilities; 5) to analyse and compare the opinion of Lithuanian residents and experts on the possibility of establishing joint military capabilities of the Union. The employed methods: literature analysis, comparative analysis, empirical methods – preparation of surveys' questions, systematization of results, analysis, comparison, formulation of conclusions. The research results: all EU members' are in favour of ESDP development, however, there are some difficulties in negotiating the form and the content of ESDP. Majority of EU population do not agree with their governments on the idea of creating armed forces of the EU (EU citizens believes in the idea of combined European Amy, while governments of the European countries do not think its necessary). Some of the threats jeopardizing Lithuanian national and EU security are the same, while some of them differ. The respondents' opinions were the same: Russia is the main threat to Lithuanian national security and the migration crisis and terrorism are the main threats to EU security. Lithuania's chances to independently ensure national security are questionable, therefore, NATO is considered as a main guarantee of security; the significance of the EU is also noticeable. There is no unanimity due to the EU role in the international arena. The majority of residents see the EU as a security character, while the experts see it as an economic character. The vast majority of residents believe in the reality of establishing a joint army of the EU, however, almost half of citizens think that it is a possible but unnecessary condition for a closer EU integration in the field of defence.
